The requirements and procedures apply to materials that meet the requirements of M 140, M 208, or M 31
3、6, (Cationic Emulsions/Polymer-Modified Cationic Emulsions), which are manufactured at refineries, terminals, in-line blended, or otherwise produced for use in paving applications. 1.2. This standard may involve hazardous materials, operations, and equipment. It does not purport to address all of th
4、e safety concerns associated with its use. It is the responsibility of the user of this standard to establish appropriate safety and health practices and determine the applicability of regulatory limitations prior to use. 2. 6、ification that alters the properties of the emulsified asphalt specified in M 140, M 208, or M 316. A supplier is a refinery, terminal, or paving contractor. If no modification is made to the emulsified asphalt after its initial production at the refinery or terminal, the refinery or terminal is the
7、 supplier and must provide the certification. If any modifications are made to the emulsified asphalt at the terminal, the terminal is a manufacturing site and considered the supplier. As a manufacturing site, the terminal must provide the certification. If any modification, blending, or blending of

This standard specifies procedures for minimizing disruption of emulsified asphalt shipments and describes a certification system that evalua
11、tes quality control and specification compliance tests performed by the supplier on samples obtained prior to shipment. 4.2. The number of emulsified asphalt grades possible under M 140, M 208, or M 316 may require additional storage facilities if the procedure of “sample and hold while testing” is
12、followed exclusively. The addition of new storage capacity at a facility may be infeasible at some locations. Standardization of procedures that allow shipment under an approved supplier certification system provides the flexibility needed to use existing facilities and to limit any shipment disrupt
13、ions. 4.3. This standard provides information on the following activities: 4.3.1. General requirements that the supplier shall satisfy to achieve approved-supplier status; 4.3.2. Minimum requirements included in a suppliers quality control plan; 4.3.3. General requirements that the supplier shall re
14、quire before certification is granted; 4.3.4. Procedure for shipping emulsified asphalt under an approved supplier certification system; 4.3.5. Procedure for agency monitoring of an approved supplier certification system at the shipping facility; and 4.3.6. Procedure for field sampling and testing o
15、f emulsified asphalt shipped under an approved supplier certification system. 5. HAZARDS 5.1. The safety requirements of the field organization, laboratory organization, and OSHA shall be observed. 6. SAMPLING 6.1. All test samples required by this standard shall be obtained in accordance with T 40
16、and ASTM D 3665. The use of a random sampling procedure is mandatory to the establishment of a valid certification program. 7. TESTING REQUIREMENTS 7.1. Testing required for this standard shall be performed by a laboratory currently accredited by the AASHTO accreditation program (Notes 1 and 2). Age
17、ncies may require that the refinery, terminal, or final production site have a quality control laboratory on site with sufficient testing equipment to ensure quality control in day-to-day production. Any satellite laboratory of a supplier that performs testing required under this standard shall be i

19、 and accreditation shall be borne by the source of data. Satellite laboratories may be inspected by the sources primary AASHTO Materials Research Laboratory (AMRL)-inspected laboratory staff. A copy of the report from the satellite laboratory inspection shall be provided with the test report, if req
20、uested. Note 2Agencies may elect to allow participation in the AMRL Proficiency Sample Program and regional round-robin programs in lieu of AASHTO accreditation until such time as the supplier may become AASHTO-accredited for emulsified asphalt testing. 8. SUPPLIER REQUIREMENTS 8.1. The supplier sha
21、ll submit a written request to the agency for authorization to ship emulsified asphalt under the approved supplier certification system and shall list the emulsified asphalt grades to which the request applies. 8.2. The supplier shall allow the agency to visit the production and shipping site to obs
22、erve the suppliers quality control activities, to inspect the facilities, and to obtain samples for testing. 8.3. The supplier shall submit to the agency for approval a complete quality control plan that complies with the requirements of Section 9. 8.4. The supplier shall follow the procedures descr
23、ibed in the approved quality control plan. 8.5. The supplier shall establish a continuing record for each test required on each emulsified asphalt grade listed in the written request required in Section 8.1. 8.6. The supplier shall forward to the agency the initial series of test data for each emuls
24、ified asphalt grade listed in the written request required in Section 8.1. The supplier shall also obtain and provide a split sample for the agency if requested. 8.7. The supplier shall submit to the agency all reports required by this standard in a form approved by the agency. 8.8. The supplier sha
25、ll maintain a satisfactory record of compliance with the governing specifications. Judgments by the agency concerning this requirement shall be based on the test results furnished by the supplier and satisfactory results obtained when comparing the monitoring and field tests with supplier tests. 9.
26、SUPPLIER QUALITY CONTROL PLANMINIMUM REQUIREMENTS 9.1. The suppliers quality control plan shall identify the following: 9.1.1. Facility type (e.g., refinery, terminal, production site); 9.1.2. Name, telephone number, and e-mail address of the person responsible for quality control at the facility; 9.1.4. The quality control tests to be performed on each emulsified asphalt; and 9.1.5. Name and location of
28、all laboratories performing the quality control tests on the emulsified asphalt that is shipped. 9.2. The suppliers quality control plan shall include a declaration stating that if a test result indicates that a shipment of emulsified asphalt is not in compliance with the purchase specifications, th
29、e supplier shall (1) immediately notify the agency of the shipment in question and immediately notify the receiver of the shipment in question; (2) identify the material; (3) cease shipment until the material complies with the specification; (4) notify the agency prior to resuming shipment; and (5)
30、implement any mutually agreed-upon procedures for the disposition of the material. In the event a mutual agreement is not obtained, the specifying agency shall have the final authority in the decision on specification compliance. 9.3. The suppliers quality control plan shall describe the method and
31、frequency for initial testing, quality control testing, and specification compliance testing. 9.3.1. Initial TestingFor each grade of emulsified asphalt to be supplied, specification compliance testing (complete testing per either M 140, M 208, or M 316) shall be performed for at least three consecu
32、tive lots. A lot may be a fixed batch of material or a specified quantity in a continuous operation (see Note 3). The supplier and the agency shall agree on the lot size. The agency must approve any change to a lot size. Note 3If a batch operation is used to produce the emulsified asphalt, a tank ma
33、y be defined as a lot. The lot size would be the amount of material batched into the tank. If a continuous process (in-line blending or a shipment from “live” tanks) is used to manufacture the emulsified asphalt, the lot size may be obtained at random during the production for continuous operations.
34、 The lot size shall depend on the production method used and the quantity of the emulsified asphalt produced. 9.3.2. Reduced Frequency of Testing for Specification ComplianceIf approved by the agency, the frequency of testing for specification compliance may be decreased if the individual M 140, M 2
35、08, or M 316 test result for every sample of the initial testing series is within specification by at least the tolerance of the test method for each of the required test methods. With the approval of the agency, the frequency of testing may be further reduced as long as the individual test results
36、continue to meet the tolerance criterion. If the tolerance criterion is not met, every lot will continue to be tested for the individual M 140, M 208, or M 316 property until three consecutive lots comply with the tolerance criterion. 9.3.3. Minimum FrequencySpecification compliance testing shall be
37、 performed at the minimum frequency required by the agency for each emulsified asphalt that is supplied. 9.4. The suppliers quality control plan shall include a statement indicating that the supplier will prepare monthly summary reports for all quality control and specification compliance tests perf
38、ormed during that period and will submit them to the agency on request. 9.5. The suppliers quality control plan shall provide an outline of the procedure to be followed for checking transport vehicles before loading them to prevent contamination of shipments. The outline shall include a statement in
39、dicating that the transport vehicle inspection report, signed by the responsible inspector, shall be maintained in the suppliers records and will be made available to the agency on request. 2014 by the American Association of State Highway and Transportation Officials.All rights reserved. 40、n is a violation of applicable law.TS-2a PP 71-5 AASHTO 10. AGENCY REQUIREMENTS 10.1. The agency shall verify that the suppliers quality control plan is adequate. The agency may visit the shipping site when desired. 10.2. The agency shall notify the supplier that the suppliers application for approv
41、ed supplier status has been granted. The notification shall include a list of the emulsified asphalt grades approved for shipment. 10.3. The agency shall authorize shipment of each emulsified asphalt listed under the approved supplier certification system only after all approved supplier certificati
42、on system requirements have been satisfied. 10.4. The agency shall verify that the suppliers primary testing laboratory is currently AASHTO-accredited or has met suitable requirements until accreditation may be obtained. 10.5. The agency may perform split sample testing in accordance with Section 12
43、. 10.6. The agency may perform quality assurance sampling and testing in accordance with Section 13. 10.7. The agency shall inspect the operations of the suppliers facility related to emulsified asphalt shipments when desired. 10.8. The agency shall notify the supplier when the comparison of split s
44、ample data versus supplier sample data does not satisfy the limits established in Sections 12 and 13. Note 4The supplier or the paving contractor may take a split sample for comparison purposes. If a split sample is taken, a third sample shall be taken as a “referee.” The referee sample shall be ret
45、ained by the agency until the test results are available. Care should be taken to prevent the referee sample from freezing while in storage. If the test results are disputed, the agency and supplier shall agree upon a laboratory to evaluate the referee sample and a test procedure for the evaluating
46、laboratory to use. 11. REQUIREMENTS FOR SHIPPING BY AN APPROVED SUPPLIER 11.1. The supplier must secure an agency-approved quality control plan before shipping is permitted for agency projects (see Section 9). 11.2. The supplier shall make emulsified asphalt shipments covered by the certification as
47、 dictated by shipping schedules. 11.3. Each shipment shall be accompanied by two copies of the bill of lading, which shall include the following: (1) the name and location of the supplier, (2) the grade or type of emulsion material, (3) the quantity of material shipped, (4) the date of shipment, (5)
48、 a statement certifying the material meets specification requirements, (6) a statement certifying that the transport vehicle was inspected before loading and was found acceptable for the material shipped, and (7) the suppliers laboratory number/identifier for the tests that are the basis of the cert
49、ification of the shipment. Note 5On any invoice or bill of lading, it is recommended that U.S. gallons or short tons be used as the primary units of measurement. 11.4. If the specification compliance test results do not conform to the emulsified asphalt specifications, the supplier shall remove the noncompliant material from the shipping queue as outlined in Section 9.2. 2014 by the American Association of State Highway and Transportation Officials.All rights reserved.
