Foreword This publication has been prepared to provide all interested persons an opportunity to study and comment on the Proposed Revisions to be incorporated into the 2017 Edition of the National Electrical Safety Code (NESC ). This Preprint provi

7、des the full text of each proposal to revise the 2012 Edition of the NESC together with the recommendation of the subcommittee that has cognizance of the rule addressed by the change proposal (CP). A change bar, located in the left hand margin, signifies the specific material that the various subcom

8、mittees each have approved for the inclusion in the revised Code. The deadline for receipt of comments on the Proposal Revision contained herein is 1 May 2015. All comments shall be submitted through the website shown below. Only comments that are submitted electronically through the website will be

Some browsers require a right click on the link. aIn those cases where a single CP or a group of related CPs affects rules within the scopes of two or more subcommittees, the recommendations of a

Where there are recommendations of two or more subcommittees, a recommendation by Subcommittee 1, which is responsible for coordination, is also included as the final proposed change in this phase of the NESC revision cycle. Please note that the subcommittee r

12、ecommendations herein are subject to further review and revision by the cognizant subcommittee following study and evaluation of all comments received in the Fall of 2015. The subcommittee final recommendation will be prepared for a February 2016 letter ballot of the National Electrical Safety Code

13、Committee. It is anticipated that the approved text will be submitted for American National Standards Institute approval in May 2016, with publication of the NESC 2017 Edition on 1 August 2016. Call for Comment on Specific NESC Change Proposals The publication of the 2017 NESC Preprint is an important opportunity for all stakeholders to provide comment on the CPs rec

17、eived and initial recommendations made by the NESC Subcommittees. As such, the broadest possible input is solicited and all interested and affected parties are encouraged to provide comment. For several CPs, NESC Subcommittees have specifically requested public comment from affected interests: CP455

18、7, definition: communication space While CP4557 was rejected by both Subcommittee 1 and Subcommittee 4, public comment is solicited on whether this definition is needed in the Code, since the phrase is used throughout the Code. This CP is also CPs 4584 and 4702. CP4556, definition: supply space Whil

19、e CP4556 was rejected by both Subcommittee 1 and Subcommittee 4, public comment is solicited on whether this definition is needed in the Code, since the phrase is used throughout the Code. This CP is also referenced in CPs 4584 and 4702. CP4131, definition: wire gages Comment from wire manufacturers

20、 is solicited regarding the clarification of Steel Wire Gauge. CP4208, Rule 124A1 NESC Subcommittee 3 solicits specific comments regarding this CP from the IEEE Substation Committee Members, Working Group on IEEE Std 1427, Standard on Electrical Clearance Insulation Levels. CP4701, Rule 215C2-C8 NES

21、C Subcommittee 4 solicits specific comments on CP4701, which contains a complete reorganization of the guy insulator rules. CP4702, Rule 220B1 NESC Subcommittee 4 solicits specific comments regarding the communication space above the supply space. CP4702 also deals with the relative levels of supply

22、 and communication cables similar to CP4584 (Rule 224A). CP4584, Rule 224A NESC Subcommittee 4 solicits specific comments regarding the communication space above the supply space (similar to CP4702, Rule 220B1). CP4683, Rule 230B NESC Subcommittee 4, Working Group 4.1, specifically is seeking docume

23、nted cases and comment where a line designed to meet existing or previous NESC clearance requirements created a safety issue with road clearances solely due to extreme ice loads on conductors. CP4447, Table 232-1, Footnote 1 NESC Subcommittee 4 requests comments from railroad representatives on the

24、proposed change to Footnote 1, Table 232-1. CP4593, Rule 233B1 NESC Subcommittee 4 specifically requests comments regarding the current clearances between supply and trolley, and communications, when they are located at the same level on lines on different structures. CP4305, Rule 234B1a NESC Subcom

25、mittee 4 requests comment regarding the impact this proposed change will have to existing design standards. v Copyright 2014 IEEE. All rights reserved. CP4468, Rule 234, 234K NESC Subcommittee 4 Working Group 4.2 was formed to address whether or not clearance rules are needed for irrigation systems.

26、 NESC Working Group 4.2 is seeking comments on (1) the need for the NESC to specify conductor or structure clearances from irrigation equipment, (2) what specific facilities are included within the category of “irrigation equipment,” (3) under what conditions are clearances to be maintained, and (4)

27、 what are appropriate clearances. See CP4468. CP4198, Table 235-6 NESC Subcommittee 4 requests comment on CP4198, as it is not clear and does not appear to achieve the desired goal. See also CP4715. CP4610, Rules 250C and 250D NESC Subcommittee 5 desires industry review and comments for this CP, whi

28、ch would eliminate the present exemption for structures (including supported facilities) not exceeding 60 ft in height) from consideration of “Extreme wind loading” and “Extreme ice with concurrent wind loading.” For Rule 250 C (Extreme wind loading), the required wind speed for such structures woul

29、d be limited to that which produces wind-blown debris (e.g., Category 1 hurricane). CP4694, Rule: 277 Subcommittee 5 invites public comment on CP4694 regarding insulator loadings (and whether the load factors of Table 253-1 are to be including when selecting the insulator strength). CP4722, Rule 354

30、D NESC Subcommittee 7 invites comment on CP4722, developed by SC7 Working Group 7.8 to address possible changes in Rule 354 as a result of concerns raised in IR 573. CP4176, Rule 420G A CP, CP4176, was submitted for the 2017 revision process focused on aligning Rule 420GLiquid Cell Batterieswith Par

31、t 1, Section 14Storage Batteries. Technology has introduced new battery systems, other than liquid cell batteries, that may pose additional safety considerations. A joint SC3/SC8 Working Group reviewed the current Rule 420G and has proposed revised language for public comment. NESC Part 4 In respons

32、e to OSHA 29 CFR 1910.269 and 1926 Subpart V final rulings published 11 April 2014, NESC Subcommittee 8 has created the following CPs to harmonize Part 4 with the updated OSHA rules: CP4724, Rule 410A3 CP4725, Rule 420K CP4726, Table 431-1 CP4727, Rule 441 CP4728, Table 441-1 CP4729, Tables 441-2, 4

33、41-3, and 441-4 NOTE: All NESC change proposals submitted are included in the Preprint. A number of proposals were withdrawn by the submitters during the NESC Subcommittee meetings that took place to review proposals. These withdrawn change proposals are no longer open for comment, since there was n

34、o action taken by the cognizant Subcommittee. They are included in the Preprint Proposals for the 2017 Edition of the NESC as a matter of historical record.vi Copyright 2014 IEEE. All rights reserved. Procedure for Revising the National Electrical Safety Code 1. Preparation of Proposals for Amendmen

35、t NOTE: The procedures for the collection of change proposals (CPs) are subject to change as the revision of the 2017 Edition of the NESC approaches. Logon to the NESC Zone at http:/standards.ieee.org/nesc/ for updates. 1.1 A proposal may be prepared by any (a) Substantially interested person (b) In

36、terested organization (c) NESC Subcommittee (d) Member of the NESC Committee or its subcommittees 1.2 CPs shall be submitted to Secretary of the National Electrical Safety Code Committee via the following URL: http:/standards.ieee.org/nesc/, using the CP form on the website. 1.3 Each separate topic

37、shall begin on a separate form and shall only address one rule, unless a change in a rule directly affects another rule. If a proposal references documents not readily available to all subcommittee members, sufficient copies of the referenced documents to supply the subcommittee must be furnished. 1

38、.4 The proposal shall consist of (a) A statement, in NESC rule form, of the exact change, rewording, or new material proposed (b) Words to be deleted shall be indicated via strike-throughs, and words to be added shall be underlined. (c) The name of the submitter (organization or individual as applic

39、able) (d) Supporting comments, giving the reasons why the NESC should be revised (NOTE: A CP will not be accepted if these steps are not followed.) 2. The NESC Secretary will (a) Acknowledge receipt of proposals for revision (b) Distribute to each member of the appropriate NESC Subcommittee all of t

40、he proposals received, arranged in a coordinated sequence 3. Subcommittee recommendation The NESC Subcommittee responsible will consider each proposal and take one or more of the following steps: (a) Endorse the proposal as received. (b) Prepare a proposed revision or addition for the NESC (this may

41、 be a coordination of several comments, or a committee consensus on a modification of a proposal). (c) Refer the proposal to a technical working group for detailed consideration. (d) Request coordination with other NESC Subcommittees. (e) Recommend rejection of the proposal, for stated reasons. For

42、each item, the responsible subcommittee shall prepare a voting statement, accompanied by all members statements concerning their votes (cogent reasons are required for negative votes). Steps (c) and (d) are intended to result, eventually, in a proposal of category (b).vii Copyright 2014 IEEE. All ri

Action under steps (c) or (d) shall be completed and reported to the subcommittee before the end of the public review period if the item is to be included in the upcoming revision. 4. Preprint of proposals The NESC Secretary shall organize and publish a Preprint of the proposed revisi

44、ons including: (a) The original proposal as received from the submitter. (b) The recommendation of the subcommittee with respect to the proposal (including a voting statement and subcommittee members statements). (c) Copies of submittal form for comments. The Preprint shall be distributed to all mem

45、bers of NESC Subcommittees and representatives of organizations comprising the NESC Committee. Copies shall be available for sale to other interested parties. Notice of availability of the Preprint shall be submitted to ANSI for publication in ANSI Standards Action. The Preprint shall carry informat

46、ion on how to submit comments on the proposals and the final date for such submissions. 5. Final processing of proposed revisions and comments 5.1 Following the public review period, the Secretary shall organize and distribute for subcommittee consideration all comments received electronically via t

47、he following URL: http:/standards.ieee.org/nesc/rp/welcome.html. 5.2 The Preprint and the comments received shall be reconsidered by the subcommittees. No new CPs may be considered. (a) The subcommittee may recommend adoption or rejection of the proposal by majority vote. (b) When extended technical

48、 consideration or resolution of differing or conflicting points of view is necessary, the subcommittee shall refer the problem to a working group of the subcommittee for proposed resolution. If expeditious resolution is not possible, the subject shall be held on the docket. Each working group shall

49、provide, to its parent subcommittee, recommendations on matters considered as a result of subcommittee referrals under items 3(c) and 5.2(b). Each subcommittee shall prepare a report showing its proposed revisions and all items held on the docket together with a plan for their disposition. 5.3 The Secretary shall provide commenters with copies of actions taken on the rules affected by their comments and shall make all such reports available for examination upon request. 6. Final approval 6.1 Based upon the subcommittee reports, the Secretary shall prepare a
