2、tion to minimize cost overruns, it must be fully integrated with the project management systems that supply up-to-date budget, schedule, and cost data. EVM pilot exercises performed on two NASA projects were constrained by the inability to adequately “feed” the automated EVM analysis tool with the d

3、ata needed to generate EVM products. The financial and scheduling systems for managing the NASA project and providing configuration control must be sufficiently mature to support the integration of an EVM process into the project. Description of Driving Event: Although NASA projects with funding of

4、over $20 million are required to use Earned Value Management (EVM) techniques to measure and assess project performance (Reference (1), EVM systems and processes are not well established throughout NASA. The NASA EVM Capability Project was established by the NASA Office of Chief Engineer (OCE) to de

5、velop and pilot an agency-wide, in-house, EVM capability that will meet NASAs project management requirements and ensure compliance with the federal Office of Management and Budget (OMB) mandates. The NASA Program Management Council (PMC) approved the NASA EVM Capability Project on December 16, 2009

6、. There are three primary objectives of the EVM project: 1. Establish a NASA EVM process, along with the supporting documentation, that can be used as a model for all NASA projects that must implement EVM. 2. Demonstrate the NASA-wide EVM capability process on two projects (1) the Extravehicular Act

7、ivity (EVA) Systems Project and (2) the Ice, Clouds, and Land Elevation Satellite II (ICESat-2) Project. The purpose of these two EVM pilot exercises is to test and modify the process as needed to ensure the most effective implementation of a NASA-wide EVM capability. Sponsored by the Exploration Sy

8、stems Mission Directorate (ESMD) and managed by NASA Johnson Space Center, the EVA Systems Project seeks to protect humans while operating outside the pressurized spacecraft environment and while exploring other planetary bodies. Sponsored by the Science Mission Directorate (SMD) and managed by NASA

9、 Goddard Space Flight Center, ICESat-2 is the second generation of the orbiting laser altimeter ICESat scheduled for launch in early 2016. 3. Enhance NASA management insight into project performance by employing an effective EVM capability. For EVM to detect variances between the work planned and th

10、e work performed, data inputs from the target project are required. Primary EVM data elements include, for example, the Budgeted Cost for Work Scheduled (i.e., the projected cost or labor hours for the scheduled work to be performed) and the Budgeted Cost for Work Performed (i.e., the actual cost or

11、 labor hours for the actual work performed). Such primary data elements are then used to calculate derived data elements, such as Budget At Completion (i.e., the total cost of the project). However, the value assigned to each data element is associated with a particular date, and the value will chan

12、ge as the project progresses. Due to this continual change, it is essential to establish and maintain an interface between the automated EVM analysis tool1 and the projects management system(s). Without this linkage, and appropriate configuration control, there is no assurance that EVM products will

13、 provide accurate and reliable information. The conduct of the pilot exercises was constrained by the inability to adequately “feed” the automated EVM analysis tool with the data needed to generate EVM products (Reference (2). It was not feasible to establish and maintain interfaces with the project

14、s management systems that generate budget, schedule, and cost data because these systems were either not fully established by the project, or they lacked configuration control. Prior to implementing EVM on a target project, the proposed project management system should be evaluated to ensure that (1) acceptable interfaces can be established between the EVM tool and the various project planning/reporting tools and (2) that the data elements required by the EVM proc

18、ess are defined and under configuration control. Recommendation(s): 1. NASA should establish a comprehensive, NASA-wide, EVM system, including a system architecture, system configuration, interface specifications, configuration control requirements, and maintenance approach. 2. Before commencing an

19、EVM implementation that employs NASA Center-unique or project-unique systems or tools, the EVM implementation team should consider evaluating the Center or project system to determine whether the: o Center/project management systems and tools provide the required data elements to support the automat

20、ed EVM analysis tool. o Global fields in the Center/project scheduling tools have been established and defined. o Schedule fields will provide the data elements required to support cost/schedule integration and calculate schedule performance. o System interfaces with the automated EVM analysis tool

21、are documented and under configuration control. Evidence of Recurrence Control Effectiveness: The JPL-led pilot study was performed on a set of NASA Center-managed projects. The NASA Centers will be documenting and refining their EVM processes to preclude EVM process defects like those revealed by t

22、he pilot study.
