It is unlikely that JPL would have obtained this WISE project performance information through the informal channels that furnish most JPL lesson learned candidates. T

3、he resultant information on WISE project preparations for launch campaign contingencies will likely be informative to flight projects entering the mission phase that WISE was reviewing at the PLAR. Description of Driving Event: The NASA/Caltech Jet Propulsion Laboratory (JPL) has been successful in

4、meeting NASA requirements (Reference (1) for collecting lessons learned, including both mishaps and instructive successes. JPL has a Lessons Learned Committee (LLC) that has met weekly since 1984 to screen and prioritize lesson learned candidates and to assure that the draft lessons are factual and

5、the recommendations are implementable. Most of the lesson learned candidates are drawn from informal sources because significant project events are usually widely known at JPL. Other, more formal sources include mishap investigation board reports and anomaly reports. However, it is possible that a t

6、op-down review of significant incidents conducted by the managers of spaceflight projects would elicit additional valuable lessons learned. Although JPL does formally require (Reference (2) projects to report lesson learned candidates to the LLC, compliance has been spotty. Recently, JPL implemented

7、 a new practice to facilitate the identification of lesson learned candidates by spaceflight projects. The JPL Associate Director for Flight Projects and Mission Success has directed the JPL Lessons Learned Manager (JPL Office of the Chief Engineer) to contact JPL spaceflight project managers prior

8、to major project technical reviews and milestones to request a debrief of lessons that were learned during the prior mission phase. This action is to be taken only for scheduled spacecraft-level or mission-level technical reviews- not for reviews of component systems like the Ground Data System. The

9、 subject milestones include the: a71 System Requirements Review (SRR) a71 Preliminary Design Review (PDR) a71 Critical Design Review (CDR) a71 Post-Launch Assessment Review (PLAR) a71 End of primary missionThis practice was first implemented prior to the PLAR held in January 2010 for the Wide-field

10、Infrared Survey Explorer (WISE) mission. The request resulted in the preparation of a summary of lessons learned from the successful WISE launch campaign (Reference (3); a key lesson learned was the need for early and careful planning to assure safe processing of a particularly hazardous cryogenic p

11、ayload. It is unlikely that this useful information on WISE project preparations for launch campaign contingencies would have come to light without this practice. The end result was a briefing delivered to the LLC and to other groups like the JPL Engineering Board; the LLC then prepared a lesson lea
