This document has been submitted to APCO/NASTD/FED by the Telecommunications Industry Association (TIA), as provided for in a Memorandum of Understanding (MOU) dated December 1993. That MOU provides that APCO/NASTD/FED wi

24、ll devise a Common System Standard for digital public safety communications (the Standard), and that TIA shall provide technical assistance in the development of documentation for the Standard. This document has been developed with inputs from the APCO/TIA Project 25 Interface Committee (APIC), the

25、APIC Compliance Assessment Process and Procedures Task Group, and TIA Industry members. This document is being published because it is felt that there is an urgent need for technical information on the emerging digital techniques for Land Mobile Radio Service. This document describes a subset of tes

26、ts appropriate for consideration by the P25 Compliance Assessment Program Governance Board for inclusion in the Compliance Assessment Program testing associated with Trunked Mode Fixed Station Transceiver Performance. As other documents associated with compliance assessment are developed, this docum

30、sion in the P25 Compliance Assessment Program testing of Trunked Mode Fixed Station Transceiver (and related infrastructure) Performance. The P25 Compliance Assessment Program intends to demonstrate that the equipment from different manufacturers will interoperate with respect to P25 defined feature

31、s, services and interfaces. The P25 Compliance Assessment Program uses a subset of published standard tests to “assess” compliance and is not intended to imply an exhaustive standard compliance verification. The full set of Trunked Mode Fixed Station Transceiver Measurement Methods and Performance R

32、ecommendations published by TIA for P25 may be found in references 1 and 2. This document does not substitute or override any of the tests in reference 1 or 2. This document identifies a subset of the full set of tests in references 1 and 2 appropriate for P25 Compliance Assessment performance testi

33、ng for a fixed station transceiver (and related infrastructure) operating in the Trunking mode. This document was drafted and reviewed within the APCO/TIA Project 25 Interface Committee (APIC), Compliance Assessment Process and Procedures Task Group (CAPPTG), and represents the consensus achieved wi

34、thin the CAPPTG once the comment review period was concluded. The draft was subsequently updated to reflect the CAPPTG agreements in preparation for publication. 1.1 Scope This Bulletin identifies the tests appropriate for consideration by the P25 Compliance Assessment Program Governance Board for C

35、ompliance Assessment testing in the area of Performance of a Trunked Mode Fixed Station and related Infrastructure. These tests were deemed appropriate by the industry and user members participating in the work of the Compliance Assessment Process and Procedures Task Group (CAPPTG). The CAPPTG inclu

36、des TIA members and representatives of Federal, State and Local Public Safety agencies and organizations. This group, being familiar with the relevant published standards, available P25 equipment and test equipment and the general intentions of the P25 Compliance Assessment Program, reviewed all tes

37、ts and performance recommendations described in references 1 and 2. The P25 Compliance Assessment Program confirms that the equipment of different manufacturers will interoperate with respect to the P25 defined features, services and interfaces. P25 Compliance Assessment testing of the Common Air In

38、terface is expected to eventually include; Performance Tests ensuring the Common Air Interface endpoints are legitimate P25 devices for Trunking mode operation, Conventional mode operation, or both. TSB-102.CBBH-A 3 Conformance Tests ensuring the Common Air Interface endpoints exchange the proper me

39、ssages under the proper circumstances for Trunking mode operation, Conventional mode operation, or both. Interoperability Tests ensuring that Common Air Interface endpoints from different manufacturers do functionally interoperate for Trunking mode operation, Conventional mode operation, or both. In

40、 determining the tests appropriate for P25 Compliance Assessment Program testing in this area, the group considered whether tests in references 1 and 2 were important for achieving interoperability between equipment of different manufacturers versus tests important for product design and/or certific

41、ation. In general, tests that were determined to be more oriented towards product design and/or certification were deemed unnecessary for inclusion in this list. The resulting list therefore represents tests that are most important for or most likely to impact interoperability between manufacturers
