Terminology3.1 DefinitionsFor definitions relating to property andasset management, refer to Terminology E2135.3.1.1 high risk property, nproperty either regulated by law(for example, pharmaceuticals, medical supplies, firearms andammunition, ha

Significance and Use4.1 Provide for the physical protectio

10、n and control ofmoveable property in storage/warehouse locations, and ensurebest value while avoiding undue risk.4.2 This practice establishes a standard approach to storageand warehousing of moveable property.4.3 It is the intent of this practice to provide guidance for aneffective and efficient sy

11、stem in the storage of moveableproperty. Entities adopting this practice shall establish entityspecific policies or procedures, or both, implementing thispractice.4.4 This practice is not intended to be a guide for the storageof material.5. Storage Methodology5.1 An entity shall determine the approp

12、riate cost effectivelevel of physical location information to maintain and commu-nicate in support of the mission of the organization.5.1.1 The storage methodology should include all moveableproperty regardless of ownership or the acquisition methodol-ogy used to acquire the item.5.2 For high ceilin

13、g warehouse areas, maximizing the stor-age capacity by installing racking that allows multiple layers ofhorizontal storage should be researched for cost benefits andefficiencies.1This practice is under the jurisdiction of ASTM Committee E53 on AssetManagement and is the direct responsibility of Subc

17、ganization Technical Barriers to Trade (TBT) Committee.15.3 Moveable property in a storage/warehouse locationshould be identified in some method to indicate ownership.Methods include labeling or marking ownership on the item(s),property bar code tagging of each item, or marking the storagebin or are

18、a and segregating by ownership, etc. Segregation ofan area or rack by owner is not generally required if themoveable property items are individually marked thus ensuringthat ownership is known or interpreted based upon the mark-ings.5.4 Moveable property is stored in an orderly manner topreclude haz

19、ards to personnel or property. Moveable propertyis stored so as not to obstruct access to exits.5.5 Entities shall consider the frequency with which mov-able property items will need to be accessed before assigningphysical locations to that property within the warehouse/storage location. Movable pro

20、perty items that require frequentaccess shall be located in easily accessible areas in order tominimize the time spent storing/retrieving items.5.5.1 Long term storage can be facilitated by having theproperty records indicate “stand-by” or “idle” or somethingsimilar.5.5.2 Items which require recurri

21、ng maintenance or calibra-tion should be marked in the property records and personnelshould ensure the maintenance is conducted on these itemswhile in storage.5.6 An identification marking/naming convention should bedeployed to mark the locations of bins, racks, or areas insidethe storage areas or b

22、uildings. It is recommended that theproperty records be updated to reflect these detailed locations.This is helpful for quick location during retrieval for use orinventory exercises.5.7 An inventory management system should be deployedto track incoming and outgoing assets, and track storagelocations

23、 as they occur. Such a system also will enable theentity to develop and manage performance metrics and optimalasset quantity based on demand.5.8 Appropriate handling equipment must be utilized for thestorage and movement of assets to prevent damage to theassets, the facility, and personnel.6. Usage

24、Protection and Preservation6.1 The entities shall provide for:6.1.1 Safeguarding and protecting moveable propertyagainst, fire, deterioration, effects of weather or contamination,and all other preventable environmental effects, regardless ofthe type of storage used, either exposed or covered. Themov

25、eable property, when required, shall be suitably preparedand packaged against elements that cause damage ordeterioration, or both, while in storage (or when it leaves thestorage area). Coating, tarp or stretch wrapping, or boxing areamong standard methods. Many items may not require suchaction if de

26、emed to not deteriorate in the storage facilityidentified by the appropriately trained personnel.6.1.2 Protecting exposed metal surfaces against oxidation.6.1.3 Protecting electrical connectors against damage, asrequired.6.1.4 Efficient and effective utilization of storage space.6.2 HousekeepingAll

27、storage areas, either covered orexposed, are to be kept in a clean, neat, and orderly conditionat all times. Special care shall be taken to identify andeliminate fire hazards, pallet overhang, and other practices thatcould be lead to personal injury or property damage or both.6.3 Protection from The

28、ft or Pilferage:6.3.1 The designated storerooms, storage areas, and ware-houses shall be limited in access to only authorized personnel,adequately enclosed, and properly secured or locked when notin use.6.3.2 Sensitive items should receive special attention, andbe more securely stored and controlled

29、 to preclude pilferageand theft.6.4 Fire ProtectionProper safeguards shall be in place tobe consistent with site locations and the type of moveableproperty being stored. These safeguard(s) include adequate,accessible, and readily available fire-fighting equipment, fireextinguishers, sprinkler system

30、s, and alarms. Personnel shouldbe trained in the use of basic fire-fighting equipment locatedwithin their work area. Local municipality code should beresearched and followed.6.5 Protection from Flood or Water DamageAll storage orwarehouse areas shall meet minimum requirements to ensurethat they are

31、structurally sound and capable of withstanding thelocal area common climate elements. This protection alsorequires that moveable property not be stored directly on theground or floor but on pallets or within bins to assure somelevel of water may flow underneath without touching the storeditems thems

32、elves. Items specifically designed to come in directcontact with the floor such as those items with wheels, casters,mounts, and so forth will not require additional protection.6.6 Moveable Property Requiring Special HandlingTheentity shall comply with local, state, and federal laws and withcontractu

33、al and insurance requirements for safety, storage, andsecurity of moveable property as applicable.6.7 Environmental ControlsCertain assets may requirecooler storage conditions, or humidity controlled environ-ments.6.8 Control:6.8.1 Stored moveable property shall have clear and visibleidentification.

34、6.8.1.1 The entity shall maintain a locator system for timelyretrieval or movement or both.(1) Moveable property shall arrive for storage with theappropriate internal documentation as well as requested orreissued moveable property. Records shall be maintained in aproperty locator system.6.8.1.2 Docu

35、mentation should be clear and accurate foraudit trail purposes.6.8.1.3 The physical location record should meet PracticeE2499.6.8.1.4 Control of moveable property should meet PracticeE2221.6.8.1.5 Limited access areas shall be locked and secured toprevent unauthorized personnel from entering area(s)

36、 withoutan authorized escort.E2715 1726.8.1.6 Access to records and systems supporting the stor-age activity shall be restricted to only those with a need for theinformation in order to perform their function.Asset movementtransactions must follow entity internal control procedures. Alltransactions

37、affecting the holdings of the entity within thestorage facility must be recorded and documented.6.8.1.7 Control of high-risk property shall meet all federal,state, and local regulations and entity requirements.7.
