2、 to their products. 1. SCOPE 1.1 Scope. This specification covers dyed, unshrunk polyester and cotton blend 65/35 percent, or 50/50 percent commercial Designation No. 128 (muslin). 2. Unless otherwise noted herein or in the contract, in the event of a conflict between the text of this document and the references cited herein, the text of this document take precedence. Nothing in this document, however, supersedes

15、applicable laws and regulations unless a specific exemption has been obtained. Page 2 of 8 PIA-C-2003A 3. REQUIREMENTS 3.1 Material. 3.1.1 Yarn. The yarn shall be a blend of polyester and cotton fiber consisting of 65 5 percent polyester and the remaining percentage cotton or 50 5 percent polyester

16、and the remaining percentage cotton. 3.2 Color. The color of the finished cloth shall be as specified by the procuring activity (see 6.3). 3.3 Recycled, recovered, or environmentally preferable materials. Recycled, recovered, and environmentally preferable material should be used to the maximum exte

17、nt possible, provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs. 3.4 Dyeing. The use of dyes and compounds containing elementary sulfur capable of oxidation to sulfuric acid is prohibited. The dyestuffs sh

18、all be chosen and applied so that the dyed cloth shall show not more than a slight trace of labile sulfur when tested as specified in 4.2.3.2. 3.4.1 Visual Shade matching. When evaluated in accordance with 4.2.4, the color of the dyed fabric shall match the standard when viewed with sources simulati

19、ng artificial daylight D75 illuminant and shall be good match to the standard under incandescent lamplight. 3.4.2 Colorfastness. When tested as specified in 4.2.3, the finished fabric shall show fastness to light, accelerated weathering and crocking, as follows: Notes: 1/Rated using the AATCC Evalua

21、 The cloth shall conform to the requirements specified in TABLE I when tested as specified in 4.2.3. The weave shall be plain. 3.5.2 W

24、idth. The width of the cloth shall be as specified in the procurement document (see 6.3) and shall be the minimum width inclusive of selvages when fly-shuttle looms are used and exclusive of selvages and fringes when shuttleless looms are used. 3.6 Water-soluble material. The acid hydrolysable mater

25、ial shall not exceed 6.0 percent when tested as specified in 4.2.3. 3.7 pH. The pH value of the water extract of the dyed and finished cloth shall not be less than 5.5 or more than 9.0 when tested as specified in 4.2.3. 3.8 Length and put-up. Unless otherwise specified, the cloth shall be in a conti

26、nuous length, each not less than 40 yards and shall be put up in rolls or folded pieces as specified in 5.1. 3.9 Fiber identification. Each roll or folded piece shall be labeled, or ticketed for fiber content in accordance with the Textile Fiber Products Identification Act. 3.10 Workmanship. The fin

27、ished cloth shall conform to the quality established by this specification. The demerit points per 100 square yards shall not exceed the established maximum point value (see 4.2.2.1). 3.11 Date of manufacture. The date of manufacture is defined as the date (month and year) of the last manufacturing

28、process that affects the physical characteristics of the cloth. This does not include slitting, inspection or rewinding. 4. VERIFICATION 4.1 Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspectio

29、n requirements as specified herein. Except as otherwise specified in the contract or purchase order, the contractor Page 4 of 8 PIA-C-2003A may use their own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the procuring acti

30、vity. The procuring activity reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. 4.1.1 Certificates of Compliance. Where Certificates of Compliance are subm

31、itted, the procuring activity reserves the right to check test such items to determine the validity of the certification. 4.2 Conformance inspection. Sampling for inspection shall be performed as specified in this document unless otherwise specified in the contract or order (see 6.3). 4.2.1 Componen

32、t and material inspection. In accordance with 4.1, components and materials shall be inspected in accordance with all the requirements of referenced specifications, drawings, and standards unless otherwise excluded, amended, modified, or qualified in this specification or applicable purchase documen

33、t. 4.2.2 End item inspection. 4.2.2.1 Yard-by-yard examination. Each roll in the sample shall be examined on the face side only. When the total yardage in the roll does not exceed 100 yards, the entire yardage in the roll shall be examined. When the total yardage in the roll exceeds 100 yards, only

34、100 yards shall be examined. All defects, as defined in Section I of FED-STD-4, which are clearly noticeable at normal inspection distance (3 feet) shall be scored and assigned demerit points as listed in 4.2.2.1.1. No linear yard (increments of 1 yard on the measuring device of the inspection machi

35、ne) from any one roll within the sample shall be penalized more than four points. The sample size shall be 20 rolls selected from 20 cartons. The lot shall be unacceptable if the points per 100 square yards of the total yardage examined exceed 30 points. The lot shall be unacceptable if the points p

36、er 100 square yards of two or more individual rolls or pieces exceed 45 points. If no individual roll exceeds the point level, the lot shall be accepted. If one roll exceeds the point level, a second sample of 20 rolls shall be examined only for individual roll quality. The lot shall be unacceptable

37、 if one or more rolls in the second sample exceed the point level. Point computation for lot quality and individual roll quality shall be as follows: Total points scored in sample x 3600 = Points per 100 square yards Contracted width of cloth (inches) x Total yards inspected 4.2.2.1.1 Demerit points

38、 Demerit points shall be assigned as follows: - For defects up to and including 3 inches in any dimension - one point - For defects exceeding 3 inches, but not exceeding 6 inches in any dimension - two points - For defects exceeding 6 inches, but not exceeding 9 inches in any dimension - three poin

39、ts - For defects exceeding 9 inches in any dimension - four points The following defects, when present, shall be scored four points for each yard in which they occur: Page 5 of 8 PIA-C-2003A - Baggy, ridgy, or wavy cloth - Width less than specified - Poor dye penetration, mottled, streaky, or cloudy

40、 - Excessive nappiness. 4.2.2.2 Length examination. 4.2.2.2.1 Individual rolls. During the yard-by-yard examination, each roll in the sample shall be examined for length. Any roll found to be less than the minimum specified or more than 2 yards less than the length marked on the ticket shall be cons

41、idered a defect with respect to length. The lot shall be unacceptable if two or more rolls in the sample are defective in respect to length. 4.2.2.2.2 Total yardage in sample. The lot shall be unacceptable if the total of the actual lengths of rolls in the sample is less than the total of the length

42、s marked on the tickets. 4.2.3 End item testing. The cloth shall be tested for the characteristics listed in TABLE II. The methods of testing specified in TABLE II shall be followed. The physical and chemical values specified in Section 3, except where otherwise specified, apply to the results of th

43、e determinations made on a sample unit for test purposes as specified in the applicable test method. All test reports shall contain the individual values utilized in expressing the final result. The sample unit shall be 2 continuous yards full width of the finished cloth. The lot shall be unacceptab

44、le if one or more sample units fail to meet any requirement specified. Unless otherwise specified, testing shall be performed under standard conditions in accordance with ASTM D 1776. The sample size shall be as follows: 4.2.3.1 Visual shade matching. Evaluate the color of the dye cloth using AATCC

45、Evaluation Procedure 9, Option A, with sources simulating artificial daylight D75 illuminant with a color temperature of 7500 200K with illumination of 100 20 foot candles, and incandescent lamplight at 2856 200K. In the determination of labile sulfur in textiles with lead acetate, two 1.50 0.01 gram samples from each material submitted for evaluation shall be te

49、sted. Each of the two samples shall be cut into very small pieces and placed into separate test tubes. The samples shall be submersed in a stannous chloride solution that contains 100 grams stannous chloride crystals ACS in 100 milliliters of hydrochloric acid ACS (35 percent concentration) and 50 milliliters of distilled water. A filter paper wet out with a 5.0 percent lead acetate solution shall be placed over top of the test tube. The lead acetate solution contains 5.0 gr
