18、rological control.1.2 It gives requirements for metrological controls, including type approval of liquid fuel dispensersfor trade purposes.NOTE - The Trade Metrology Act, 1973 (Act 77 of 1973), regulates the use of liquid fuel dispensers for trade purposes.2 Normative referenceThe following standard

21、evices forflammable liquids.3 DefinitionsFor the purposes of this standard, the following definitions apply:3.1 disturbance: An influence quantity that has a value within the limits specified in this standard,but outside the rated operating conditions of the dispenser.3.2 electronic device: A device

22、 that has electronic subassemblies and that performs a specificfunction.NOTE - An electronic device is usually manufactured as a separate unit and is capable of being independently tested.3.3 electronic dispenser: A dispenser that is equipped with electronic devices.SABS 1650Ed. 1.123.4 gas separato

23、r: Apparatus that is used for continuously separating, and for removing bymeans of an appropriate device, any air or gases contained in the liquid.3.5 indications and errors3.5.1 analogue indication: An indication in which the scale marks are a sequence of alignedfigures that permit interpolation to

24、 a fraction of a scale interval.3.5.2 digital indication: An indication in which the scale marks appear in a discontinuousmanner and are composed of a set of aligned numbers that indicate the numerical value of thequantity measured.3.5.3 error (of indication): The difference between the result of me

25、asurement (the indicationof the instrument) and the calculated value (for example, the indicated volume of the standard).NOTE - An over-registration of the dispenser being tested will result in an under-delivery of the product being measured.3.5.4 maximum permissible tolerance: The maximum differenc

26、e, positive or negative,permitted between the indication of a dispenser and the corresponding true value, as determined byverification standard measures.3.6 indicator: The analogue or digital part of a measuring assembly that displays a volumemeasurement and that can also display the monetary value

27、per unit of volume and the resultantmonetary value of the transaction in units of currency.3.7 influence factor: An influence quantity that has a value within the specified rated operatingconditions of the dispenser.3.8 influence quantity: A quantity that is not the subject of the measurement but th

28、at influencesthe value of the measurand or the indicating of the dispenser.3.9 liquid fuel dispensers (dispensers)3.9.1 dispenser: A measuring assembly that comprises a pump, a meter and ancillary equipmentfor the measurement and delivery of liquids as approved during the type approval into the tank

29、s ofvehicles, boats or small aircraft or into other receptacles.3.9.2 high flow rate dispenser: A dispenser type approved to operate at flow rates exceeding100 L/min.3.9.3 standard flow rate dispenser: A dispenser type approved to operate at flow rates upto and including 100 L/min.NOTE - If several

30、meters intended for separate measuring operations operate in conjunction with common components,each meter is considered as forming, with the common components, a liquid fuel dispenser. If several meters are intendedfor a single measuring operation, the meters are considered as forming a single disp

31、enser.3.10 liquid meter (meter): A device that is designed and constructed to measure the volumeof liquid passed through it in a continuous stream.3.11 maximum flow rate: The maximum rate of flow at which the liquid fuel dispenser candeliver under normal conditions of use.SABS 1650Ed. 1.133.12 scale

32、 interval: A value that is the difference between:a) the values corresponding to two consecutive scale marks on an analogue indication; orb) two consecutive indicated values on a digital indication.3.13 totalizer: A non-resettable indication of the total volume of liquid passed through thedispenser,

33、 or the monetary value of such liquid.3.14 warm-up time: The time between the moment that power is applied to a dispenser and themoment at which the dispenser is not adversely affected by the warming-up of the electroniccomponents.3.15 zero-setting: The means used to set the indicator to zero.4 Requ

34、irements4.1 Principles4.1.1 Principles of the metrological requirementsThe metrological requirements of this standard shall apply to all dispensers, regardless of theirprinciples of measurement.4.1.2 Principles of the technical requirementsThe general technical requirements of this standard shall ap

35、ply to all types of dispensers, whethermechanical or electronic, and may be modified with additional requirements for dispensers that areused for specific applications or designed for a special technology. The requirements are intended tospecify the performance, not the design of a dispenser, so tha

36、t technical progress is not impeded.In particular, functions of electronic dispensers that are not covered by this standard should beconsidered to be allowed if they do not interfere with the metrological requirements.4.1.3 Application of requirementsThe requirements of this standard shall apply to

37、all devices that perform the relevant functions,whether the devices are incorporated in a dispenser or manufactured as separate units and combinedto form a dispenser.Examples are: pump;meter; andindicating device.However, peripheral devices, such as printers, that are not incorporated as an integral

38、 part of thedispenser will not form part of the type approval. In such cases, the data interface or communicationsport incorporated in the dispenser shall comply with the requirements of 4.5.3.4.2 Units of measurementThe only unit of volume in which the dispenser can measure shall be the litre (L).S

39、ABS 1650Ed. 1.144.3 Permissible tolerance on indication4.3.1 Basic rules concerning the application of tolerances4.3.1.1 Influence factorsErrors shall be determined under normal test conditions. When the effect of one factor is beingevaluated, all other factors shall be kept relatively constant, at

40、a value close to normal. 4.3.1.2 Permissible differences between resultsRegardless of whether or not the delivery is started from zero, the error of any single measurementresult shall in itself not exceed the maximum permissible tolerance for the given volume.4.3.1.3 Dispensers with more than one in

41、dicating deviceFor any given indication, the difference between the indications of multiple-indicating devices shall notexceed one-quarter of the smallest scale interval of the first indicating element, but shall be zerobetween digital indicating or printing devices.4.3.2 Tolerance on indication dur

42、ing initial efficiency testWhen a dispenser is tested in accordance with 5.5, the error shall not exceed 0,25 %, irrespective ofthe volume delivered or the flow rate prescribed for the test.4.3.3 Tolerance on indication during final efficiency testWhen a dispenser is tested in accordance with 5.6, a

43、ny increase or decrease in the error of indicationfrom that recorded during the tests in 5.5 shall not exceed 0,25 %.4.4 Tolerances for tests that are supplementary to the efficiency tests4.4.1 Efficiency tolerance of gas separatorWhen the efficiency of the gas separator is determined by the introdu

44、ction of air or gas to the pumpinlet, the effect on the accuracy of the dispenser shall not exceed 100 mL, irrespective of the volumeof liquid delivered.NOTE - For technical requirements, see 4.5.4.3.4.4.2 Back drainage toleranceThere shall be no advancement in excess of 9 mL on the indicator when t

45、he dispenser is switched onafter having been switched off for at least 5 min and without any liquid having been drained from thenozzle.NOTE - For technical requirements, see 4.5.5.4.4.3 Nozzle burst toleranceWhen the nozzle is opened immediately after the dispenser has been switched off, the nozzle

46、burst(liquid discharged) shall not exceed:a) 30 mL in the case of dispensers fitted with nozzles of nominal bore not exceeding 25 mm; andSABS 1650Ed. 1.15b) 50 mL in the case of high flow rate dispensers fitted with nozzles of nominal bore exceeding 25 mm.NOTE - For technical requirements, see 4.5.8

47、.4.4.4 Pre-setting device toleranceWhen a pre-setting device used with a dispenser is tested for efficiency, there shall, in the case ofdigital indication, be no difference between the indicated quantity delivered and the pre-set values.In the case of analogue indication, any difference shall not ex

48、ceed one-quarter of the smallest scaleinterval of the first element of the quantity or price-to-pay indicator, whichever is applicable. NOTES1 For technical requirements, see 4.5.11.2 Only pre-setting devices that form an integral part of the dispenser will be evaluated during type approval.4.4.5 To

49、talizing counter toleranceTotalizing counters shall correspond with the sum of all volumes or price-to-pay values indicatedsuccessively by the indicator of the dispenser.NOTE - For technical requirements, see 4.5.2.4.4.4.6 Electromagnetic susceptibility tolerancesWhen an electronic dispenser is subjected to electromagnetic disturbances in accordance with 5.7.2,any difference between the volume (and, where fitted, monetary value) indications with and withoutthe disturbances shall not exceed the smallest scale intervals of the indicator. No other operationalfunction of the dispenser shall be a
