2、deral agencies. 1 SCOPE. This Commercial Item Description (CID) covers circumaural hearing protectors (also known as “earmuffs”) designed primarily for personal hearing protection. 2. SALIENT CHARACTERISTICS. Failure of the hearing protectors to meet the following salient characteristics will requir

3、e rejection of the offer. 2.1 The hearing protectors shall be kee fiom faulty construction or any defect which affects appearance, serviceability, or durability. All components and accessories shall be represented in the manufacturers sales data as standard or optional. The he-ging protectors shall

4、be representative of the quality and workmanship found in hearing protectors offered for new commercial sale. 2.1.1 The protector shall be designed to be worn in three positions; over-the-head, behind-the- head, or under-the-chin. 2.2 The following is the purchaser provided data: 2.2.1 Materials sub

5、ject to corrosion in oxygen, salt air, or any other atmospheric conditions likely to occur during service usage shall be protected against such corrosion in a manner that in no way prevents compliance with the performance requirements of this CID. 8、sion Breadth Length 2.2.2 The protector shall be designed to be worn by all personnel wearing spectacles, who are subjected to high intensity sound. The protectors shall have a minimum number of parts consistent with reliability and shall be designed to permit easy assembly and disassembly with comm

9、ercially available tools. The hearing protector shall consist of a suspension assembly and ear cup assembly. 2.2.3 The suspension assembly shall consist of a headband, head pad, and an attachment assembly. 2.2.3.1 The headband shall be a one piece U-shaped structural member. The headband shall be de

10、signed so that the ear cup can be adjusted vertically (with the suspension over the head) to suit the user. 2.2.3.2 The head pad shall provide cushioning between the headband and the user?s head. The thickness of the pad shall be sufficient to insure comfort and to prevent the headband Com contactin

11、g the user?s head. 2.2.3.3 The attachment assembly shall be designed to join the ear cups and headband together. 2.2.4 The ear cup assembly shall consist of two ear cups with ear seals and ear cup filler material. 2.2.4.1 The ear cup shall be manufactured as a one piece part. If manufactured in mult

12、iple parts, the various parts shall be permanently assembled into a single part. The ear cup shall be able to pivot or move a minimum of 7.5 degrees fkom the points of attachment to the headband and in a 360 degree conical direction. The ear cup openings shall be large enough to accommodate the Ist

13、to 99th percentile user as noted below: (all measurements in inches). 2.2.4.2 The ear seal shall be designed as a removable part and shall not be attached to the ear cup with an adhesive substance. When installed in the ear cup, it shall remain firmly attached during normal use of the hearing protec

14、tor. One additional set of ear seals shall be packed in the container with each hearing protector. Liquid filled ear seals shall not be used. 2.2.4.3 The ear cup fillers, when applicable, shall be installed in the ear cup cavities so that the material shall not come in contact with the user?s ears.

15、The fillers shall be designed so that they can be removed fiom the ear cup cavities and replaced without damage to the fillers or ear cup. The filler material shall not be glued to the ear cups. The material for the ear cup fillers shall be polyurethane synthetic sponge or equivalent material which

16、will assure the sound attenuating requirements specified herein. 18、er ANSI S3,19-1974. In accordance with ANSI S3.19-1974, the hearing protector mean individual and group attenuation requirements (sums of the individual values) are listed in Tables I and II. The mean sound attenuation values for each of the designated nine one-third octave test signals shall be equ

19、al to, or greater than, the required values listed in Tables I and II below: 2.2.9 The hearing protectors shall meet ail of the minimum requirements for the Environmental Protection Agency PA) and the National Institute of Occupational Safety and Health (NIOSH) based on aircraft sound spectra. 3 Pro

REGULATORY

21、REQUIREMENTS. 3.1 The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with applicable Federal Acquisition Regulations (FARs). 3.1.1 For the purpose of this requirement, recovered materials are those materials which have been collected fiom

22、 solid waste and reprocessed to become a source of raw materials, as distinguished fi-om virgin raw materials. The components, pieces and parts incorporated in the hearing protector may be newly fabricated from recovered materials to the maximum extent practicable, provided the hearing protector pro

23、duced meets all other requirements of this CID. Used, rebuilt, or remanufactured components, pieces and parts, shall not be incorporated. 4. QUALITY ASSURANCE PROVISIONS. 4.1 Product Co-. The products provided shall meet the salient characteristics of this CID, conform to the producers own drawings,

24、 specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial market. The government reserves the right to require proof of conformance. 4.2 Market Acceptabu. 4.2.1 merc d. The hearing protector furnished must be the latest model as of the da

25、te of award (with minor modifications, as that term is defined in DoD Federal Acquisition Regulation (FAR) Supplement 252.21 1-7012, para K-85 of the solicitation) of an established product previously produced and sold in substantial quantities (exceeding the criteria at FAR 15.804-3 (f) (2) (ii) (A

26、) for at least two years immediately preceding the issuance date of the solicitation. The hearing protector furnished, or earlier models of it, absent minor modifications, shall have routinely been supported with repair parts which were produced or sold in the normal course of business. At the time

27、of delivery, the contractor shall furnish the Administrative Contracting Officer (ACO) with verification of compliance with these requirements. Offerors shall provide, as a part of their proposals, the following information on the hearing protector (or its earlier models) being offered as a commerci

28、al item: (a) Total sales to the U.S. Government or to contractors for U.S. Government use during the two (2) years immediately preceding the issuance date of the solicitation. (b) Total sales of the item to the general public during the two (2) years immediately preceding the issuance date of the so

29、licitation. The contractor shall provide documentation fiom an independent and certified national laboratory certifjhg that the hearing prot

31、ectors meet all of the minimum performance requirements of this document. 5. PACKAGING. 5.1 Preservation and packaging shall be the minimum necessary to afford protection against corrosion, deterioration, and physical damage during shipment from the supply source to the first receiving activity. The

32、 packages that require overpacking for, acceptance by the canier shall be packed in shipping containers in a manner that will insure safe delivery at the lowest transportation and packaging charges. Containers shall meet Consolidated Freight Rules or other rules and regulations applicable to the mode of transportation.
