32、ps of Engineers 3. DEFINITIONS In this standard, the following definitions shall apply: 3.1 Competent Person. One who is capable of identifying existing and predict-able hazards in the surroundings or working conditions which are unsanitary, hazardous or dangerous to employees, and who has authoriza

33、tion to take prompt corrective measures to eliminate them. 3.2 Confined Space. A space that: 1. Is large enough and so configured that an employee can bodily enter and perform assigned work; and 2. Has limited or restricted means for entry or exit (for example, tanks, vessels, silos, storage bins, h

34、oppers, vaults and pits are spaces that may have limited means of entry); and 3. Is not designed for continuous employee occupancy. 3.3 Construction Dredging Oper-ations. The operation, inspection and maintenance of any vessel fitted with machinery for the purpose of removing or relocating material

35、from or in a body of water, in connection with such projects as hydraulic land fills, flood control, harbor maintenance, highway construction, etc. 3.4 Door. Any movable structure used to close off a compartment. 3.5 Dredge. Any vessel fitted with machinery for the purpose of removing or relocating

36、material from or in a body of water. 3.6 Enclosed Space. Any space, other than a confined space, that is enclosed by bulkheads and overhead. This includes cargo holds, tanks and quarters, as well as machinery and boiler spaces. 3.7 Floating Plant. The dredge proper or pumping unit located on a vesse

37、l, including floating pipelines and other similar-type appurtenances. 3.8 Gangway. Any ramp or stairway, ladder or other means provided for personnel to board or leave a vessel. 3.9 Hatch. An opening in the deck leading to a hold, confined space or enclosed space. 3.10 Hazardous Material/Substance.

38、A substance which, by reason of being explosive, flammable, poisonous, corrosive, oxidizing, irritating or otherwise harmful, is likely to cause death or injury. 3.11 Hot Work. Hot riveting, welding, burning, abrasive blasting or other fire- or spark-producing operations. 3.12 Housekeeping. Maintena

39、nce, cleaning, storage, use, procedures and policies necessary to keep the operation reasonably fit for its intended use. 3.13 Material Safety Data Sheet(s) (MSDS). A device (such as a life belt, life ring or life vest) designed to save a person from drowning by buoying up the body while in water. 3.15 Qualified Person. One who,

43、 by possession of a recognized degree, certificate or license or by professional standing, and who, by extensive knowledge, training and experience, has successfully demonstrated the ability to solve or resolve problems related to the subject matter, the work or the project. 3.16 Responsible Person.

44、 The quali-fied or competent person who has been designated by management to have senior authority. 3.17 Seaworthy. A condition in which the vessel, gear and appurtenances are fit for their intended use. 3.18 Shall. Denotes a mandatory requirement. 3.19 Shipshape. A seaworthy con-dition. 3.20 Should

45、. Denotes an advisory recommendation. 3.21 Station Bill. A placard that designates vessel personnel duties and procedures to be followed in the event of an emergency or emergency drill. Placards are permanently placed in personnel quarters and work areas, and are strategically located throughout the

46、 vessel. 3.22 Vessel. Every type of watercraft or artificial contrivance used, or capable of being used, as a means of transportation on water including special-purpose floating structures not primarily designed for or used as a means of transportation on water. 4. GENERAL REQUIREMENTS FOR FLOATING

47、PLANT AND MARINE EQUIP-MENT 4.1 Before any floating plant and equipment is put into use, it shall be inspected by a qualified person and determined that it is fit for its intended mission, purpose and use. 4.2 Inspections shall be conducted at sufficient intervals to ensure that the vessel and all a

48、ppurtenant tools and equipment are maintained in a seaworthy condition. (The intervals will vary based on the age of the vessel, sea conditions and the type of work.) The inspection interval shall be determined by the qualified person and/or U.S. Coast Guard requirements. 4.3 Marine plants and equip

49、ment found to be in an unsafe or unseaworthy condition shall be made safe and seaworthy prior to continuation of work. 4.4 Axes or other equivalent emer-gency cutting equipment shall be provided near the stern tow bit on all towing vessels for use in freeing lines and the like.
