4、e needed because:Portable Land Mobile Radios (LMRs) are an essential life-safety tool for Public SafetyEmergency Responder Personnel, as defined by the local AHJTo facilitate emergency response,To notify emergency responders of the need to take action in an emergency, so that theobjectives can be me

5、t for:o Fire safety of occupantso Safety of occupants due to other hazards, ando Fire protection of the buildingMany buildings prevent the receipt or transmission of LMR messages based on constructionelements and/or building configurationEnhancement systems provide assurance that emergency messages

7、l Units for Fire Alarm Systems, this proposal applies to theequipment used to provide assurance that emergency messages from Public Safety EmergencyResponder Personnels (as defined by the local AHJ) portable land mobile radios can be transmittedand received into and out of a building. The proposal i

8、ntends to assess product capabilities to meetseparate site specific installation requirements such as coverage and delivered audio quality.The proposal includes requirements for products intended to be employed in accordance with thefollowing Model Building and Installation Codes:a) Standard for the

9、 Installation, Maintenance, and Use of Emergency Services CommunicationsSystems, NFPA 1221;b) National Electrical Code, NFPA 70;c) Fire Code, NFPA 1;d) Life Safety Code, NFPA 101;e) International Fire Code Section 510.The proposal addresses the following equipment related requirements:Safety (risk o

10、f fire and risk of shock) requirements construction and testingCompliance with specific equipment performance requirementsReliability performance requirements similar to other life safety systems such as fire alarmsystemsProduct marking and installation documentationLastly, the proposal includes app

11、licable country deviations between the United States and Canada.PROPOSAL1.1 These requirements cover products (e.g. repeater, transmitter, receiver, signal booster components,remote annunciators and operational consoles, power supply, and battery charging system components)used for in-building 2-way

12、 radio emergency radio communication enhancement systems installed in alocation to improve wireless communication at that location.1.2 In the United States - These requirements cover products to be employed in accordance with thefollowing Model Building and Installation Codes:a) Standard for the Ins

13、tallation, Maintenance, and Use of Emergency Services CommunicationsSystems, NFPA 1221;b) National Electrical Code, NFPA 70;c) National Fire Alarm Code, NFPA 72;d)c) Fire Code, NFPA 1;AUGUST 24, 2018SUBJECT 2524 -2-UL COPYRIGHTED MATERIAL NOT AUTHORIZED FOR FURTHER REPRODUCTION ORDISTRIBUTION WITHOU

14、T PERMISSION FROM ULe)d) Life Safety Code, NFPA 101;f)e) International Fire Code1.5 These requirements do not include determination of compliance with national regulations addressingelectromagnetic radiation and use of radio frequencies. Should products covered by these requirementsbe required to co

15、mply with national regulations, a report of verification from the manufacturer is requiredas evidence of such compliance. from the following:a) In the United States, Federal Communications Commission (FCC).b) In Canada, Industry Canada3.7 BATTERY CHARGER - A product intended to deliver sufficient cu

16、rrent to maintain storage batteriesin their fully-charged condition while the batteries are not connected to a load. The storage batteries areintended to provide a secondary source of operating power in response to failure of the primary source ofoperating power.3.8 CIRCUIT CLASSIFICATIONS:a) In the

17、 United States1) High-Voltage Circuit - A circuit involving a potential of not more than 600 V nominaland having characteristics in excess of those of a low-voltage circuit.2) Low-Voltage Circuit - A circuit involving a potential of not more than 30 V alternatingcurrent (AC) rms, 42.4 V direct curre

18、nt (DC) or peak.3) Power-Limited Circuit - A circuit wherein the power is limited as specified in Tables44.1 and 44.2.b) In Canada1) LOW-VOLTAGE CIRCUIT - A circuit involving a potential of not more than 300 Vnominal and having characteristics in excess of those of an extra-low-voltage circuit.2) EX

19、TRA-LOW VOLTAGE - Any voltage up to and including 30 V rms.3.8A DAQ (Delivered Audio Quality) - A measure of speech intelligibility of Land Mobile Radio.3.10 DISTINCTIVE SIGNALS - Signals obtained from different sounding appliances (such as bells, horns,sirens, and buzzers) or from a single applianc

20、e (such as an electronic horn) where a continuous signal isobtained under one condition and a pulsing signal under another.3.11 DONOR ANTENNA - Antennas used with in-building two2-way emergency radio enhancement radiosystems that provide the connection between the wide area communications system of

22、products, and loads.3.16 FIRE COMMAND CENTER - The principal attended or unattended location where the status of thedetection, alarm communications, and control systems is displayed and from which the system can bemanually controlled.3.23 OPERATOR INTERFACE - Providing controls for manually operatin

23、g the product/system orinterrogating the system for faults.3.23A PASSIVE RF COMPONENT - Any device that RF passes through that does not have an activeelectronic component that requires external power. This includes antennas, splitters, couplers, coaxialcable and connectors. Passive components cannot

24、 amplify RF signals.3.28 RESET - A control function that attempts to return a system or device to its normal non-alarm state.3.31 SOFTWARE - Programs, instructions, procedures, data, and the like that are executed by a centralprocessing unit of a product and which influences the functional performan

25、ce of that product. For thepurpose of this standard, software is one of two types:a) Executive Software - Control and supervisory program which manages the execution of allother programs and directly or indirectly causes the required functions of the product to beperformed.b) Site-Specific Software

26、- Program that is separate from, but controlled by, the executivesoftware which allows inputs, outputs, and system configuration to be selectively defined tomeet the needs of a specific installation.c) Device Specific Firmware - Firmware that is accessed via a connection and modified via agraphical

27、user interface.3.33 STORAGE BATTERY - Any battery which, by design or construction, is intended to be recharged.The storage battery is intended to provide a secondary source of operating power in response to failureof the primary source of operating power.3.40 WIRE-TO-WIRE FAULT - A wire-to-wire (sh

28、ort circuit) fault is determined to be a resistance of 0.1WOhm or less across the circuit.4.2 The following samples may be required to determine compliance:a) Samples representative of all manufactured components utilized in the system may berequired to determine compliance.b) Attenuators or equival

29、ent representative of maximum system configuration. See 29.2.4 and29.2.5AUGUST 24, 2018SUBJECT 2524 -4-UL COPYRIGHTED MATERIAL NOT AUTHORIZED FOR FURTHER REPRODUCTION ORDISTRIBUTION WITHOUT PERMISSION FROM UL5.5 Electrical equipment with nonmetallic enclosures and other non-metallic discrete objects

30、, intended tobe installed in air-handling spaces shall additionally comply with the requirements in:a) In the United States, The Standard for Fire Test for Heat and Visible Smoke Release forDiscrete Products and Their Accessories Installed in Air-Handling Spaces, UL 2043., orb) In Canada, Fire Test

31、for Heat and Visible Smoke Release for Discrete Products and TheirAccessories Installed in Air-Handling Spaces, CAN/ULC-142.6.1.3 Enclosures not described in 6.1.1. shall required to meet the requirements for Type 3R, 4, or 4Xenclosures in 6.1.1 shall additionallyor meet the requirements of 6.4 6.9.

32、6.2.1 An enclosure cover shall be hinged, sliding, pivoted or similarly attached to provide access to fusesor any other over current-protective device, the intended protective functioning of which requires renewalor resetting, or when it is necessary to open the cover in connection with the normal o

33、peration of the unit.Exception: In lieu of providing a hinged, sliding, or pivoted cover, supervision of the enclosure cover bymeans of a tamper feature is suitable when its operation results in either an audible and visual trouble orsupervisory alarm signal. This applies only when the cover provide

34、s access to overcurrent devices suchas fuses or circuit breakers or other indicators that are not used on a continuing basis.12.1.1 A product shall be provided with wiring terminals or leads for the connection of conductors of atleast the size required by the National Electrical Code, ANSI/NFPA 70,

35、in the United States, or theCanadian Electrical Code in Canada, corresponding to the rating of the circuit.12.6.2.1 A lead provided for field connection to a high-voltage circuit with voltages exceeding 30 V rmsor 42.4 V DC shall not be smaller than 18 AWG (0.82 mm2), and the insulation, when of rub

36、ber orthermoplastic, shall be minimum 0.30 in (0.76 mm) minimum average and 0.027 in (0.69 mm) minimumat any point.12.6.3.1 A lead provided for field connection to a low-voltage, power-limited circuit involving a potential ofnot more than 30 V alternating current (AC) rms, 42.4 V direct current (DC)

37、 shall be no smaller than 22AWG (0.32 mm2) and the insulation shall be a minimum of 1/64 in (0.4 mm) thick.Exception: Copper leads as small as 26 AWG (0.13 mm2) are permitted to be used only when:a) The current does not exceed 1 amp for lengths up to 2 ft (61 cm) or 0.4 amp for lengths upto 10 ft (3

38、.05 m);b) There are two or more conductors and they are covered by a common jacket or theequivalent;c) The assembled conductors comply with the strain-relief requirement specified in the Strain-Relief Test, Section 42; andd) The installation instructions indicate that the lead shall not be spliced t

39、o a conductor largerthan 18 AWG (0.82 mm2).13.3 Connectors and receptacles13.3.1 A receptacle or connector of the multiple-pin type shall be suitable for the current and voltage towhich it is to be subjected.AUGUST 24, 2018SUBJECT 2524 -5-UL COPYRIGHTED MATERIAL NOT AUTHORIZED FOR FURTHER REPRODUCTI

40、ON ORDISTRIBUTION WITHOUT PERMISSION FROM UL14.1 A fuseholder, overcurrent protective device (other than an automatic control without a marked offposition), the center contact of a screwshell-base lampholder, an interlock, and a manual on-off switchwith a marked off position shall be connected to th

41、e ungrounded side of the line when used in ahigh-voltage circuitcircuit with voltages exceeding 30 V rms or 42.4 V DC.19.1 An end-of-line device shall be constructed as follows:a) Where the circuit in which the end-of-line device is to be connected is intended forconnection by conduit or metal-clad

42、cable, the device shall be arranged for mounting inside of ametal box to which such connection can be made. Mounting on an outlet box cover withterminals or leads provided for field connection, or an equivalent arrangement, has beendetermined as complying with the intent of this requirement.b) Where

43、 the end-of-line device is intended to be installed inside a back-box, splice leads, orterminals suitable for making field connections, shall be provided. Splice leads shall have adiameter of not less than 18 AWG (0.82 mm2). The exposed live parts of the assembly, exceptfor the connection portion of

44、 the terminal, shall be covered with insulating tubing or theequivalent.c) Where the end-of-line device is intended to be installed inside a product, such as a firealarm control 2-way emergency radio enhancement unit or accessory:1) Splice leads or terminals suitable for making field connections sha

45、ll be provided.Splice leads shall have a diameter not less than 18 AWG. The exposed live parts of theassembly, except for the connection portion of the terminal, shall be covered withinsulating tubing or the equivalent; or2) It shall be provided with terminations compatible with the products provisi

46、ons forfield wiring connections. When installed per the manufacturers installation instructions,it shall be securely fastened with no means to open circuit, short to an adjacent circuitnode, or cause a risk of electric shock. To avoid damage to the body of the end-of-linedevice during installation,

47、the device shall be either supplied pre-formed or forminginstructions shall be included in the installation instructions.d) Where the circuit in which the end-of-line device is to be connected is intended forconnection by coaxial cable, the device shall be enclosed. The coaxial connections may beint

48、ernal or external on the enclosure. The enclosure shall be provided with a means formounting.20.1 A carbon composition resistor shall not be used as a line voltage-dropping resistor in theahigh-voltage supply circuit with voltages exceeding 30 V rms or 42.4 V DC of a product.21.1 Relays, transformer

49、s, and similar devices used in high-voltage circuits with voltages exceeding 30 Vrms or 42.4 V DC shall be evaluated and rated for the intended purpose, or comply with the applicablerequirements for the component (s. See Appendix A).AUGUST 24, 2018SUBJECT 2524 -6-UL COPYRIGHTED MATERIAL NOT AUTHORIZED FOR FURTHER REPRODUCTION ORDISTRIBUTION WITHOUT PERMISSION FROM UL22.4.1 Components such as capacitors and EMI filters, connected across the high-voltage supply circuitof a product with voltages exceeding 30 V rms or 42.4 V DC, shall be rated for the purpose and complywith the app
