12、Tables TABLE 1: PV - ERG MAPPING 3 TIA-943 11. Scope 1 The Mobile Equipment Identity (MEID) replaces the Electronic Serial Number (ESN) as 2 the identifier for mobile equipment. As such, its incorporation into historical revisions of 3 TIA/EA-136 is necessary for practical purposes. 4 This document

13、provides a mechanism to augment existing revisions of TIA/EIA-136 5 with new signaling and procedural capabilities in a release independent manner. This 6 mechanism departs from the historical practice, in that new capabilities are added without 7 incrementing the Protocol Version (PV), see TIA/EIA-

14、136-123. This is accomplished by 8 mapping an Extended Revision Guideline (ERG) to the corresponding PV, and 9 incorporating appropriate signaling and procedural aspects within the bounds of the 10 ERG. 11 TIA-943 22. Introduction 1 The Mobile Equipment Identifier (MEID) is used within TIA/EIA-136 a

15、nd TIA/EIA-41 2 wireless systems to replace the 32 bit Electronic Serial Number (ESN). The MEID 3 format and function is as follows: 4 null The MEID is a 56-bit identifier structure, which is assigned to the MS, is 5 expected to be compatible among 3GPP, 3GPP2, and TIA TR45 systems. 6 null Each MS i

16、s assigned a unique MEID 7 null The MEID identifies the manufacturer of the MS 8 null MEID Structure and Format 9 The MEID structure is hexadecimal encoded, and syntactically consistent with 10 the IMEI structure. This structure does not utilize all of the fields in the exact 11 semantic manner as i

17、s currently utilized with the IMEI. The numbering space is 12 allocated in a manner that does not impact the current users of the decimally 13 encoded IMEI. The MEID structure is also consistent with the existing ESN 14 allocation scheme using 24-bit Serial Numbers. 15 The MEID structure: 16 Manufac

19、t transmitted over the air 23 24 To incorporate the MEID into the various revisions of TIA/EIA-136, an association is 25 established between an existing Protocol Version (PV) and a new Extended Revision 26 Guideline (ERG). This association is accomplished via a one to one mapping, as depicted 27 in

21、ecific revision, messages are updated with new Information Elements, as 3 appropriate, to incorporate the signaling necessary for MEID. These new elements are 4 identified within these guidelines by their ERG-x label, instead of by a PVx label. Note 5 that all parameter type codes used for new IEs a

22、re consistent with a new value added to 6 the TIA/EIA-136-D revision of the protocol, and those values are consistently utilized to 7 let an ERG flow elegantly into a revision. 8 For example, the addition of a new optional IE, MEID, into the Serial Number Message 9 is depicted in ERG-0 and ERG-5 as

The difference 3 is that its use in ERG-5 is consistent with the additional optional IEs that were added in 4 PV1 and PV5; whereas in ERG-0, its use is consistent with the PV0 signaling. 5 In

26、TIA/EIA-136, the common practice is to list Information Elements in alphabetical 6 order. Since these Extended Revision Guidelines are creating new Information Elements 7 for existing revisions of TIA/EIA-136, they will be logically placed into alphabetical 8 order by adding a “-alpha” suffix to the

27、 section number of the preceding IE. For example, 9 in ERG-0, the MEID IE is incorporated in TIA/EIA-136-123, Section 6.78-A, and the 10 MEID Support IE is incorporated into Section 6.78-B, so they reside between the 11 MAX_SUPPORTED_PFC and MEM Information Elements. 12 2.1 MEID Incorporation Overvi

28、ew 13 One of the main goals in incorporating the MEID into TIA/EIA-136 is to minimize the 14 overall impact to the procedures and signaling. To accommodate this, the MEID itself is 15 only utilized during the Registration and Status updating procedures. In all other 16 instances, a 32 bit Pseudo ESN

29、 is utilized to maintain mechanical consistency with the 17 existing procedures. 18 This approach allows a system that supports MEID to acquire it upon initially 19 encountering a particular mobile station, and utilize the MEID as necessary for network 20 operations, without impacting any other proc

30、esses. A TIA/EIA-136 system advertises its 21 support for MEID by broadcasting a new IE in the Access Parameters message. 22 TIA-943 52.2 MEID Incorporation Synopsis 1 This section highlights the general actions necessary to incorporate MEID into TIA/EIA-2 136. The specific signaling and procedural

31、aspects for each revision are provided in 3 separate sections. 4 2.2.1 MEID Usage in TIA/EIA-136-000 or TIA/EIA-136-005 5 New sections are added to provide the formal MEID definition, and to provide the 6 mechanism through which an MEID is converted into a 32 bit Pseudo ESN. 7 2.2.2 MEID Usage in TI

32、A/EIA-136-123 8 A new optional IE, MEID Support, is added to the Access Parameters message. Use of 9 this is tied to the existing S parameter, which directs the mobile to include a Serial 10 Number message. 11 A new optional IE, MEID, is added to the Serial Number message. 12 2.2.3 MEID Usage in TIA

33、/EIA-136-133 13 A new optional IE is added to the Status Request and Status messages. A new IE field 14 description is added. 15 2.2.4 MEID Usage in All Other Parts 16 Although ESN is utilized in many parts of TIA/EIA-136, MEID is not used to replace 17 ESN for any use unless otherwise noted above.

34、The 32 bit Pseudo ESN, derived from the 18 MEID, is used for all other purposes, including all Analog Control or Voice Channel 19 transactions, generation of an Activation MIN, seeding CAVE, etc. 20 TIA-943 63. ERG-0 (TIA/EIA-136 Revision 0 PV0) 1 The following changes are incorporated into TIA/EIA-

35、136-0 as ERG-0. 2 3.1 TIA/EIA-136-000 3 The following additional text is inserted into TIA/EIA-136-000 as part of ERG-0. 4 5.2 Mobile ESN 5 The ESN value is used in the Authentication process (see TIA/EIA-136-123). The mobile station 6 sends its ESN to the BMI in a Serial Number message (see TIA/EIA

36、-136-123) at system access 7 when the value of the “S“ information element in the Access Parameters message (see TIA/EIA-8 136-123) is set to 1. The ESN is as defined in TIA/EIA-136-140. 9 5.2.1 ESN Replacement Generation 10 When a mobile station has a Mobile Equipment Identity (MEID) instead of an

37、ESN, a replacement 11 ESN, referred to as the Pseudo-ESN shall be generated in the following manner: 12 1. The upper 8 bits shall be set to 0x80. 13 2. The lower 24 bits shall be the 24 least significant bits of the SHA-1 digest of the 14 MEID. See National Institute of Standards and Technology, FIP

38、S 180-1, “Secure 15 Hash Standard,“ April 17, 1995, for the specification of the SHA-1 algorithm. 16 Example: if the 56-bit MEID is (hexadecimal) FF 00 00 01 12 34 56, the Pseudo-ESN is 17 (hexadecimal) 80 07 37 E1. 18 The generated Pseudo-ESN shall be used in all procedures and signaling within TIA

39、/EIA-136 that 19 specify use of the ESN. 20 5.3 Mobile Equipment Identity (MEID) 21 The MEID is used to identify mobile equipment. If a mobile station has an MEID, the mobile 22 station sends its MEID to the BMI: 23 On the RACH 24 In a Serial Number message (see TIA/EIA-136-123), concatenated with a

40、 Registration 25 message, when the value of the “S“ information element is set to 1, and the value of the 26 “MEID Support“ information element is set to 1 in the Access Parameters message 27 On the RDTC 28 in the Status Message (see TIA/EIA-136-133). 29 TIA-943 7The bit allocation of the MEID shall
