3、SI 03-1999 Foreword This Product Assessment Specification, PAS020, has been published to provide an interim specification in the absence of a dedicated British Standard. This Product Assessment Specification is not to be regarded as a British Standard. It will be withdrawn upon publication of its co
4、ntent in, or as, a British Standard. The Product Assessment Specification is based upon BS6800:1986 Specification for home and personal security devices. Specific technical requirements have been developed through consultation with a balance of interested organizations with regard to audible persona
5、l attack alarms. In preparing this specification, cognisance was given to the possible variety of shapes, sizes, methods of operation and power sourcing of such devices. Consequently, performance and information requirements were developed which could take account of various configurations without i
6、mposing undue restriction on the design freedom, so as to include products which perform their function and have user appeal. 12、mance level for hand-held audible personal attack alarms intended for use by individuals who are mature, reasonably physically fit and are under threat of personal attack. This Product Assessment Specification applies to audible personal attack alarms which are capable of activation operation by one
13、 hand. NOTEAn audible personal attack alarm is, when operated, intended to startle and disorientate a would-be assailant and provide a distraction so that the user may make an escape. It is not intended to be used to provide a distress signal for attracting attention to a mishap. Although the signal
14、 may induce fear of detection and the intervention of others, this is an opportune secondary function. An audible personal attack alarm should not be expected to provide a complete safeguard against attack and users should always take suitable precautions to reduce the risk of attack. 2 Normative re

17、3 Definitions 3.1 audible personal attack alarm (APAA) device powered by gas or battery which, when activated by the user, emits an audible alarm 3.2 operated condition state of an APAA after activation which produces an audible alarm 3.3 activation specific action by the user to operate an APAA 3.4
18、 de-activation specific action which stops the operation of the audible alarm 4 Design 4.1 An APAA operating by the controlled release of a compressed propellant gas and incorporating metal or plastics aerosol dispensers shall conform to the performance requirements of BS3914 or BS5597 respectively.
19、 4.2 An APAA shall not emit toxic or irritant substances likely to cause injury. 4.3 Propellants used in aerosol devices shall not be flammable. NOTEThey should not be harmful to the environment. 4.4 The polarity of the battery shall be indicated within the battery compartment. 4.5 Any cord fitted t
20、o, or used to operate, the APAA shall: a) not be made from elasticated material; b) when measured, while applying a force of (4 0.5)N, have a length when extended of not more than 300mm; c) not contain any loop that fits over a 120mm diameter cylinder; d) have a “break link” to prevent its use as a
21、restraint by an assailant. 4.6 An APAA shall not imitate the shape of an offensive weapon. 4.7 An APAA shall be of a design which is comfortable and easy to hold securely, and which can be activated by one hand. 4.8 Devices activated by cord pulling shall also incorporate activation by pressing a bu
22、tton or similar. 4.9 Where there is dual means of activation, one means of activation shall be by one hand. 4.10 The means of activation shall be so positioned as to avoid accidental operation. 5 Performance 5.1 An APAA shall conform to the requirements of5.2 and5.3 after removal from each of the fo
23、llowing environments: a) dry heat (+ 50 2)C, for not less than 4 h; b) cold (0 2)C, for not less than 4h; c) damp heat (+ 40 2)C, 90% r.h.to 96% r.h., for not less than 4h. NOTE 1Separate samples can be used for each environment. NOTE 2It should be recognized that the performance of aerosol devices
24、may be adversely affected following prolonged exposure to low temperatures (seeclause7). 5.2 A device in the operated condition shall provide an arithmetical mean sound pressure level of not less than 90dB(A).PAS020:1997 2 BSI 03-1999 It shall be measured with a sound level meter conforming to BSEN6
25、0804 or BSEN60651 at30 intervals from15 to165, within a horizontal arc of radius 1m 20mm in front of the device when the device is mounted vertically on a solid surface. Its centre shall be at a height of 1.2m 20mm, in a free-field, under test conditions of (20 5)C and a wind speed of no more than 8
26、m/s. The sound pressure level shall be not less than80dB(A) and not more than120 dB(A) maximum at any one point of measurement. 5.3 An APAA shall be capable of continuous operation without falling below the sound pressure level of80 dB(A) at the worst case position established in5.2 for a minimum pe
27、riod of 30s. 5.4 When tested in accordance with5.2 and5.3, the performance of gas-powered alarms shall not be impaired by freezing of the nozzle. 5.5 When activated, an APAA shall continue to operate after being dropped sequentially from a height of 1.5m 20mm onto a concrete floor, under ambient con
28、ditions, in each of its three mutually perpendicular axes. Where symmetry does not exist, the face on which the APAA is dropped shall be the face closest to the point of sound emission. 5.6 The force required to activate an APAA shall be not less than 4N and not more than 50N. Upon activation under
29、ambient conditions, the alarm shall sound within 1s. 5.7 Once activated, the device shall continue to operate until deliberate action is taken to stop it or until it runs out of propellant or battery power. 6 Marking 6.1 APAAs conforming to this Product Assessment Specification shall be permanently
30、marked with the following: a) name and, where applicable, trademark of the manufacturer; b) the product type or reference; c) the number and date of this Product Assessment Specification,i.e.PAS 020:1997 1) . 6.2 Additional marking on the APAA or literature accompanying the device shall include all
31、of the following: a) a recommendation to ensure familiarity with the device by testing the alarm outside, at arms length from the ear; b) a warning that the power source or propellant has a finite life; c) a warning not to modify the device; d) a warning that the device should be kept out of the rea
32、ch of children. 7 User instructions The APAA shall be supplied with instructions that cover all of the following: a) the method of activation and de-activation; b) regular checks of the level of the power source or propellant, with an explanation on how to check the level; c) maintaining the APAA, i
33、ncluding replacement of the power source; d) the appropriate means of carrying the APAA ready for use; e) advice to the user to keep the alarm on their person and ready for use, when going out; f) avoiding leaving or storing the alarm where it may be subject to extremes of temperature, ingress of du
34、st etc.; NOTEThe performance of aerosol devices may be adversely affected following prolonged exposure to low temperatures. g) the correct battery type and voltage, where appropriate. 8 Promotional literature Advice shall be provided for the use of the APAA. The advice shall include measures that re
35、duce the risk of attack. NOTERecommended wording and advice is given in Annex A. The advice shall not: a) use sensational or emotive statements intended to induce unreasonable fear; b) make exaggerated claims regarding protection (e.g.“Ultimate deterrent against assault or rape”); c) quote unsubstan
36、tiated statistics. 1) Marking PAS 020:1997 on or in relation to a product represents a manufacturers declaration of conformity,i.e.a claim by or on behalf of the manufacturer that the product meets the requirements of the specification. The accuracy of the claim is solely the claimants responsiblity

38、PAA should not be relied on as the sole means of preventing attack; it should be used in conjunction with precautionary measures that reduce the risks. Although many of us fear meeting a problem, the risks are very low. With forethought and informed judgement these risks can be reduced further”. A.2
39、 The following advice should be given: always carry the alarm ready for use; plan your route/journey; tell someone where you are going; use well lit roads avoid badly lit short-cuts, deserted stations, etc.; wear appropriate clothing; be alert. When using vehicles: always carry the alarm ready for u
