29、irement to have certain parts of S2000M clarified,which could relate to either Business process or Technical aspects. In this situation, itis likely that the raising of a Change Proposal would be inappropriate because it isnecessary only to provide an explanation of how S2000M should be interpreted.

30、However, because the request and the answer may be of interest to other users ofS2000M, a formal procedure is used to register and distribute this information. Incertain circumstances, it may be felt that the Request for Clarification (RFC) hashighlighted an area of S2000M which should be improved a

31、nd, in these cases, aChange Proposal will be raised by the Expert Team to introduce better wording intoS2000M.When an S2000M user has the need for an explanation of how a particular part ofS2000M should be interpreted, the request should be recorded on the S2000MRequest for Clarification Form, inclu

32、ded in Annex B to this Section. This form should beforwarded to a member of the Expert Team, appropriate to deal with the request, ifknown. Otherwise, the form should be sent to the national MCG representative or oneof the MCG Co-Chairs who will pass it to the appropriate Expert Team.On receipt of t

33、he request, the Expert Team Member will obtain a Serial Number fromhis Expert Team Co-Chair, who is responsible for holding the register. The request maybe answered by the member in conjunction with his Expert Team Co-Chair, or inconsultation with the full Expert Team. In addition, some cases may re

34、quire theinvolvement of other Expert Teams. Once the answer to the request is established itwill be recorded on the Form and forwarded to the S2000M user who originated therequest.In addition to providing the answer to the originator of the request, the completed RFCForms will also be circulated to

35、the Expert Team members, the Co-Chairs of the otherExpert Teams and the MCG Members. The MCG will consider further action on thesepoints of clarification, which may involve the raising of Change Proposals.Where it is felt that the RFC provides a clarification that would benefit other S2000Musers, th

36、e request, together with the answer will be published on the internet web siteat http:/www.namsa.nato.int/s2000m/s2000m_rfc_e.htm. Before users raise anRFC, they are encouraged to first check the posted RFCs to see if the issue has beenpreviously addressed.Requests for Changes to the SpecificationAs

37、 already stated, because of the constitutional requirement to obtain the agreement ofboth military and industry participants in all nations involved, requests for changesshould generally be limited to those that are either urgent or essential to thesatisfactory working of the Specification, or which

38、 can improve it by affording significantcost benefits. Requests for less important changes or editorial corrections may besubmitted but these will be batched and processed during a scheduled revision orwhen they can be readily incorporated alongside more urgent changes.Copyright ASD-STAN Provided by

When the Change Proposal has been accepted

40、by the appropriate ET Co-Chairs for staffing within the Expert Teams, it is allocated a Change Request Number.It then becomes a Change Request for submission to the MCG for ratification oncethe ET staffing process has been completed.Change proposals should be submitted to the appropriate national ET

41、 member.Submissions should be drawn up using Change Proposal/Request Form (1) included inAnnex C to this Section. Ideally, the relevant page(s) of the Specification should becopied and the proposed amendment included in manuscript.On receipt of the Change Proposal, the ET member will assess its vali

42、dity and viability.If the proposal is not supported, the ET member will return it to the originator with asuitable explanation. If supported, the ET member will then obtain a Change RequestNumber from the ET Co-Chair and circulate the Change Request to all ET members forcomment. The ET Co-Chair will

43、 raise and maintain Change Request Form (2) in orderto monitor progress of the Change Request. If the proposed change is complex, the ETCo-Chairs may decide to call a meeting of the ET. Otherwise, the Change Request willbe dealt with expeditiously by correspondence.When the Change Request has been a

44、pproved by the ET members, it will be submittedto the MCG members and the Co-Chairs of the other ETs for consideration at the nextMCG meeting. If the Change Request is too urgent to wait until the next MCG meeting,ratification ex-committee may be requested or, if it is complex and requires discussio

45、n,an extraordinary meeting of the MCG may be called.Because of the overlapping business relationships of S2000M and S1000D, aMemorandum of Understanding exists between the MCG and the TechnicalPublications Specification Maintenance Group (TPSMG) for S1000D. The purpose ofthis MOU is to recognise the

46、 overlapping interests of the two Management Groups andprovide a basis for the exchange of information and the facilitation of the mutualharmonisation of common processes, data elements and philosophies in the LogisticsSupport business. As part of the change control process, S2000M Change Requestswi

47、ll be provided to the TPSMG to allow for the assessment of impact on areas ofcommonality and the opportunity for comments, before formal publication.The Change as agreed by the MCG will be circulated through the MCG membership.Changes not ratified by the MCG will be returned to the originator, with

48、a suitableexplanation, via the ET Co-Chairs.
