This standard provides criteria and requirements supplementary to those in IEEE Std 603 and IEEE Std 308afor the performance of periodic surveillance testing programs for safety systems in nuclear power generating stations. It also recognizes the

31、applicability of IEEE Std 279 B21b(now withdrawn), as referred to in Title 10, Part 50, Section 50.55a(h), of the Code of Federal Regulations B5. Development of these criteria and requirements is consistent with safety systems designed in accordance with both IEEE Std 603 and IEEE Std 308, and the f

32、ollowing: a) Station safety systems shall, during the life of the station, be appropriately tested to assess the availability of the systems. b) Development and application of testing procedures and equipment shall be consistent with safety system criteria (IEEE Std 603) and Class 1E power system cr

33、iteria (IEEE Std 308). c) Procedures for testing and documentation of failures should be such that reliability confidence levels are enhanced. Adherence to these criteria may not suffice for assuring the public health and safety because it is the integrated performance of the structures, the fluid s

34、ystems, the instrumentation, and the electric systems of the station that establishes protection against the consequences of accidents. On the other hand, failure to meet these criteria may lead to a compromise of public health and safety. Each applicant has the responsibility to assure the public t

35、hat this integrated performance is adequate. The 2006 revision of IEEE Std 338 incorporated risk-informed guidance for the determination or modification of test intervals. The guidance is provided primarily through techniques and examples in Annex B, Annex C, and Annex D. This revision updates the s

36、tandard with the following additions: A requirement for testing redundant portions of the same safety group Clarification of response time test requirements Design requirements for test features of digital systems Testing of digital systems Acceptability of on-line monitoring On-line monitoring as i

Periodic surveillance testing of safety systems maximizes desired system availability and calls attention to performance that is not within prescribed limits by observation of equipment parameters.
