1、 INCH POUND A-A-59621 October 18, 2000 Superseding MIL-N-87042C(NU) February 08, 1988 COMMERCIAL ITEM DESCRIPTION NECKERCHIEF (ACETATE BLACK) The General Services Administration has authorized the use of this commercial item description as a replacement for MIL-N-87042C for all Federal agencies. 1.
2、SCOPE. This commercial item description covers the requirements for a black acetate neckerchief, used by enlisted Navy personnel. 2. CLASSIFICATION. The neckerchief shall be one type and size only. 3. SALIENT CHARACTERISTICS. 3.1 Description. The neckerchief will be a square shape measuring 36 (+3/4
3、, -1/4) inches in both length and width. The color shall be Black shade 3218. There shall be no more than 3/4-inch variation between the length and width dimensions. The finished hems shall be 1/8 to 1/4 inches in width. The overall measurements shall be taken along each edge and in the middle in bo
4、th the length and width directions of the finished neckerchief. The finished neckerchief shall be hemmed on all sides or have two (2) hemmed edges and two (2) selvage edges. All finished neckerchiefs shall be pressed flat. 3.2 Basic material. The basic material for the neckerchief shall be made of s
5、olution dyed 100% Acetate twill cloth. The yarn for the warp and filling shall be a continuous multifilament, bright acetate. The size of the warp and filling yarns shall be 100 denier. 3.3 Cloth. The finished cloth shall conform to the physical requirements specified in Table I. Beneficial comments

The finished cloth shall be desized, scoured, and heat set. Handling finishes a
11、re prohibited. 3.5 Color matching. The standard sample for the basic material shall be referenced for Black 3218. The color of the test specimen shall match the standard sample when viewed under filtered tungsten lamps that approximate artificial daylight, and that have a correlated color temperatur
12、e of 7500K (+/- 200 K), with illumination of 100 (+/- 20) foot-candles, and shall be a good match to the standard under incandescent lamplight at 2300 K ( +/- 200 K). 3.6 Thread. The thread used for the needle and bobbin shall be cotton, comforming to Type Provided by IHSNot for ResaleNo reproductio

Cotton or polyester covered thread with a polyester core, Ticket No. 100, 2-ply, conforming to A-A-50199 Type I, may be substituted for the cotton thread. Color shall be Black. Colorfastness of
14、 the thread shall be equal to the basic material. 3.7 Labels. Each neckerchief shall have a cloth or paper type pressure sensitive label. The label shall be attached to a corner of each neckerchief without leaving residue. The inscription below and bar code requirements in 3.7.1 shall appear on the
15、label: NECKERCHIEF 100% ACETATE STOCK NO.: 8440 01 198 5175 USE “LOW” HEAT SETTING WHEN IRONING HAND WASH IN WARM WATER OR DRY CLEAN. 3.7.1 Label/tag. The bar coding element shall be a 13 digit national stock number (NSN). There shall be a 12 digit UPC number assigned for all NSNs by the processing
16、agency. The initials “UPC” must appear beneath the UPC code. The bar code for the NSN and UPC type shall be a medium to high density and shall be located so that it is completely visible on the item when it is folded and/or packaged as specified and so that it causes no damage to the item. 3.8 Stitc
17、hes, seams and stitching. Neckerchief shall have 8-10 stitches per inch for performing hemming operation. When selvage edges are used, the hems of the cut edges shall be backtacked or backstitched 1/2 inch. When cut edges are used, the overlapping hems shall be backtacked or backstitched at each cor
18、ner. All seams shall start and finish evenly. Thread tension shall be maintained so that there is no tight or loose stitching. 4. REGULATORY REQUIREMENTS. 4.1 Flammability requirements. The basic material shall conform to the rules and regulations of the Flammability Fabrics Act without the applicat
19、ion of a flame retardant finish to material or the end item. 4.2 Recycled, recovered, or environmentally preferable materials. Recycled, recovered or environmentally referable materials should be used to the maximum extent possible provided that the material meets or exceeds the operational and main
20、tenance requirements, and promotes economically advantageous life cycle costs. 4.3 Labeling. The garment shall contain material content and care labels in accordance with the Textile Fiber Act. 5. PRODUCT COMFORMANCE PROVISIONS. 5.1 Product conformance. The products offered shall meet the salient ch

22、or sale in the commercial market. The Government reserves the right to require proof of such conformance. 5.2 Visual examination. Each neckerchief shall be examined for the defects listed below. 5.2.1 Defects. Any hole, cut, tear, needle chew; any visible mend, floats, broken or missing end or pick,
23、 clearly noticeable slubs or knots, loose stitching on hemmed edges. Fabric and/or shade not as specified. Any spot or stain clearly noticeable. Raw edges, open seams, thread ends not trimmed, loose tension resulting in loose seams or hem, end of hem stitching not backstitched or backtacked, color o
24、f thread not as specified, tight stitch tension, stitches break when normal strain applied. Selvages cut, torn, broken, scalloped, curled or folded. Any material defects, distorted parts, or poor workmanship. Finished neckerchief not pressed, gloss marks or scorched areas. Label missing, incorrect,
25、or illegible; not positioned or attached as specified; NSN bar code or UPC bar code label omitted or not readable by scanner; human-readable interpretation (HRI) omitted or illegible; bar code label not visible on folded, packaged item; label causes damage to the item; any items not packaged in acco
26、rdance with the contract or order. 5.3 Dimensional examination. Measurements of the neckerchief shall be taken to verify dimensions listed in 3.1. 5.3.1 Dimensional defects.
