14、onsumer Product Safety Commission (CPSC) published a Notice of Proposed Rulemaking for a “Safety Standard for Blade-Contact Injuries on Table Saws” (proposed 16 CFR Part 1245), which includes information related to reducing the risk of injury associated with blade-contact injuries on table saws. Thi

15、s Recommended Practice provides the details of a test procedure that can be used to repeatedly and reliably determine the depth of cut on the test probe. The source of these details is based upon a test procedure originally developed by UL LLC from which a later test procedure cited by CPSC staff in

16、 their January 17, 2017 brieng package was based. The Recommended Practice assumes a spinning saw blade and is not intended for determining depth of cut due to contact with a non-spinning saw blade. INTRODUCTION 1 Scope 1.1 This Recommended Practice provides a test procedure for determining the dept

Mitigation means not responsive to capacitive contact, non-contact mi

21、tigation means and non-spinning blade contact are not addressed. 3.2 The test procedure species the mechanical and electrical criteria necessary for repeatable and reliable means of blade contact and depth of cut measurement. PERFORMANCE 4 Table Saw Sample Preparation 4.1 A table saw test sample is

22、assembled per the manufacturers instructions with the exception of the blade guard system. The blade guard system is removed for all tests. 4.2 The manufacturers recommended saw blade(s) are used for all tests. 4.3 One table saw is used for all tests. However, a table saw test sample or part thereof

23、 may be replaced with a new sample or part if the original becomes unusable. 5 Laboratory Test Apparatus 5.1 The laboratory test apparatus consists of the following: a) Linear actuator 3 with a minimum travel distance of 500 mm and a travel speed up to 2 m/sec; b) Human body network (HBN) consisting

The linear travel distance is not specied except that it permits the test probe to fully contact the saw blade and doesnt inuence the

39、depth of cut measurement. 8 Test Procedure 8.1 The test procedure is as follows: a) Set the table saw blade to its maximum height and 0 degree bevel with respect to the work surface; b) Set the HBN variable capacitance (Cs) to 50 pF; c) Connect the table saw to an electrical supply providing the nom

40、inal nameplate voltage of the test sample and turn on the table saw, allowing any control or injury mitigation systems to initialize and ready the saw for cutting work pieces; d) Operate the saw blade via the appropriate table saw switch and allow the saw blade to attain its normal rotation speed; e

43、 be exercised in handling of the test probe and test probe assembly until it is clear that moving parts of the table saw have ceased their movement. 8.2 After performing the depth of cut measurement, repeat 7.1 with the HBN capacitance (Cs) set to 66 pF. Continue repeating 7.1, each time setting Cs

44、to the next capacitance value in the sequence cited in 7.4, concluding with the test where Cs is a short circuit. 9 Measurement of Depth of Cut 9.1 Depth of cut (D) is determined by measuring, via any convenient means, the external horizontal (X) and vertical (Y) cuts on the probe to the nearest 0.1
