36、finition of Onshore Gas Gathering Lines1 General1.1 PURPOSE AND SCOPEThis industry standard provides a functional description ofonshore gas gathering pipelines for the sole purpose of pro-viding users with a practical guide for determining the appli-cation of the definition of gas gathering in the f

37、ederal GasPipeline Safety Standards, 49 CFR Part 192, and state pro-grams implementing these standards.The definition of “gas gathering” reflects the varied natureof the gas industry throughout the country. Because of theregional and operational diversity within the gas industry,additional guidancee

38、ither within the regulation or throughincorporation of a recognized industry standardis neces-sary to ensure appropriate and consistent application of thegas gathering line definition. This Recommended Practicewas developed as such a standard through the joint efforts ofthe regulated community.1.2 B

39、ACKGROUND1.2.1A definition for “gathering line” was adopted as partof the federal Gas Pipeline Safety Standardsin August 1970to implement the Natural Gas Pipeline Safety Act of 1968.The Office of Pipeline Safety (OPS) issued a Notice of Pro-posed Rulemaking (Docket No. OPS-31, Notice 74-7; 39Fed. Re

40、g. 34569) on September 20, 1974, to clarify this defi-nition. Notice 74-7 was subsequently withdrawn becauseOPS determined that many words and phrases in the proposalwere open to varied interpretation. On September 25, 1991,OPS again published a Notice of Proposed Rulemaking(Docket No. PS-122, Notic

41、e 1; 56 Fed. Reg. 48505) to revisethe regulatory definition of “gathering line.” A significantnumber of comments that opposed adoption of the definitionas proposed were filed with the agency.1.2.2The Pipeline Safety Act of 1992 (Pub. L. 102-105),enacted October 24, 1992, and amended in 1996, directe

42、d theDepartment of Transportation (DOT) to define the term“gathering line” in its gas pipeline safety regulations and toconsider the merit of revising pipeline safety regulation ofsuch lines. On March 11, 1999, DOT issued a Request forComments that announced an electronic public discussionforum and

43、subsequent written comment period to provide anopportunity for public input to allow DOT to decide whetherand how to modify the definition and regulatory status of gasgathering lines for the purposes of pipeline safety regulation.(Docket No. RSPA-98-4868, Notice 1; 64 Fed. Reg. 12147.)The official c

44、omment period closed October 7, 1999. 1.2.3The Coalition determined that an API RecommendedPractice should be published to document the industry stan-dard developed during the comment process. In developmentof this Recommended Practice, comments and recommenda-tions filed in the current and previous

45、 docketstogether withrelevant discussions over the past 15 years with DOT, itsTechnical Gas Pipeline Safety Standards Committee, andstate regulatorswere considered. 1.3 HOW TO USE THIS RECOMMENDED PRACTICE1.3.1In addition to the text of the definitions of “gatheringline” (2.2), “production operation

46、” (2.3), and supplementalterms (2.4), the following information constitutes an integralpart of these definitions: “Decision Trees” (Appendix A) Representative Applications (Appendix B)1.3.2The “Decision Trees” in Appendix A are graphical,logical representations of the “gathering line” definition.The

47、y were developed to help users understand and apply thisdefinition.1.3.3The “Representative Applications” in Appendix Binclude both narrative and schematic descriptions of typi-cal gas gathering systems and production operations.Every effort has been made to define critical terms, but theillustrated

48、 applications make the meaning much clearerthan would otherwise be the case. The applications pro-vide an extremely useful tool to help people with varyinglevels of experience with gas gathering to correctly andconsistently interpret the definitions in this RecommendedPractice. These real-life appli

49、cations clarify the intent ofthe definitions with respect to many different facility con-figurations.Note: These illustrations are not intended to describeevery possible onshore gas gathering system or produc-tion operation configuration. They simply represent sometypical examples for facilities located throughout theUnited States and the manner in which the “gas gather-ing” and “production operation” definitions are appliedto those facilities.2 Definitions2.1 GENERAL DISCUSSIONIn accordance with general industry practice, the definitionof “gathering line” is based on the function
