24、tionaux de la CEI). La CE1 a pour objet de favoriser la coopration internationale pour toutes les questions de normalisation dans les domaines de llectricit et de llectronique. A cet effet, la CEI, entre autres activits, publie des Normes internationales. Leur laboration est confie des comits dtudes

25、 aux travaux desquels tout Comit national intress par le sujet trait peut participer. Les organisations internationales, gouvernementales et non gouvernementales, en liaison avec la CEI, participent galement aux travaux. La CE1 collabore troitement avec lorganisation Internationale de Normalisation

26、 (ISO), selon des conditions fixes par accord entre les deux organisations. 2) Les dcisions ou accords officiels de la CE1 en ce qui concerne les questions techniques, prpars par les comits dtudes O sont reprsents tous les Comits nationaux sintressant ces questions, expriment dans la plus grande mes

27、ure possible un accord international sur les sujets examins. 3) Ces dcisions constituent des recommandations internationales publies sous forme de normes, de rapports techniques ou de guides et agres comme telles par les Comits nationaux. 4) Dans le but dencourager lunification internationale, les C

Exceptionnellement, un comit dtudes peut proposer la publication dun rapport technique de lun des types suivants: type 1, lorsque, en dpit de maints efforts, laccord requis ne peut tre ral

30、is en faveur de la publication dune Norme internationale; type 2, lorsque le sujet en question est encore en cours de dveloppement technique ou lorsque, pour une raison quelconque, la possibilit dun accord pour la publication dune Norme internationale peut tre envisage pour lavenir mais pas dans lim

31、mdiat; type 3, lorsquun comit dtudes a runi des donnes de nature diffrente de celles qui sont normalement publies comme Normes internationales, cela pouvant comprendre, par exemple, des informations sur ltat de la technique. Les rapports techniques de types 1 et 2 font lobjet dun nouvel examen trois

32、 ans au plus tard aprs leur publication afin de dcider ventuellement de leur transformation en Normes internationales. 35、1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprising all national electrotechnical committees (IEC National Committees). The object of the IEC is to promote international cooperation on all questions concerning standardization in the elect

36、rical and electronic fields. To this end and in addition to other activities, the IEC publishes International Standards. Their preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with may participate in this preparatory work. International, go

37、vernmental and non-governmental organizations liaising with the IEC also participate in this preparation. The IEC collaborates closely with the International Organization for Standardization (ISO) in accordance with conditions determined by agreement between the two organizations. 2) The formal deci

38、sions or agreements of the IEC on technical matters, prepared by technical committees on which all the National Committees having a special interest therein are represented, express, as nearly as possible, an international consensus of opinion on the subjects dealt with. 3) They have the form of rec

39、ommendations for international use published in the form of standards, technical reports or guides and they are accepted by the National Committees in that sense. 4) In order to promote international unification, IEC National Committees undertake to apply IEC International Standards transparently to

40、 the maximum extent possible in their national and regional standards. Any divergence between the IEC Standard and the corresponding national or regional standard shall be clearly indicated in the latter. The main task of IEC technical committees is to prepare International Standards. In exceptional

41、 circumstances, a technical committee may propose the publication of a technical report of one of the following types: 0 type 1, when the required support cannot be obtained for the publication of an International Standard, despite repeated efforts; 0 type 2, when the subject is still under technica

42、l development or where for any other reason there is the future but not immediate possibility of an agreement on an International Standard; 0 type 3, when a technical committee has collected data of a different kind from that which is normally published as an International Standard, for example “sta

43、te of the art“. Technical reports of types 1 and 2 are subject to review within three years of publication to decide whether they can be transformed into International Standards. Technical reports of type 3 do not necessarily have to be reviewed until the data they provide are considered to be no lo

44、nger valid or useful. IEC 1295, which is a technical report of type 3, has been prepared by sub-committee 60B: Video recording, of IEC technical committee 60: Recording. En utilisant une bande talon, lobjectif est de rgler le systme de telle manire

47、 quil reproduise de manire optimale lenregistrement de premire gnration vrifi. Les signaux dtalonnage sont enregistrs de faon contrle sur un systme rpondant la norme adapte du magntoscope. La procdure dtalonnage impose de restituer la bande tout en agissant obligatoirement sur les rglages en service

48、 comme cela est dcrit dans la notice du constructeur. En plus des enregistrements dessai et du rglage de la chane denregistrements, les processus dalignement devraient conduire une qualit de restitution similaire celle obtenue par les bandes talons. 2 Rfrences normatives Les documents normatifs suivants contiennent des dispositions qui, par suite de la rfrence qui y est faite, constituent des dispositions valables pour le prsent rapport technique.
