25、inistration of a specific organization identification scheme. 3.2 sponsoring autbority (SA): A body recognized in accordance with the requirements of this part of ISO/IEC 6523, to receive proposals from issuing organizations for the registration of organization identification schemes and to submit a

28、es of clause 17 of the ISO/IEC Directives, Procedures for the technical work of ISOdEC JTC I on Information Technology. , The RA shall receive and process applications for additions and amendments to the register of organization identification schemes, assign ICD values and maintain the register. It
29、s duties shall be carried out in accordance with the rules set out in the above mentioned clause 17 of the ISO/IEC Directives for JTC 1 and ISO/IEC 6523. The RA shall determine the appropriate form) in which applications shall be submitted based on the required contents of the register. It shall als
30、o provide sponsoring authorities with guidance notes on the submission of applications. 4.2 Evaluation criteria to be applied by the registration authority The RA shall evaluate an application for addition or amendment of an entry in the register of organization identification schemes against the fo
31、llowing criteria: a) b) c) d) e) the application has been endorsed by a sponsoring authority (clause 5); the application indicates that the sponsoring authority has complied with its responsibilities (see 5.2) and successfully applied the evaluation criteria in 5.3; the application includes sufficie
32、nt information, as stated in 4.5.2 and 4.5.3; the application does not require the amendment of an existing entry in the register in the respect of any items marked by an asterisk (*) in 4.5.2 and 4.5.4; that compliance with the application does not result in the allocation of more than one ICD valu
33、e to the same organization identification scheme. This provision shall not preclude the allocation of a new ICD value to an organization identification scheme which has been revised in a way that prevents its acceptance as an amendment, see criterion d) above. 43 Processing of applications 4.3.1 As
34、soon as practicable, and in any case within 30 days of receipt of an application from a sponsoring authority (SA) accompanied by the appropriate fee, if any, the RA shall decide whether the application is acceptable or not and inform the SA dealing with the application of the outcome. 4.3.2 An accep
35、table application shall be progressed into the register of organization identification schemes as follows: - if the application concerns a new organization identification scheme the RA shall allocate an ICD value in accordance with ISO/IEC 6523-1. Based on the application and on the measures taken b
36、y the RA, a new entry is created for the organization identification scheme in the register, see 4.5.1 to 4.5.4; if the application is an amendment to an existing entry the RA shall record the amendment for that organization identification scheme in the register. Items marked with an asterisk (*) in
37、 4.5 shall not be changed. - The SA shall be sent a copy of the register entry after completion and requested to check the entry and advise the RA immediately if any errors are detected. 4.3.3 If the application is not acceptable it shall be returned to the SA with a clear statement of the reasons f
38、or rejection. If possible constructive advice shall be given as to the manner in which the application could be rendered acceptable. If the application is rejected on the grounds that acceptance would require the amendment of any of the items marked by an asterisk (*) in 4.5, the SA shall be informe
39、d that the proper procedure is to apply for - - The SA shall be informed that it can request the RA to refer a rejected application to the ISO/IEC committee responsible for the standard. registration of a new organization identification scheme, and amendment of the old entry with information describ

41、on schemes shall contain the information below in respect of each registered organization identification scheme. 4.5.2 The following information shall be provided in every application for registration or for amendment of a registration entry and shall be included in the register: a) the preferred na
42、me of the organization identification scheme as advised by the issuing organization (IO); b) the intended purpose and application area of the identification scheme; c)* the format of the organization identifiers, including: 1 - number of characters and their significance, if any; 2 - identification
43、of the check character(s), if any; 3 - display requirements; d)* the character repertoire required to express the full range of permissible organization identifiers; e) whether the system includes provisions for the identification of organization parts; f)* the minimum period that may elapse between
44、 the withdrawal of an organization identifier and its reallocation; g) the name, address, telephone number, facsimile number and any electronic mail address of the 10 and the name of any individual in the IO with particular responsibility for the organization identification scheme; h) the name, addr
45、ess, telephone number, facsimile number and any electronic mail address of the SA and the name of any individual in the SA with particular responsibility for the organization identification scheme; i) a description of the kind of organizations covered by the organization identification scheme; j) th
46、e language(s) used in the specifications of the organization identification scheme. 4.5.3 The following information shall, where appropriate, be provided in an application for registration or for amendment of a registration entry and shall be included in the register, if provided: a) b) c) d) e) f)
47、notes, not exceeding 50 words, on the use of the organization identification scheme; reference to any previous versions of the organization identification scheme, identified by an ICD value; any alternative names or abbreviations used to refer to the organization identification scheme; the name, add
48、ress, telephone number, facsimile number and any electronic mail address of the original IO if this responsibility has been transferred, together with date of transfer; the name, address, telephone number, facsimile number and any electronic mail address of the onginal SA if this responsibility has
