2、aining or developed a RM plan (the Projects beginnings predated the Continuous Risk Management (CRM) initiative), it enlisted the services of a consulting organization. Thus, the Project deferred the majority of the RM planning to a consultant organization not intimately familiar with the Project. I

3、n turn, the consultant organization did not seek the technical expertise appropriate with the Projects mission and concentrated on the documenting the CRM process as opposed to its implementation and results. Consequently, the consultant organization developed and wrote an RM plan that was generic,

4、delivered late in the Project cycle, and consequently of little value. Lesson(s) Learned: While personnel outside the Project can play a significant role in the RM process, they should not be depended on exclusively or dominantly for RM planning since the result may be a generic plan of little value

5、. The Project must commit its internal resources to the RM plan and process as developers, implementers and champions in order to reduce risk.Recommendation(s): The Risk Management Plan (RMP) should be developed and continuously implemented by people dedicated to the project. Outside and independent

6、 experts should be used as reviewers and consultants to help identify risk, develop mitigation strategies and enhance the RM processes.
