24、REWORD1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprisingall national electrotechnical committees (IEC National Committees). The object of the IEC is to promote inter-national co-operation on all questions concerning standardization in th

25、e electrical and electronic fields. To thisend and in addition to other activities, the IEC publishes International Standards. Their preparation is entrustedto technical committees; any IEC National Committee interested in the subject dealt with may participate in thispreparatory work. International

26、 governmental and non-governmental organizations liaising with the IEC alsoparticipate in this preparation. The IEC collaborates closely with the International Organization for Standardiza-tion (ISO) in accordance with conditions determined by agreement between the two organizations.2) The formal d

27、ecisions or agreements of the IEC on technical matters express, as nearly as possible, an interna-tional consensus of opinion on the relevant subjects since each technical committee has representation from allinterested National Committees.3) The documents produced have the form of recommendations f

28、or international use and are published in the formof standards, technical specifications, technical reports or guides and they are accepted by the National Com-mittees in that sense.4) In order to promote international unification, IEC National Committees undertake to apply IEC InternationalStandard

Any diver-gence between the IEC Standard and the corresponding national or regional standard shall be clearly indicatedin the latter.5) The IEC provides no marking procedure to indicate its approval and cannot b

37、METER READING, TARIFF AND LOAD CONTROL Part 46: Data link layer using HDLC protocol1 ScopeThis part of IEC 62056 specifies the data link layer for connection-oriented, HDLC-based,asynchronous communication profile.In order to ensure a coherent data link layer service specification for both connectio

38、n-orientedand connectionless operation modes, the data link layer is divided into two sub-layers: theLogical Link Control (LLC) sub-layer and the Medium Access Control (MAC) sub-layer.This specification supports the following communication environments: point-to-point and point-to-multipoint configu

39、rations; dedicated and switched data transmission facilities; half-duplex and full-duplex connections; asynchronous start/stop transmission, with 1 start bit, 8 data bits, no parity, 1 stop bit.Two special procedures are also defined: transferring of separately received Service User layer PDU parts

40、from the server to theclient in a transparent manner. The server side Service user layer can give its PDU to thedata link layer in fragments and the data link layer can hide this fragmentation from theclient; event reporting, by sending UI frames from the secondary station to the primary station.Ann
