30、d released by the Technical Correlating Committee on Profes-sionalQualifications.ItwasissuedbytheStandardsCouncilonMay28,2013,withaneffectivedate of June 17, 2013, and supersedes all previous editions.This edition of NFPA1031 was approved as anAmerican National Standard on June 17, 2013.Origin and D

31、evelopment of NFPA 1031In 1972, the Joint Council of National Fire Service Organizations (JCNFSO) created theNational Professional Qualifications Board (NPQB) for the fire service to facilitate the devel-opmentofnationallyapplicableperformancestandardsforuniformedfireservicepersonnel.The initial com

32、mittees addressed the following career areas: fire fighter, fire officer, fireservice instructor, and fire inspector and investigator.The original concept of the professional qualifications standards, as directed by the JCNFSOand the NPQB, was to develop an interrelated set of performance standards

33、specifically for theuniformed fire service. The various levels of achievement in the standards were to build uponeach other within a strictly defined career ladder.The Committee on Fire Inspector and Investigator Professional Qualifications met from1973 through 1977 and produced the first edition of

34、 NFPA1031, Professional Qualifications forFire Inspector, Fire Investigator, and Fire Prevention Education Officer. TheAssociation adopted thatdocument in May of 1977.In 1986, the joint council directed the committee to develop separate documents for eachof the job functions the original document ad

35、dressed. This direction was coupled with thedecision to remove the job of fire inspector from the strict career path previously followedand allow for civilian entry. The first edition of this new document, NFPA 1031, Standard forProfessional Qualifications for Fire Inspector, was adopted by the NFPA

36、in June of 1987.In 1990, the NFPA assumed responsibility for the appointment of professional qualifica-tions committees and the development of the professional qualifications standards. TheNFPAStandards Council established theTechnical Committee on Fire Inspector ProfessionalQualifications in 1990 b

37、ased on a recommendation by the Professional Qualifications Tech-nical Correlating Committee. This recommendation addressed the need for specific exper-tise in the area of fire inspector to review and revise the existing document. This committeecompleted a job task analysis and developed specific jo

38、b performance requirements that areapplicable to fire inspectors, both public and private. Those requirements were published inthe 1993 edition of this document.Inthe1998editionofthestandard,thecommitteereviewedandupdatedthejobperformancerequirements for Fire Inspector I, II, and III and added job p

39、erformance requirements for PlanExaminer at levels I and II. The title of the standard was changed to Standard for ProfessionalQualifications for Fire Inspector and Plan Examiner.In the 2003 edition of the standard, the committee added material on performance-basedcodes and made changes to bring the

41、mplete revision of the document. This revision includedchanges mandated by the Technical Correlating Committee to provide consistency within the professional qualificationsproject and editorial revisions throughout the document. The revisions were a result of a task analysis and a review of therequi

42、site knowledge and skills needed to perform the tasks.As a result of the complete revision to the 2009 edition, the technical committee has made minor changes toeditorial issues and reference edition date changes for the 2014 edition. Those systems that enhanceor facilitate evacuation, smoke control, compartmentaliza-tion, and/or isolation.3.3.20.3 Security Syst

Several items of equipment, pro-cesses, design features, and actions or behaviors intendedto discover, report, deter, or delay criminal acts from beingperpetrated against persons or property.3.3.21 Task. Aspecific job behavior or activity.3.3.22 Third Party. A professional qualified as a result

49、 oftraining, education, and experience who can perform a com-pliance and hazard analysis.Chapter 4 Fire Inspector I4.1* General. The Fire Inspector I shall meet the job perfor-mance requirements defined in Sections 4.2 through 4.4. Inaddition, the Fire Inspector I shall meet the requirements ofSection 4.2 of NFPA472.4.2*Administration.This duty involves the preparation of cor-respondence and inspection reports, handling of complaints,and maintenance of records, as well as participation in legalproceedings and maintenance of an open dialogue with theplan examiner and emer
