10、y of and the rights to the use of water and power for the construction of the works. DESIGN CONSIDERATIONS DENSITY SPECIFICATIONS AND TESTS (Subclause 7.1). The Proctor test is more appropriat-e for earth dams than are the dry AASHTO tests, as earth dams are required to be stable under saturated con
