Asuperscript epsilon () indicates an editorial change since the last revision or reapproval.INTRODUCTIONThis consumer safety specification is intended to address certain incidents associated with the useof infant bathers. The U.S. Consumer Product Safety C

3、ommission (CPSC) identified drowningincidents which generally involved infant bathers being used in adult tubs containing water and leftunattended by their caregiver. The CPSC also identified non-fatal incidents related to collapsing of theinfant bather which generally happened when the caregiver at

4、tempted to transport the occupant whilein the infant bather. This specification does not address incidents in which infant bathers are abusedor unreasonably misused. This consumer safety specification is written within the current state-of-the-art product technology. It is intended that this specifi

5、cation will be updated whenever substantiveinformation becomes available and known to ASTM which necessitates additional requirements orjustifies the revision of existing requirements.1. Scope1.1 This consumer safety specification establishes perfor-mance requirements, test methods, and labeling req

6、uirementsto promote the safe use of infant bathers.1.2 This consumer safety specification is intended to reducethe risk of death and minimize injury to infants resulting fromuse and reasonably foreseeable misuse or abuse of infantbathers.1.3 No infant bather produced after the approval date of thisc

7、onsumer safety specification shall, either by label or othermeans, indicate compliance with this specification unless itconforms to all requirements contained herein.1.4 The values stated in inch-pound units are to be regardedas standard. The values given in parentheses are mathematicalconversions t

Calibration and Standardization4.1 Unless otherwise noted, the infant bather shall becompletely assembled in accordance with the manufacturersinstructions.4

28、.2 The product to be tested shall be in a room with anambient temperature of 73 6 9F (23 6 5C) for at least 1 hprior to testing. Testing then shall be conducted within thistemperature range.4.3 All testing required by this specification shall be con-ducted on the same product sample.5. General Requi

29、rements5.1 Hazardous Sharp Edges or PointsThere shall be nohazardous sharp points or edges as defined in 16 CFR 1500.48and 16 CFR 1500.49 before or after the product has been testedto this consumer safety specification.5.2 Small PartsThere shall be no small parts as defined in16 CFR 1501 before test

30、ing or liberated as a result of testing tothis consumer safety specification.5.3 Lead in PaintsAll paint and surface coatings on theproduct shall comply with the requirements of 16 CFR 1303.5.4 Resistance to Collapse:5.4.1 When the product is placed in any manufacturersrecommended use position(s), l

31、atching and locking mecha-nisms designed to prevent the unintentional collapse of theproduct with the infant in it shall comply with either 5.4.1.1 or5.4.1.2.NOTE 1An attachment (such as a hook) where the weight of the childmaintains the engagement is not considered a latching and lockingmechanism.5

32、.4.1.1 Product shall be designed with a single actionmechanism that shall not release when tested in accordancewith 7.1.5.4.1.2 Product shall be designed with a double actionrelease system. 34、in engaged and operative aftertesting.5.5 Scissoring, Shearing, and PinchingThe product, whenin the manufacturers recommended use position(s), shall bedesigned and constructed to prevent injury to the occupantfrom any scissoring, shearing, or pinching when members orcomponents rotate about a common

35、axis or fastening point,slide, pivot, fold, or otherwise move relative to one another.Scissoring, shearing, or pinching that may cause injury existswhen the edges of the rigid parts admit a probe greater than0.210 in. (5.33 mm) and less than 0.375 in. (9.53 mm) indiameter at any accessible point thr

36、oughout the range ofmotion of such parts.5.6 OpeningsHoles or slots that extend entirely through awall section of any rigid material less than 0.375 in. (9.53 mm)thick and admit a 0.210-in. (5.33 mm) diameter rod shall alsoadmit a 0.375 in. (9.53 mm) diameter rod. Holes or slots thatare between 0.21

37、0 in. (5.33 mm) and 0.375 in. (9.53 mm) andhave a wall thickness less than 0.375 in. (9.53 mm) but arelimited in depth to 0.375 in. (9.53 mm) maximum by anotherrigid surface shall be permissible (see Fig. 1 for examples). Theproduct shall be evaluated in all manufacturers recommendeduse positions.5.

38、7 Protective ComponentsIf the child can grasp protec-tive components between the thumb and forefinger, or teeth, orif there is at least a 0.04 in. (1.0 mm) gap between thecomponent and its adjacent parent component, such componentshall not be removed when tested in accordance with 7.2. Allprotective

39、 components that are accessible to a child in theproduct shall be evaluated.5.8 Labeling:5.8.1 Warning labels, whether paper or non-paper, shall bepermanent when tested in accordance with 7.3.1 7.3.4.5.8.2 Warning statements applied directly onto the surfaceof the product by hot stamping, heat trans

40、fer, printing, woodburning, etc. shall be permanent when tested in accordancewith 7.3.1 and 7.3.5.5.8.3 Non-paper labels shall not liberate small parts whentested in accordance with 7.3.6.5.9 If an infant bather can be converted to or has a mode thatcan be used on or in an infant bathtub, the produc

41、t in that modeshall comply with the requirements of Consumer SafetySpecification for Infant Bath Tubs F2670.5.10 Product must comply with the applicable requirementsof the Consumer Product Safety Improvement Act.5.11 ToysToy accessories attached to, removable from, orsold with an infant bather, as w

42、ell as their means of attachment,shall comply with the applicable requirements of ConsumerSafety Specification for Toy Safety F963.6. Performance Requirements6.1 Restraint SystemInfant bathers may have a permanentor removable passive crotch restraint as part of their design.They shall not have any a

43、dditional restraint system(s) whichrequires action on the part of the caregiver to secure or releasethe restraint.6.2 Structural IntegrityThere shall be no failure of seams,breakage of materials, or changes of adjustments that couldcause the product not to fully support the occupant or create ahazar

44、dous condition as defined in Section 5 when the productis tested in accordance with 7.4.1 for static load and 7.4.2 fordynamic load.6.3 Specific Requirements for Suction CupsInfant bathersthat utilize individual suction cups as a method of attachmentto a surface shall comply with the following requi

45、rements:6.3.1 Each suction cup shall remain attached to the productand shall not become damaged or broken after testing inaccordance with 7.5.1.6.3.2 The product shall remain attached to the test surfaceand shall not become damaged or broken after testing inaccordance with 7.5.2.6.4 Disassembly/Coll

46、apse While LiftingThe infant bathershall not disassemble or collapse when tested in accordancewith 7.6.6.5 StabilityThe product shall not tip over when tested inaccordance with 7.7.6.6 Fabric/Mesh IntegrityProducts with fabric/mesh shallmeet the requirements of 6.6.1 and 6.6.2. At the conclusion oft

47、esting required by 6.6.1 and 6.6.2, there shall be no failure ofseams, breakage of materials, or change in adjustment thatcould cause the product not to fully support the occupant or tocreate a hazardous condition as defined in Section 5.6.6.1 Seam StrengthAll seams supporting the weight ofthe occup

48、ant, when tested in accordance with Test MethodD1683/D1683M, shall have a breaking strength of 30 lbf (134N) or greater.6.6.2 Mesh/Fabric Attachment StrengthWhen tested inaccordance with 7.8, all locations on the product where a meshor fabric assembly is mechanically fastened to a rigid structuralFI
