8、after the Beading of a clause istare the number(s) of the relevant clause(s) of SABS 1200 NB. PRE-TENDER ACTION INVESTIGATIONS Existing Services. When surveying the area to be occupied by a new siding, determine details of all services such as sewers, stormwater drains, electric cables, and overhead

9、 lines, that lie across the right-of-way of the proposed siding or that are in the close vicinity. Where such services are involved, before completing the design (see Clause 2) a) consult the local authority concerned in regard to possible strengthening, relocation, protection etc., of service lines

10、, and b) consider and deal with potential electrolysis problems. Trial Setting Out. Where curvature and minimum clearances are involved, it is essential that the proposed siding be set out on site before any contract is let in order to ensure that any errors and omissions in the drawing up of the pl

11、an are brought to light. ADMINISTRATION 1) Preliminary. Obtain a copy of and study the SARs private sidings publication . NOTE: The requirements of SABS 1200 NB have been framed, in general, in the light of the contents of the SARIS private sidings publicationl), which is readily available to any me

12、mber of the public, and with a minimum reference to a) the SARs Permanent way instructions2) (because that document is available only to SAR personnel); b) SAR Specification E Id) (as it is applicable and available only to contractors doing work for the SAR on open lines) ; ,.) SAR Specification E 7

13、4) (as it is issued by the SAR primarily for works that are constructed for the SAR over or under the SAR s right-of-way) . Right-of-Way. After the matters set out in Clause 2 have been considered and the location of the siding has been selected, provide whatever assistance is needed by the employer

14、 to acquire the rights to the land on which the siding is to be constructed. Ensure that the establishment of any necessary right-of-way with the owners of the ground has been finalized before the siding plan is submitted to the SAR. Drawings General. Prepare drawings for submission to the SAR for a

15、pproval in the manner specified in Section 2 Part B of the SARs private sidings publicationl). Locality sketch. Include on the drawings referred to in 1.2.3.1 a small locality sketch indicating the station yard or exchange yard from which the siding is to be served. Prints to be submitted. Ensure th

16、at prints in the following quantities are submitted to the System Manager, SAR, for consideration: a) Three prints of each drawing in the cases of drawings covering I) a private siding of length less than 1 km in an approved industrial layout; 2) alterations to a siding on which flammable liquids, e

17、xplosives, radio-active materials, or other dangerous commodities are not handled; and 3) extensions to a siding of final length less than I km. b) Six prints of each drawing in the casesof drawings covering I) a new industrial layout; 2) the construction of a siding on which dangerous commodities s

18、uch as flammable liquids, explosives, and radio-active materials are handled; 3) alterations to a siding on which dangerous commodities are handled; 4) any siding of length more than 1 km; 5) any siding not in ern approved industrial area; and 6) extensions to any feeder line in an industrial area.

19、NOTE : a) The System Manager, SAR, will submit the proposals to the General Manager for final approval. b) The following drawings are normally referred to the Chief Civil Engineer by the General Manager: l) New industrial feeder lines and extensions to such lines. 2) Sidings on which dangerous comoi

20、adities such as the following are handled: i) Flamable liquids; ii) explosives; iii) radio-active materials. 3) Sidings more than 1 km long. I) Provision and construction of private sidings, published by the office of the Chief Civil Engineer, SAK, Johannesburg. 2) Permanent way instructions, publis

22、 If the proposals do not conform to the teclinical standards laid down by the SAR, set out in the application for the proposed siding the reasons why the standards cannot be observed. Submission of Applications for Approval. When submitting an application to the SAR for approval of a proposed privat

23、e siding or proposed alterations or extensions of a private siding, ensure tiat the written application, together with the relevant plan, is accompanied by a statement giving Jetails of the volume arid nature of traffic that is expected to be handled in a day, week, or month on the siding. Ensure th

24、at t.he agreement plan indicates the ownership of the take-off turnout and states wno is responsible for maintenance of the private siding. Source of Supply of Permanent Way Materials General. Prom time to time it is possible to purchase second-hand permanent way materials from the SAK -P and, when

25、such materials are available, it may be advantageous for the employer to arrange to purchase some of his requirements from this source. He will require guidance from the engineer in this matter. Take-off tunlout (Subclauses 1.1, 5.2.6.1, and 8.3.2(d). !Where a private siding turnout takes ol:f from

26、a track owned by the SAR, i.e. from an SAR loop, as is normally the case, the take-off set of points and crossings for the siding is supplied and installed by the SAX and leased to the private siding owner, the maintenance being undertaken by the SAR. Occupation (See also Subclause 3.1.3 of Section

27、NB of Part 5). Where the installation of a take-off - turnout or other work necessitates the taking of temporary occupation of a siding belonging to others (whether the owner be the SAR or a Local Authority or a private company), make preliminary arrangements during the pre-tender period to obtain t

28、he necessary permission and to agree on details of the construction procedure and timetable with the owner of the siding into which the take-off is to be inserted. Such arrangements should provide for the contractor to give the owner reasonable notice of the date(s) on which the work is to be carrie

29、d out and to fix mutually acceptable times and duration of the occupatiton. Ensure that the relevant project specification clause sets out details of the construction procedure (including, in the case of work on SAR property, tlie SAKs requirements) and also gives a clear statement as to the hours o

30、f the day, days of the week, and duration of the permissible occupation. These details will, of course, affect tlic cost of the work. Arrangements to Initiate Construction - After designs, drawings, and the preparation of all other documenation required for the invitations to tender have been comple

31、ted, and the invitations have been issued, deal with the site inspection, as more fully set out in Clause 6 of Section 0,and adjudicate and report on tenders received. Do not invite tenders for construction of the siding and do not commence any construction work until formal approval has been receiv

32、ed from tlie SAR. Selection of Specification. SABS 1200 NB covers all the requirements for the construction of ttackwork for a railway private siding regardless of length, i.e. whether the length is less than or more than I km. It does not cover the laying, ballasting, renewing, and general maintena

33、nce of railway tra-ks by or for the SAH in terms of their Specification E 103). For the construction of crane tracks and similar works SAW 1200 NB may be considered to cmtain too many irrelevant requirements. If so, compile a particular specification or include in Portion 2 of the project specificat

34、ion a PSP clause based on the relevant requirements of SABS 1200 NB. Conditions of Tender Special conditions of tender and detail sheet. In addition to the nornal requirements (see Subclause - C-l(b) of Annexure C of Part I of the code) include in the Special Conditions of Tender a requirement that

35、the tenderer is to submit evidence that he and his field staff are familiar with the PWIs handbook and the requirements of the SAR Specifications E 103) and E 74) and have had experience in the carrying out of construction work in accordance with those requirements. Bind into the tender document a s

36、uitable detail sheet covering a “Statement of Experience“ for completion by the tenderer. Optional special condition of tender. Where the engineer is willing to consider an offer by the contractor to supply rails other than those specified, include in the Special Conditions cf Tender a clause such a

37、s the following: Where rails other than those s ecified are offered. Should the Tenderer wish to offcr rails other - than t-he schedule for supply of the rails specified and, at the time of tendering, furnish the following information in regard to his prcsposed alternative: Length in metres, manufac

38、turers name, country of origin, year af manufacture, special markings, source of supply, and saving, in cost to the Employer. 3) See p. 1. 4) Seep. 1. 39、ed, include in the Special Conditions of Tender a clause such as the following: Preservative treatment of wood sleepers. Tenders shall be accompanied by details of the type of wood sleepers offered and also of the chemicals and the method of application used to protect tlie sleepers from borers. Pro

40、vision of Rails The cost of the rails is the major cost item in the construction of most sidings. Many specialist trackworlt contractors have access to supplies of second-hand rails and, unless arrangements have been made to obtain rails (and other permanent way materials) from the SAR (see 1.2.5).

41、it may be more economical so to frame the contract document as to cover the supply of all materials as well as the construction. Specify whether new or second-hand Class B rails are to be supplied and schedule the mass per meter of the rails (see 2.5). Workmanship. Although the construction of earth

42、works, culverts, etc may be completed satisfactorily by means of departmental labour and by contractors who have not had trackwork experience, it is preferable that this portion of the work be carried out by a specialist trackwork contractor who will ensure co-ordination of the parts of the program,

43、 and take full responsibility for the workmanship, the correctness of the earthworks, culverts, etc., and the accuracy of the finished trackwork and of clearances at structures. Project Specification, Drawings, and Schedule. In addition to including fn the project specification requirements referred

44、 to in 1.2.6, 1.3.2, 1.3.3, and 2.6, ensure that the information referred to in 2.3, 2.4, and 2.5 is covered by suitable project specification clauses or that the necessary data are given on drawings or included in the schedule. SAR Standard Drawings. Certain SAR standard drawings have been incorpor

45、ated in SABS 1200 NB since the specification is intended to form a part of a contract document covering a contract between the contractor and the employer. Such a document is restricted to the requirements of the employer and instructions to the contractor and there must be no ambiguity about the re

46、sponsibilities of each party. On the other hand the agreement between the owner of the siding (the employer) and the SAR is based in part on conditions and requirements set out in the SARs private sidings publication from which the abovementioned drawings have been taken. The SAR accepts no responsi

47、bility for the activities of the contractor. The SARs publication includes administrative and design guidance to the owner and these matters do not concern the contractor. NOTE: The SAR has no objection to the use of their drawings in SABS 1200 NB and this part of the code. However, amendments to th

48、e drawings are made from time to time and the engineer should check and, if necessary, amend the drawings in this part of the code before any of them are used in a contract document. Amendments to the structure gauges given on Drawings NB-2 and NB-3 of SARS 1200 NB are unl.ikely to be made. DESIGN O

49、F THE SIDING GENERAL Design the siding in accordance with the requirements of the private sidings regulations as set out in Chapter XIV of the General Railway eulat ions5) and tlie SARs private sidings pub lica tionl) . The design of private sidings requires a knowledge of the SARs technical and other requirements and only persons with the necessary knowledge and experience should undertake such design work. The SAR deals only with the employer or his accredited engineer; the engineer must therefore ensure compliance with the regulations referred to in 2.1.1 and the
