9、assium bicarbonate type Size 1 nominal 18 pound (8.2 kg) and Size 2 nominal 27 pound (12.2 kg)portable fire extinguishers intended for U.S. Navy Shipboard Applications within the Naval Sea SystemsCommand and within all other Departments and Agencies of the Department of Defense. Theseextinguishers c

10、onsist of a shell, fill cap, external carbon-dioxide cartridge, external cartridge receiver,cartridge guard, gas tube, hose, shut-off nozzle, carrying handle, mounting bracket and nozzle holder.1.2 The requirements for performance during fire testing of dry chemical fire extinguishers as noted in 1.

11、1are specified in the Standard for Rating and Fire Testing of Fire Extinguishers, UL 711.1.3 A product that contains features, characteristics, components, materials, or systems new or differentfrom those covered by the requirements in this Outline of Investigation, and that involve a risk of fire,e

12、lectric shock, or injury to persons shall be evaluated using the appropriate additional component andend-product requirements as required to maintain the level of safety as originally anticipated by the intentof this Outline of Investigation. A product whose features, characteristics, components, ma

13、terials, orsystems conflict with specific requirements or provisions of this Outline of Investigation is not judged tocomply with this Outline of Investigation. Where appropriate, revision of requirements are proposed andadopted in conformance with the methods employed for development, revision, and

14、 implementation of thisOutline of Investigation.2 General2.1 When a value for measurement is followed by a value in other units in parentheses, the first statedvalue is the requirement.2.2 As used in these requirements, the term extinguisher refers to all extinguishers or any part thereofcovered by

15、these requirements, unless specifically noted otherwise.3 Components3.1 Except as indicated in 3.2, a component of a product covered by this Outline of Investigation shallcomply with the requirements for that component.3.2 A component is not required to comply with a specific requirement that:a) Inv

16、olves a feature or characteristic not needed in the application of the component in theproduct covered by this Outline of Investigation; orb) Is superseded by a requirement in this Outline of Investigation.3.3 A component shall be used in accordance with its recognized rating established for the int

Such component

18、s are intended for use only under limited conditions, such ascertain temperatures not exceeding specified limits and shall be used only under those specific conditionsfor which they have been recognized.CONSTRUCTION4 General Specifications4.1 Size 1 and 2 extinguishers covered by this Outline of Inv

22、ll be attached to the shell by a screw-thread joint.4.4 A gas tube shall be provided to distribute the expellant gas throughout the shell. The gas tube shallbe constructed so that no agent shall be able to enter the gas tube. The gas tube shall be securelyattached to the external cartridge receiver

24、, Dry Chemical, Fire Extinguishing Potassium Bicarbonate.6 Fill Openings6.1 The minimum size of the dry chemical fill opening shall be 2.5 inches (63.5 mm).7 Protective Coating7.1 Each extinguisher shell and cartridge guard shall be provided with an enamel or powder paintprotective coating. The colo

25、r of the coating shall be red gloss, No. 11105, in accordance withFED-STD-595, the Standard for Colors Used in Government Procurement.7.2 All aluminum parts shall be anodized or painted.8 Cartridge8.1 All cartridges supplied with these extinguishers shall comply with MIL-C-24224B.9 Cartridge Guard9.

26、1 The cartridge guard shall be designed so that the guard can be removed without removing the pullpin.Exception: A cartridge receiver constructed such that the puncturing mechanism requires not greaterthan 6 pounds (2.7 kg) force to return to its original position is not required to have the cartrid

27、ge guarddesigned with this feature.10 Cylinder Assembly10.1 The extinguisher cylinder and fill cap shall be metallic and successfully withstand a hydrostaticpressure of 1250 psi (8.61 MPa), applied for 1 minute, without leakage or rupture.NOVEMBER 21, 2006 SUBJECT 299B 7UL COPYRIGHTED MATERIAL NOT A

The carryinghandle shall be mounted and constructed so that it returns to its original position upon release.12

29、Nozzle Holder12.1 A nozzle holder which externally grips the discharge nozzle assembly shall be located near the baseof the cylinder to secure the discharge nozzle.PERFORMANCE13 Nonmagnetic (Class 2) Extinguishers13.1 The magnetic permeability of a Class 2 extinguisher assembly and mounting bracket

30、shall notexceed 2.0 when tested in accordance with Test Methods for Permeability of Feebly Magnetic Materials,ASTM A342-84(1988).14 Shock Resistance Test14.1 An extinguisher and its mounting bracket shall withstand nine shock impacts without leaking,cracking, displacement, breakage, or damage of com

31、ponents to the extent that the unit does not operateas intended.14.2 The sample is to be locked in its mounting bracket and secured on a shock machine. Nine shockimpacts are to be applied to the extinguisher and mounting bracket assembly as specified inRequirements for Shock Tests, High Impact Shipb

32、oard Equipment and Systems, MIL-S-901 (C or D) forGrade A, Class I, Type A lightweight equipment.14.3 At the conclusion of the test, the extinguisher shall comply with the Operation Test, Section 15.15 Operation Test15.1 Not less than 80 percent (by weight) of the rated capacity of dry chemical shal

33、l be discharged whena hand-portable extinguisher is operated at an angle of 45 degrees in any direction from the intendedoperating position.15.2 The requirement of 15.1 is to be based on the operation of an extinguisher charged with the ratedcapacity of dry chemical and expellant gas.15.3 At the sta

35、1 A puncturing mechanism on a cartridge receiver is to be operated 100 times with a previouslypunctured cartridge attached to the receiver. Fifty of these operations are to be conducted prior toconducting the Salt Spray Corrosion Test, Section 22. The additional fifty operations are to be conductedf

36、ollowing the corrosion test. Following the 100 operations, a new cartridge is to be installed and theextinguisher is to be subjected to the Operation Test, Section 15.16.2 The cartridge receiver shall be constructed to prevent the entrance of water into the extinguisherpast the puncture pin.16.3 To

37、determine compliance with 16.2, a cartridge receiver with the cartridge installed is to besubmerged under one foot (305 mm) of water for 1 hour. At the end of the test period, the sample is tobe examined for any evidence of leakage into the extinguisher.16.4 The cutting edge of a puncturing mechanis

38、m shall travel at least 1/4 inch (6.35 mm) beyond thebottom surface of the cartridge disc. The puncturing pin shall be fabricated from Type 300 or 303 stainlesssteel.17 Intermittent Operation17.1 An extinguisher conditioned at 0F (minus 17.8C), 70F (21.1C), and 120F (48.9C) shall operatein such a ma

39、nner that not more than one second elapses from the time the discharge valve is opened tothe time the chemical starts to discharge. A minimum of 80 percent of the dry chemical charge shall bedischarged.17.2 The test is to be conducted after conditioning sample extinguishers at each of the temperatur

40、esspecified in 17.1. A hand-portable extinguisher is to be charged with the rated capacity and operatedintermittently by opening and closing the dry-chemical discharge valve in cycles of 2 seconds open and2 seconds closed until the end of discharge is reached. For a wheeled extinguisher, the cycles

41、are to be5 seconds open and 5 seconds closed.18 Shut-off Nozzle18.1 The extinguisher shut-off nozzle is to be operated from fully open to the fully closed position 100times. Following this cycling, the extinguisher is to be subjected to the Operation Test, Section 15.NOVEMBER 21, 2006 SUBJECT 299B 9

The bracket strap is then to be secured. This procedure is to b

43、e repeated 100 times. Theextinguisher is to then be removed from the bracket and both the extinguisher and bracket assemblyexamined for evidence of damage. If damage is present, the assembly is to be subjected to the VibrationTest, Section 20.20 Vibration Test20.1 General20.1.1 A hand-portable extin

44、guisher with its mounting bracket shall withstand the variable frequency andendurance tests specified in 20.1.3 20.5.1 without:a) Becoming inoperable;b) Causing a risk of injury to persons;c) Dislodgement of the siphon tube; andd) Incurring damage to the side handle, hanger loop, or means of attachm

45、ent that would impairtheir intended use.20.1.2 Physical deterioration of components that would require repair or replacement of the extinguisher,components, or bracket before they can be returned to service are unacceptable. For example, brokenwelds in the cylinder, malfunctions of operating parts,

46、or abrading or scoring of the cylinder in excess of10 percent of the minimum calculated wall thickness are unacceptable.20.1.3 For these tests, amplitude is defined as the maximum displacement of sinusoidal motion fromposition of rest or one-half of the total table displacement. Resonance is defined

47、 as the maximummagnification of the applied vibration.20.2 Mounting of test sample20.2.1 A representative sample of the charged extinguisher is to be mounted in its own bracket or in astandard mounting fixture, and secured to the test fixture of the vibration-test apparatus in a verticalposition. If

49、test sample is to be subjected to variable frequency and endurance tests in each of the threerectilinear orientation axes, horizontal, lateral, and vertical. Both variable frequency and endurance testsare to be completed in one plane of vibration before the sample is tested in another plane.20.4 Variable frequency test20.4.1 The test sample is to be vibrated from 10 to 60 hertz in discrete frequency intervals of 2 hertz atthe table displacement indicated in Table 20.1. The vibration at each frequency is to b
