Failure to capture metrics (before and after implementing a project improvement) as well as data to validate the metrics can lead to nebulous results. An

4、incomplete project proposal is never to be considered for project selection. Recommendation(s): Do not consider a proposal as a candidate for selection if it does not have effective and consistent metrics documenting the current state. Ensure that all proposals awarded also furnish metrics documenti

5、ng the improved state. To accurately use metrics to measure performance, there must be consistency in the types of metrics maintained in all projects in a program.
