Extended Revision Guideline1The Mobile Equipment Identity (MEID) replaces the Electron

28、ic Serial Number (ESN) as2the identifier for mobile equipment. As such, its incorporation into historical revisions of3TIA/EA-136 is necessary for practical purposes.4This additional normative information provides a mechanism to augment existing5revisions of TIA/EIA-136 with new signaling and proced

29、ural capabilities in a release6independent manner. This mechanism departs from the historical practice, in that new7capabilities are added without incrementing the Protocol Version (PV), see TIA/EIA-136-8123. This is accomplished by mapping an Extended Revision Guideline (ERG) to the9corresponding P

30、V, and incorporating appropriate signaling and procedural aspects within10the bounds of the ERG. These additions necessary to the various revisions of TIA/EIA-11136 are indicated by yellow highlighted text, which is in addition to the existing TIA/EIA-12136 text for the previous revisions.13TIA/EIA-

31、136-905-A32.1 Introduction1The Mobile Equipment Identifier (MEID) is used within TIA/EIA-136 and TIA/EIA-412wireless systems to replace the 32 bit Electronic Serial Number (ESN). The MEID format3and function is as follows:4! The MEID is a 56-bit identifier structure, which is assigned to the MS, tha

32、t is5harmonized and compatible among 3GPP, 3GPP2, and TIA TR45 systems to6enable global identification.7! Each MS is assigned a unique MEID.8! The MEID identifies the manufacturer of the MS.92.1.1 MEID Structure and Format10The MEID structure is hexadecimal encoded, and syntactically consistent with

33、11the IMEI structure. This structure does not utilize all of the fields in the exact12semantic manner as is currently utilized with the IMEI. The numbering space is13allocated in a manner that does not impact the current users of the decimally14encoded IMEI. The MEID structure is also consistent wit

For10example, in ERG-0, the MEID IE is incorporated in TIA/EIA-136-123, Section 6.78-A,11and the MEID Support IE is incorporated into Section 6.

44、78-B, so they reside between the12MAX_SUPPORTED_PFC and MEM Information Elements.132.1.4 MEID Incorporation Overview14One of the main goals in incorporating the MEID into TIA/EIA-136 is to minimize the15overall impact to the procedures and signaling. To accommodate this, the MEID itself is16only uti

45、lized during the Registration and Status updating procedures. In all other17instances, a 32 bit Pseudo ESN is utilized to maintain mechanical consistency with the18existing procedures.19This approach allows a system that supports MEID to acquire it upon initially20encountering a particular mobile st

46、ation, and utilize the MEID as necessary for network21operations, without impacting any other processes.
