3、entified by the United States Consumer Product Safety Commission (CPSC). CPSC has identifiedhazards resulting in injuries that occurred when children fell from booster seats, tipped over and outof a booster seat, among other types of incidents. In response to a review of the data received by theCPSC

4、, this specification attempts to minimize the following: incidents related to tray disengagement,restraint disengagement or absence of restraint system, stability of a booster seat while attached toadult chairs and entrapment within a booster seat, in addition to other hazards presented during the u

5、seof booster seats. This specification does not cover booster seats that were either blatantly misused orused in a careless manner that disregards the warning statements and safety instructions provided witheach booster seat. This specification is written within the current state-of-the-art of boost

6、er seattechnology. It is intended that this specification will be updated whenever substantive informationbecomes available that necessitates additional requirements or justifies the revision of the existingrequirements.1. Scope1.1 This consumer safety specification covers the perfor-mance requireme

7、nts and methods of test to ensure the satis-factory performance of the booster seat.1.2 This consumer safety specification is intended to mini-mize injuries to children resulting from normal usage andreasonably foreseeable misuse or abuse of booster seats.NOTE 1This consumer safety specification is

8、not intended to addressaccidents and injuries resulting from the interaction of older children withchildren in booster seats.1.3 For purposes of this consumer safety specification, abooster seat is a juvenile chair, which is placed on an adultchair to elevate a child to standard dining table height.

9、 Thebooster seat is made for the purpose of containing a child, upto 5 years of age, and normally for the purposes of feeding oreating. A booster seat may be height adjustable and include areclined position.1.4 No booster seat produced after the approval date of thisconsumer safety specification sha

10、ll, either by label or othermeans, indicate compliance with this specification unless itconforms to all requirements contained herein.1.5 The values stated in inch-pound units are to be regardedas standard. Calibration and Standardization4.1 All testing shall be conducted on a concrete floor thatmay be covered with18 in. (3 mm) thick vinyl flooringcovering, unless test instructs differently.4.2 T

25、he product shall be completely assembled, unlessotherwise noted, in accordance with the manufacturers in-structions.4.3 No testing shall be conducted within 48 h of manufac-turing.4.4 The product to be tested shall be in a room with ambienttemperature of 73 6 9F (23 6 5C) for at least 1 h prior tote

26、sting. Testing shall then be conducted within this temperaturerange.4.5 All testing required by this specification shall be con-ducted on the same unit.5. General Requirements5.1 There shall be no hazardous sharp points or edges asdefined by 16 CFR 1500.48 and 16 CFR 1500.49 before orafter testing t

27、o this consumer safety specification.5.2 There shall be no small parts as defined by 16 CFR 1501before testing or liberated as a result of testing to thisspecification.5.3 Wood PartsPrior to testing, any exposed wood partsshall be smooth and free from splinters.5.4 PaintThe paint and surface coating

28、 on the productshall comply with 16 CFR 1303.5.5 Scissoring, Shearing, and PinchingA product, whenin a manufacturers recommended use position, shall bedesigned and constructed so as to prevent injury to theoccupant from any scissoring, shearing, or pinching whenmembers or components rotate about a c

29、ommon axis orfastening point, slide, pivot, fold, or otherwise move relative toone another. Scissoring, shearing, or pinching that may causeinjury shall not be permissible when the edges of any rigidparts admit a probe greater than 0.210 in. (5.33 mm) and lessthan 0.375 in. (9.53 mm) diameter at any

30、 accessible pointthroughout the range of motion of such parts.5.6 OpeningsHoles or slots that extend entirely through awall section of any rigid material less than 0.375-in. (9.53-mm)thick and admit a 0.210-in. (5.33-mm) diameter rod shall alsoadmit a 0.375-in. (9.53-mm) diameter rod. Holes or slots

(5.33 mm) or greater duringstatic load testing in accordance with 6.3 shall be covered orotherwise designed to prevent injury from entrapment.5.8 Protective ComponentsIf a child can grasp compo-nents betw

35、een the thumb and forefinger, or teeth, (such as caps,sleeves, or plugs used for protection from sharp edges, points,or entrapment of fingers or toes), or if there is at least a0.040 in. (1.00 mm) gap between the component and itsadjacent parent component, such component shall not beremoved when tes

36、ted in accordance with 7.1.5.9 Labeling:5.9.1 Warning labels (whether paper or non paper) shall bepermanent when tested in accordance with 7.8.1 7.8.3.5.9.2 Warning statements applied directly onto the surfaceof the product by hot stamping, heat transfer, printing, woodburning, etc. shall be permane

Performance Requirements6.1 Tray Performance (Drop)The tray shall remain func-tional with respect to the booster seat and exhibit no sharppoints, sharp edges, or small parts when subjected to a drop testin accordance with 7.2.FIG. 1 Openings ExamplesF2640 17136.2 Tray Perform

39、ance (Pull)The tray shall not becomedisengaged or dislocated from its original adjustment position,when tested in accordance with 7.3 and 7.4.6.3 Static LoadA booster seat shall support static loadswithout causing any hazardous conditions as identified withinthis consumer safety specification. Tests

40、 shall be conducted inaccordance with 7.5.6.4 Child Restraint System:6.4.1 Booster seats which are age graded for children lessthan 36 months shall provide a child restraint system to securea child in any of the manufacturers recommended use posi-tions.6.4.2 The child restraint system shall include

41、both waist andcrotch restraint designed such that the use of the crotchrestraint is mandatory when the restraint system is in use.6.4.3 The child restraint system and its closing means (forexample, buckle) shall not break, separate, or permit removalof the CAMI Infant Dummy Mark II5(see Fig. 2), fro

42、m thebooster seat when tested in accordance with 7.6.6.4.4 If during test in 7.6.5.1 and 7.6.5.2, the posterior of thetest dummy is pulled past the front edge of the seat, the dummyshall be considered removed.6.4.5 If during test in 7.6.5.3 and 7.6.5.4 the dummy withthe force applied reaches a verti

43、cal position with the bottom ofits feet touching or off the seat, the dummy shall be consideredremoved.6.4.6 The waist restraint shall be capable of adjustment witha positive, self-locking mechanism that is capable, whenlocked, of withstanding the forces of tests in 7.6.5 withoutallowing restraint m

44、ovement or slippage of more than 1 in.(25.4 mm).6.4.7 A connecting means and adjustment means for thewaist restraint shall be capable of usage independent of oneanother. The connecting means shall not be an adjustmentmeans but may have one integrally attached to it.6.4.8 Before shipment, the child r

45、estraint system must beattached to the booster seat in such a manner as to not becomedetached through normal use.6.5 Booster Seat Attachment:6.5.1 There shall be a means of attaching a booster seat to anadult chair.6.5.2 Following completion of the test in 7.9, the attachmentmeans of the booster sea

46、t to the adult chair (a) shall not allowthe booster seat to fall off the adult chair and (b) shall not breakand shall remain functional.6.6 Structural Integrity:6.6.1 During and upon completion of the testing in accor-dance with 7.7, the booster seat shall comply with all of thefollowing:6.6.1.1 The

47、 booster seat shall not exhibit an instantaneouschange in the height of the occupant seating surface above theseating surface of the adult chair of more than 1 in. (25.4 mm)during one cycle of the weight drop. During and after a changein the height of the seating surface, the booster seat mustcomply

48、 with the requirements for openings as defined in 5.6and scissoring, shearing, and pinching as defined in 5.5.6.6.1.2 There shall be no breakage of any structural com-ponent.6.6.1.3 Latching or locking devices which prevent foldingor adjustment of the booster seat shall remain engaged.6.6.1.4 The an

49、gle of the occupant seating surface relative tothe seating surface of the adult chair shall not change more than10.6.7 Maximum Booster Seat Dimensions:6.7.1 When measured in accordance with 7.10.1, the boosterseat width shall be at least 0.8 in. (20 mm) less than thecorresponding dimensions of the adult chair listed on the retailpackage and the seat depth shall be at least 0.4 in. (10 mm) lessthan the corresponding dimensions of the adult chair listed onthe retail package (see 8.6).6.7.2 If the booster seat includes an attach
