2、 of the Contractor Abstract: The incentives for private industry to develop one of a kind space vehicles does not encourage them to use their top resources. Description of Driving Event: Over the span of several decades, an individual involved in many space missions, including several X-vehicle proj

3、ects, has observed that private industry contractors often do not assign their top team to work on this type of NASA project. For industry, a space vehicle related contract is often a one of a kind project without the potential for repeat revenue. Also, as each of the contractors projects must compe

4、te for the companys limited resources the other parts of the contractors business that represent its major streams of income (such as commercial aviation or military contracts) will have priority over NASA projects. 5、st people on a project, they wont.2. Without competition, contractors rely more on their existing science and technology and tend to be less innovative. a.
