9、ng and selling of all hair care products. It also specifies the safety and efficacy of these products. 2 Normative references The following referenced documents are indispensable for the application of this document. CTFA Cosmetic Compendium. 3 Definitions and abbreviations For the purposes of this document, the following definitions and abbreviations apply. 3.1 Definitions 3.1.1 absorbed absorption of cosmetic ingredient(s) into the cuticle, c

12、ortex or the root of the hair 3.1.2 anti-dandruff cosmetic product whose function is to cleanse the hair or scalp (or both) and to help alleviate dandruff with regular use SANS 10393:2008 Edition 1 43.1.3 bleach lightening or oxidizing substance that reacts with the colour pigments in the cortex of

26、Council 4 Requirements 4.1 General 4.1.1 All hair care products shall comply with the requirements in section 11 of the CTFA Cosmetic Compendium, the ASA code of advertising practice, SANS 98, SANS 1937, and the current relevant national legislation (see foreword). 4.1.2 The products shall be manufa

27、ctured in accordance with the GMP requirements specified in the CTFA Cosmetic Compendium. 4.1.3 The instructions for use shall be unambiguous, indelible, legible and visible. 4.1.4 All claims shall be scientifically substantiated. 4.2 Advertising 4.2.1 All hair care products that make medicinal clai

28、ms such as the following shall be registered with the MCC: a) Restores hair growth. b) Prevents hair loss, baldness, or thinning of hair, which occurs as a result of a medical condition. c) Cures dandruff. d) Prevents a specific condition of the hair or scalp that is a symptom of disease. 4.2.2 An a

29、dvertisement shall not claim or imply that a hair care product can cure or permanently prevent a specific condition of the hair or scalp that is a symptom of disease. The advertisement shall state that the condition can be alleviated by regular use of the product. SANS 10393:2008 Edition 1 74.2.3 Me

30、dical terms shall not be used to describe a specific hair condition or condition of the scalp. An advertisement for a hair care product shall use words that are familiar to the consumer, such as: a) “excess oil” instead of “seborrhoea”; b) “dandruff” instead of “pityriasis”; and c) “hair loss” inste

31、ad of “alopaecia”. 4.2.4 An advertisement shall not claim or imply the following, unless it can be scientifically substantiated that: a) the hair roots can be fed or nourished; b) the hair can be strengthened or repaired; c) a specific ingredient can be absorbed into the hair; d) a product that cont

32、ains a specific ingredient has an effect on the hair or scalp; e) a product has multiple functions, e.g. a 2-in-1 shampoo; or f) an anti-dandruff product alleviates dandruff with regular use. 4.2.5 A product that thickens or adds volume to fine hair may be advertised. However, the advertisement shal

33、l state that the increase in volume, or the thickening of the hair, is superficial and not permanent. 4.2.6 A product that is used to mend split ends shall state that the process is not permanent. 4.2.7 A product that alleviates dandruff shall not claim or imply that the condition can be prevented p

34、ermanently, but shall state that effective control is dependant on regular use. Such advertisement shall not imply or exaggerate its claim of the effectiveness of the product. 5 Labelling requirements 5.1 General 5.1.1 All hair care products shall comply with the labelling requirements specified in

35、SANS 98, SANS 1937, and section 11 of the CTFA Cosmetic Compendium. 5.1.2 The labelling of hair care products shall be in at least one of the official languages (preferably English). 5.2 Labelling 5.2.1 Shampoos, conditioners and treatments The instructions for use shall be stated on the label. 5.2.

36、2 Styling aids 5.2.2.1 The instructions for use and application of the product shall be stated on the label. SANS 10393:2008 Edition 1 85.2.2.2 A styling aid that has been formulated in a flammable vehicle, e.g. denatured alcohol, shall be labelled “flammable”, “extremely flammable” or “combustible”

37、. The words may be replaced by the appropriate symbol for “flammable” as shown in figure 1. Figure 1 Symbol for “flammable” 5.2.3 Hair colour modifiers (temporary colour, semi-permanent colour and permanent colour) 5.2.3.1 Warnings of the incompatibility of the ingredients with other chemicals that

38、have already been used on the hair shall be stated on the packaging. 5.2.3.2 The following information shall be stated on the packaging: a) the instructions for use and application of the product onto the hair; b) the development time; c) the instructions for the skin sensitivity test; d) the instru

39、ctions for the strand test; and e) the instructions for the removal of the product from the hair. 5.2.3.3 Warning statements shall be indicated on the primary container, secondary container or the leaflet included in the packaging. The following warning statements shall be listed and shall be preced

40、ed by the words “Warning statements” in bold letters: a) follow the instructions; b) avoid contact with eyes; c) if the product comes into contact with the eyes, rinse immediately with water and seek medical advice if the irritation persists; d) if skin irritation occurs, seek medical advice if the

41、irritation persists; e) keep out of reach of children; f) for external use only; g) if swallowed accidentally, seek medical assistance; and SANS 10393:2008 Edition 1 9h) CAUTION: This product contains ingredients that can cause skin irritation in certain individuals. A preliminary skin sensitivity t

42、est shall first be made in accordance with the accompanying instructions. Do not use on eyelashes or eyebrows to do so can cause blindness. 5.2.3.4 The following instructions for use shall be stated on the label: a) Do not use if there are signs of cuts, abrasions, sores or any skin disorder on the

43、scalp. b) Do not use if there has been an allergic reaction to a similar product. c) Care shall be taken when the hair has been bleached, coloured, permanently waved or chemically straightened. d) Do not use if hair is brittle and breaks easily. e) Wear protective gloves during application (if appli

44、cable). 5.2.3.5 Claims for the durability of the product shall be substantiated. 5.2.4 Artificial colour preservers Claims that an artificial colour preserver enhances and preserves the colour for temporary, semi-permanent and permanently coloured hair shall be substantiated. 5.2.5 Colour removers a

45、nd bleaches 5.2.5.1 The specific active chemical found in the colour remover or bleach shall be stated on the label. The following words shall be used: “This product contains (name of chemical e.g. hydrogen peroxide)”. 5.2.5.2 Warning statements shall be indicated on the primary container, secondary

46、 container or the leaflet included in the packaging. The following warning statements shall be listed and shall be preceded by the words “Warning statements” in bold letters: a) follow the instructions; b) avoid contact with eyes; c) if the product comes into contact with the eyes, rinse immediately

47、 with water and seek medical advice if the irritation persists; d) if skin irritation occurs, seek medical advice if the irritation persists; e) keep out of reach of children; f) for external use only; g) if swallowed accidentally, seek medical assistance; and h) CAUTION: Do not use to bleach eyelas

48、hes or eyebrows to do so can cause blindness. 5.2.5.3 The following instructions for use shall be stated on the label: a) Do not use if there are signs of cuts, abrasions, sores or any skin disorder on the scalp. b) Do not use if there has been an allergic reaction to a similar product. 49、008 Edition 1 10 c) Do not use if hair is brittle and breaks easily. d) Wear protective gloves during application. 5.2.6 Hair structure modifiers NOTE See annex A for information on the chemical processes of hair structure modifiers. 5.2.6.1 Relaxers 5.2.6.1.1 The specific active chemical found in the relaxer shall be stated on the label. The following words shall be used: “This product contains (name of chemical e.g. guanidine carbonate)”. 5.2.6.1.2 The following information shall be stated on the packaging: a) the instructions for use and application of the
