30、 on Special OperationsProtective Clothing and Equipment and released by the Technical Correlating Committee onFire and Emergency Services Protective Clothing and Equipment. It was issued by the Stan-dards Council on November 27, 2012, with an effective date of December 17, 2012.This edition of NFPA

31、1855 was approved as an American National Standard on Decem-ber 17, 2012.Origin and Development of NFPA 1855In March 2009, the NFPA Standards Council approved a request of the Technical Commit-tee on Special Operations Protective Clothing and Equipment to develop a new standard onthe selection, care

32、, and maintenance of protective ensembles for technical rescue. The newstandard was intended to be a companion document to 1951, Standard on Protective Ensemblesfor Technical Rescue Incidents.Following Standards Council approval, the Technical Committee established a task groupto develop the new sta

33、ndard. When the task group completed its work, the Technical Com-mittee reviewed the draft document, and both the Technical Committee and the TechnicalCorrelating Committee on Fire and Emergency Services Protective Clothing and Equipmentwere balloted. In October 2010, the draft standard, the results

34、 of the Technical Committeeand Technical Correlating Committee ballot, and a request to enter a Fall 2012 revision cyclewere submitted to the Standards Council.The Standards Council approved the request, and the new standard, NFPA 1855, Standardon Selection, Care, and Maintenance of Protective Ensem

35、bles forTechnical Rescue Incidents, opened forpublic proposals in January 2011. Seventy-eight proposals to the standard were received by theproposal closing date of May 23, 2011. The Technical Committee met in July 2011 to reviewthe proposals, and the Report on Proposals (ROP) was published in Decem

36、ber 2011. Duringthe public comment period, 47 comments were received, and the Technical Committee metin March 2012 to review those comments. The Report on Comments (ROC) was published inAugust 2012.This first edition of NFPA 1855, Standard on Selection, Care, and Maintenance of ProtectiveEnsembles f

42、essing allthe safety concerns, if any, associated with the use of this stan-dard by testing or repair facilities. The persons and organiza-tions that use this standard shall be responsible for conduct-ing testing of protective ensembles or ensemble elements toestablish safety and health practices an

43、d for determining theapplicability of regulatory limitations prior to using this stan-dard for any designing, manufacturing, and testing.1.1.7 Nothing herein shall restrict any jurisdiction from ex-ceeding these minimum requirements.1.2 Purpose.1.2.1 The purpose of this standard shall be to establis

44、h a pro-gram for utility technical rescue, rescue and recovery technicalrescue, and CBRN technical rescue protective ensembles and en-semble elements to reduce the safety risks and potential healthrisks associated with poorly maintained, contaminated, or dam-aged protective ensembles and ensemble el

45、ements.1.2.2 The purpose of this standard shall also be to establishbasic criteria for selection, inspection, cleaning, decontamina-tion, repair, storage, and retirement of utility technical rescue,rescue and recovery technical rescue, and CBRN technical res-cue protective ensembles and ensemble ele

46、ments.1.3 Application.1.3.1 This standard shall apply to technical rescue protectiveensembles and ensemble elements certified as compliant withNFPA 1951, Standard on Protective Ensembles for Technical RescueIncidents.1.3.2 This standard shall also apply to urban search and res-cue (USAR) operations

47、protective ensembles and ensembleelements certified as compliant with the 2001 edition ofNFPA 1951, Standard on Protective Ensembles for Technical RescueIncidents.1.3.3 This standard shall not apply to other organizationalprograms such as appropriate use of technical rescue protec-tive ensembles for

48、 training, operations, or infection control,because such programs are under the jurisdiction of otherNFPA standards.1.3.4 This standard shall not apply to respiratory protectiveequipment other than where such equipment interfaces withCBRN technical rescue protective ensembles.1.3.5 The requirements

49、of this standard shall not apply toaccessories attached to any element of the technical rescueprotective ensemble unless specifically addressed herein.1.4 Units.1.4.1 In this standard, values for measurement are followedby an equivalent in parentheses, but only the first stated valueshall be regarded as the requirement.1.4.2 Equivalent values in parentheses shall not be consideredas the requirement because these values are approximate.Chapter 2 Referenced Publications2.1 General.
