10、s systems including public cellular systems and Cellular4Auxiliary Personal Communications Systems (CAPCS). Their purpose is to ensure that a5mobile station can obtain service in any cellular system manufactured according to this6standard and any mobile supporting optional CAPCS service can obtain s
11、ervice on any7CAPCS system manufactured according to this standard. These requirements do not8address the quality or reliability of that service, nor do they cover equipment performance9or measurement procedures.10To ensure compatibility (see Note 1), it is essential that both radio-system parameter
12、s11and call-processing procedures be specified. The speech-filtering, modulation, and RF-12emission parameters commonly encountered in two-way radio systems have been13updated and expanded to reflect the unique radio plan that cellular systems are based14upon. The sequence of call processing steps t
13、hat the mobile stations and base stations15execute to establish calls has been specified along with the digital control messages and16analog signals that are exchanged between the two stations.17The base station is subject to fewer compatibility requirements than the mobile station.18Radiated power
14、levels, both desired and undesired, are fully specified for mobile stations to19control the RF interference that one mobile station can cause another. Base stations are20fixed in location and their interference is controlled by proper layout and operation of the21system that the station operates in.
15、 Detailed call-processing procedures are specified for22mobile stations to ensure a uniform response to all base stations. Base station call23procedures, like power levels, are not specified in detail because they are a part of the24overall design of the individual land system. This approach to writ
16、ing the compatibility25specification provides the land system designer with sufficient flexibility to respond to26local service needs and to account for local topography and propagation conditions.27The basic radio-system parameters and call-processing procedures embodied in the28compatibility speci
17、fication were originally derived from the Chicago and Baltimore-29Washington developmental cellular systems and include certain additions and30modifications gained by experience with the operation of commercial systems.31As commercial systems evolve there may be a need for additional capabilities pr
18、imarily in32the area of call-processing procedures and new system features. It is important that33evolutionary changes be readily accommodated. To that end, these technical34requirements have been organized into six general sections. Alterations to 2 and 3 can35affect fundamental public cellular mob
19、ile station - base station compatibility. All other36sections may be altered without affecting basic compatibility.37The following is a summary of each section:38TIA/EIA-691ii1. General. This section comprises a list of brief explanations of terms, processes,1and functions used in these requirements

Since it is the intention of these2requirements to permit great latitude of system configurations and the implementation of3system features, only those items required for compatibility have strict definitions. Other4items may be interpreted to fit the needs of manufacturers and system operators. F
21、or5example, control channels may be implemented with either combined paging/access6functions or as separate paging and access channels.72. Mobile Station Compatibility Requirements. This section comprises the8fundamental signaling compatibility requirements of mobile stations (MSs). If strictly9adhe
22、red to, a mobile station technically will be able to signal a base station. This section10assures communications only if service is not otherwise restricted by operational or RF11signal level constraints. For example, service may be denied for reasons of subscriber12credit or because the mobile stat
23、ion is out of the effective range of a base station. In13general, changes or alterations to this section will affect fundamental mobile station -14base station compatibility and the ability of mobile stations to signal base stations15irrespective of operational or RF signal level conditions.163. Bas
24、e station Compatibility Requirements. This section comprises the17fundamental signaling compatibility requirements of base stations (BSs) and is organized18in a manner similar to 2. (In fact, 2 and 3 should be read together for a clearer19understanding of the bi-directional signaling protocol.) If s

This section traces all changes to these technical requirements30beginning with the initial release of this standard. A brief description of each cha

Compatibility, as used in connection with these standards, is understood to mean:3Any mobile is able to place and receive calls in any cellular system. Conversely all4systems are able to place and receive ca
29、lls for any mobile station. In a5subscribers home system, all call placement shall be automatic. It is preferable6that call placement be automatic when a mobile station is in roam status.71a. Compatibility in CAPCS, as used in connection with these standards, is8understood to mean: Any mobile statio
30、n supporting the optional CAPCS capability9is able to place and receive calls in any CAPCS system if so authorized.10Conversely, all systems are able to place and receive calls for any mobile station if11so 2. The term “mobile station“ is defined as one “. intended to be used while12in motion or dur
31、ing halts at unspecified points.“ It is assumed that mobile stations13include portable units (e.g., hand-held personal units) as well as units installed in14vehicles.153. This compatibility specification is based upon the specific US spectrum allocation16for cellular systems.174. Technical details a
32、re included for the operation of two systems in a geographic18area, System A and System B, each with a separate set of control channels.195. ANSI TIA/EIA 690, Recommended Minimum Standards for 800 MHz Cellular20Subscriber Units, and ANSI TIA/EIA 712, Recommended Minimum Standards for21800 MHz Cellul
33、ar Base Stations provide specifications and measurement methods22for cellular equipment. EIA IS-90 and EIA IS-89, respectively, provide the23equivalent for narrow analog equipment.245a. TIA/EIA-690, as amended per Annex C of this document, defines the25recommended minimum performance standards for C
34、APCS mobile stations.26ANSI/TIA/EIA-712, as amended per Annex D of this document, defines the27recommended minimum performance standards for CAPCS base stations.286. Each cellular system is identified by a unique 15-bit digital code, the SID code (see292.3.8). The Federal Communications Commission a
35、ssigns SID codes when30cellular system construction permits are issued.316a. Each auxiliary cellular system is identified by a unique 15-bit digital code, the32ASID (see 2.3.8). Each cellular carrier will maintain and coordinate the CAPCS33ASID codes for systems in its licensed coverage area.347. Ea
36、ch mobile station is assigned a unique 32-bit binary serial number that cannot35be changed by the subscriber without rendering the mobile station inoperative36(see 2.3.2).37TIA/EIA-691iv8. In the message formats used between the mobile stations and base stations, some1bits are marked as reserved (RS
37、VD). Some or all of these reserved bits may be2used in the future for additional messages. Therefore, all mobile stations and3base stations shall set all bits that they are programmed to treat as reserved bits4to 0 (zero) in all messages that they transmit. All mobile stations and base5stations shal
38、l ignore the state of all bits that they are programmed to treat as6reserved bits in all messages that they receive.7In the specific case of overhead messages on the Forward Control Channel, if8the mobile station receives a BCH-code-correct but unrecognizable overhead9message (including Global Actio
39、n Message types), the mobile station shall count10that message as part of the train for NAWC-counting purposes, but shall not attempt11to execute the message. All other messages and fields of an overhead message12train that carries a message type herein indicated as Reserved shall be decoded13and us
40、ed as appropriate.14Implementers of mobile stations are cautioned that many other functions and15features are deployed on the FOCC than those described in this standard. These16functions frequently employ bits indicated herein as Reserved. Reference may be17made to the current version of TSB-70 for
41、details.189. All sections marked with a superscript are optional. Sections marked with a19superscript “A“ provide for the optional narrow analog mode of operation. Sections20marked with a superscript “C“ provide for the optional cellular auxiliary personal21communications system (CAPCS) mode of oper
42、ation. Sections not mark with a22superscript may contain optional functionality.2310. RF Emissions. Minimum advisory standards of ANSI and the processing guidelines24of the FCC are contained in ANSI C95.1-1991 Advisory Standards and FCC Rules25and Regulations, respectively.2611. For the optional ext
43、ended protocol feature, and assignment of message type codes27(MST words), see TIA Telecommunications Systems Bulletin (TSB) 39.2812. It is required that autonomous registration be supported by all mobile stations29conforming to this standard.3013. The allocation of SID numbers is under review by TI
44、A TR-45 for potential revision31to accommodate international requirements. Utilization of SID numbers shall be32coordinated.3314. The Full Authentication processes (AUTH = 1) incorporated in this standard are34identical with those of EIA/TIA/IS-54-B and TIA/EIA -95. The following timer35changes have
45、 been made: The mobile station timer has been reduced to prevent36fraudulent mobile stations from determining the authentication signature as well37as to minimize the time that the mobile station is in a state where no actions can38occur (handoff, etc.). The base station timer has been increased to
46、allow for39network delays that may be encountered when a remote Authentication Center is40used.41TIA/EIA-691v15. Forward control channel mobile station control messages of greater than five words1in length have been shown to yield compatibility problems in some mobile2stations. Implementers of syste
47、ms are advised that the functions performed by3these optional messages may be achieved on assigned voice channels without4causing compatibility issues. Mobile station manufacturers are advised that the5length of forward control channel messages defined in future standards may be6different from that
48、defined in this standard.716. Those wishing to deploy systems compliant with this standard should also take8notice of the requirement to be compliant with FCC part 22, and the referenced9version of FCC Office of Engineering and Technology Bulletin 53.1017. The users attention is called to the possib
49、ility that compliance with this (interim)11standard may require use of one or more inventions covered by patent rights. By12publication of this standard, no position is taken with respect to the validity of13those claims or of any patent rights in connection therewith. The patent holders14so far identified have, however, filed statements of willingness to grant licenses15under those rights on reasonable and nondiscriminatory terms and conditions to16applicants
