41、 in order to initiate a mobile3station access attempt on the RACH. This primitive contains the following information:4 One or more layer 3 messages reflecting the total number of coincidental layer 35messages associated with an access attempt (see TIA/EIA-136-123). All such6layer 3 messages shall be

42、 concatenated at layer 2 using the number of layer 37messages (NL3M) field to indicate the total number of concatenated messages.8All concatenated layer 3 messages shall therefore be sent during the same access9attempt.10 A Layer 3 Length Indicator (L3LI) for each layer 3 message included within the

43、11RDCCH Request primitive. Each instance of L3LI identifies the length, in12octets, of its corresponding layer 3 message.13 A message encryption indicator applicable to all layer 3 messages that are14subject to message encryption and included within the RDCCH Request15primitive. Layer 3 messages inc

44、luded within the RDCCH Request primitive that16are not subject to message encryption are therefore not affected by the status of17the message encryption indicator (i.e., always sent without any message18encryption applied).19Upon layer 2 determination of an access success/failure condition (see Sect

45、ion 3.3), layer202 shall indicate the access success/failure status to layer 3.211.1.2 FDCCH Indication22The FDCCH Indication primitive is sent from layer 2 to layer 3 whenever a mobile station23correctly receives a layer 3 message that is either broadcasted or addressed to it on any of24the followi

46、ng FDCCH channels:25 F-BCCH26 E-BCCH27 S-BCCH28 SPACH.29TIA/EIA-136-122-B4 F-BCCH and E-BCCH1These channels provide no addressing at layer 2 and as such all received layer 22frames shall be accepted and processed by a mobile station while in the DCCH3Camping state (see TIA/EIA-136-123). When a compl

47、ete layer 3 message is4recovered from received frames, layer 2 sends a FDCCH Indication primitive to5layer 3 and includes the following information:6 A layer 3 message as defined in TIA/EIA-136-123.7 A L3LI providing the layer 3 message length in octets.8 A BCCH (F-BCCH/E-BCCH) message indication.9

48、S-BCCH10Layer 2 information carried by this channel provides no mobile station11addressing but does provide an S-BCCH subchannel identifier. As such, all12layer 2 frames received for S-BCCH sub-channels of interest shall be accepted13and processed by a mobile station while in the DCCH Camping state

49、(see14TIA/EIA-136-123). When a complete layer 3 message is recovered from15received frames, layer 2 sends a FDCCH Indication primitive to layer 3 and16includes the following information:17 A layer 3 message as defined in TIA/EIA-136-123 and TIA/EIA-136-630.18 The S-BCCH subchannel ID on which the layer 3 message was received.19 A L3LI providing the layer 3 message length in octets.20 An S-BCCH message indication.21 PCH22A mobile station listens to its assigned PCH Subchannel (see TIA/EIA-136-121)23while in the DCCH Camping, Registration Proceeding,
