It was issuedby the Standards Council on October 27,

26、2009, with an effective date of December 5, 2009,and supersedes all previous editions.This edition of NFPA 851 was approved as an American National Standard on December 5,2009.Origin and Development of NFPA 851The Committee on Non-Nuclear Power Generating Plants was organized in 1979 to haveprimary

27、responsibility for documents on fire protection for non-nuclear electric generatingplants. The Hydroelectric Subcommittee was formed in 1982 to write this document. The firstedition of NFPA 851 was issued in 1987 and revised in 1992. The 1996 edition containedminor changes to clarify the life safety

28、 recommendations and generator windings protection.The 2000 edition editorially revised Chapter 2 to be consistent with NFPA 850, RecommendedPractice for Fire Protection of Electric Generating Plants and High Voltage Direct Current ConverterStations. In addition, the document was revised to clarify

29、the requirements for fire suppressionsystems for generator windings of different composition.The 2005 edition of NFPA 851 was restructured to conform to the requirements of theManual of Style for NFPA Technical Committee Documents. There were changes made to clarifyexisting recommendations under 5.2

30、.2.3 and 5.2.2.4 using new artwork. Other changes in-cluded coordination of similar recommendations from NFPA 850, Recommended Practice forFireProtection for Electric Generating Plants and High Voltage Direct Current Converter Stations.The 2010 edition of NFPA 851 now includes a chapter containing r

31、ecommendations for afire protection design process and a fire protection design basis document (new Chapter 4).An annex has been added showing an example of a Fire Protection Design Basis document.The chapter on Fire Risk Control Program has been moved to a new Chapter 9.The use of compressed air fo

39、include all those who have a financial, personnelsafety, public safety, or regulatory interest in the fire risk, suchas the public (e.g., neighbors, community groups, first re-sponders), employees, owner/investor(s), operator, insurer,regulator(s), and design team.Chapter 4 Fire Protection Design Pr

40、ocess4.1 General.4.1.1 The fire protection design process should be initiatedunder the direction of someone experienced in the area offire protection engineering and having extensive knowledgeand experience in power plant operation of the type of plantunder consideration.4.1.2 The creation of the fi

41、re protection design basis shouldbe initiated as early in the plant design process as practical toensure that the fire prevention and fire protection recommen-dations as described in this document have been evaluated inview of the plant-specific consideration regarding design, lay-out, and anticipat

42、ed operating requirements.4.1.3 Applicable process safety management (PSM) tech-niques should be considered.4.1.4 The purpose of the fire protection design basis docu-ment (DBD) is to provide a record of the decision-makingprocess in determining the fire prevention and fire protectionfor specific ha

43、zards.4.1.5 The DBD should be a living document that evolves asthe plant design is refined and that will be maintained andrevised for the life of the plant.4.2 Stakeholders.4.2.1 The stakeholders with an interest in the scope and ap-plicability of the fire protection design should be identifiedearly

44、 in the process.4.2.2 The stakeholders establish goals and objectives and evalu-ate whether or not the recommendations of NFPA 851 are ad-equate to meet those goals and objectives. The criteria for accept-ability of the level of fire protection should consider theperspective of the various stakehold
