2、ed, requires appropriate planning to ensure the Agencys investments (intellectual and real properties) and resources developed during the Projects run are preserved, communicated and returned for Agency benefit. Therefore, it is critical that a termination plan is developed and supported with adequa
3、te resources.Description of Driving Event: Due to economic reasons, the Project was no longer an investment the Agency wanted to make and was subsequently terminated prior to its completion. Therefore, the Project transitioned into a shutdown mode. However, the sudden and unplanned early termination
4、 did not leave the Project with adequate resources to accomplish a complete shutdown aimed at preserving the Agencys investment thus far (intellectual and real properties developed during the Projects run), and securing appropriate positions for its personnel. However, the Project Manger (PM) was ab
5、le to find appropriate positions for his personnel, primarily from person-to-person advocacy but was himself tied up in addressing contractual issues with the Projects contractor and unable to transition into a new activity more than a year and a half after the termination.Lesson(s) Learned: 1. Proj
6、ects should have a termination plan in place to ensure that the Agencys investment is maximized. This is critical in cases where termination is premature (cases where a Project is ended prior to running its entire planned life-cycle). In particular, the following should be considered and included in
