This standard is one of a series of safety standards that have been formulated by the Accredited Standards Committee on Safety in Construction and Demolition Operations, A10. I

13、t is expected that the standards in the A10 series will find a major application in industry, serving as a guide to contractors, labor, and equipment manufacturers. For the convenience of users, a list of existing and proposed standards in the A10 series for Safety Requirements in Construction and D

14、emolition Operations follows. A10.1 Pre-Project 2) Requirements of Section 12.1. 3.17 Shall. The word shall is to be understood as denoting a mandatory requirement. 3.18 Shield. A device that is attached to the fastener guide of a tool and is designed to confine flying particles. 3.19 Should. The wo

15、rd should is to be understood as denoting a recommendation. 3.20 Spalled Area. A damaged and non-uniform concrete or masonry surface. 4. REQUIREMENTS 4.1 General. 4.1.1 The tool shall be designed to prevent inadvertent actuation in accordance with the following: 4.1.1.1 The tool shall be designed to

16、 prevent actuation when dropped from a height of 10 feet (3m) onto a smooth, hard surface, such as concrete or steel, where such actuation can propel a fastener or any part thereof into the air. 4.1.1.2 Actuation of the tool shall be dependent upon at least two separate and distinct operations by th

17、e operator, with at least one operation being separate from the operation of placing the fastener guide against a firm surface. 4.1.1.3 The tool shall be designed not to be operable other than against a firm surface with a force on the surface equal to 5 pounds (22N) greater than the weight of the t

18、ool or a minimum impact energy of 3 foot-pounds (4 joules). 4.1.2 The tool shall be designed so that all parts will be of adequate strength to resist maximum stresses imposed upon actuation when the tool is used in accordance with the manufacturers instruc-AMERICAN NATIONAL STANDARD A10.3 2013 13 ti

19、on and is powered by any commercially available powder load that will properly chamber in the tool. 4.1.3 Each tool shall bear a legible, permanent model designation. Each tool shall also bear a legible, permanent manufacturers unique serial number. Note: Labels meeting the durability require-ments

20、of UL/CSA 60745-1, latest edition, are considered durable and permanent. 4.1.4 The following warning or equiva-lent shall appear on the tool container or packaging: WARNING POWDER-ACTUATED TOOL TO BE USED ONLY BY A QUALIFIED OPERATOR AND KEPT IN A SECURE SAFE LOCATION WHEN NOT IN USE. 4.1.5 Each too

21、l shall bear a durable warning label with the following statement, or the equivalent: WARNING FOR USE ONLY BY QUALIFIED OPERATORS ACCORDING TO MANUFACTURERS INSTRUCTION MANUAL. Note: Labels meeting the durability requirements of UL/CSA 60745-1, latest edition, are considered durable and permanent. 4

22、.1.6 Each tool shall be supplied with an operators instruction manual and applicable powder load and fastener chart. 4.1.7 A shield shall be supplied with each tool, except for hammer-actuated tools. A shield shall be available for hammer-actuated tools without charge upon request. 4.2 Tool Selectio

23、n. 4.2.1 Only tools meeting the require-ments of the ANSI/ASSE A10.3 standard current at the time of their manufacture shall be used. 4.2.2 Only low-velocity tools may be used if they are capable of properly setting the fastener in the intended application. 5. POWDER LOADS 5.1 Identification of Case

24、d Powder Loads. Cased powder loads shall be coded to identify powder level by case color and number as specified in Table 1. 5.2 Identification of Caseless Powder Loads. Caseless powder loads shall be coded to identify powder load levels by powder load color and number as specified in Table 1 or by

25、configuration. 5.3 Limitations of Use of Powder Loads. No powder load (cased or caseless) shall be used if it will properly chamber in any existing commercially available tool and will cause a fastener to have a test velocity in excess of the maximum test velocities specified for the said tool. 5.4

26、Identification of Powder Load Packages. Powder load packages shall provide a visual number and color indication of the power level of the powder load, as specified in Table 1. 5.4.1 Packaging Information. Informa-tion on packaging containing power loads shall contain the following: 1) Manufacturers

27、contact infor-mation; 2) Warning regarding lead in the product, if applicable; and 3) Powder load caliber and casing identification, if applicable. AMERICAN NATIONAL STANDARD A10.3 2013 14 6. FASTENERS Fasteners for use in powder-actuated tools shall be designed and manufactured to function compatib

28、ly with these tools, and when used in masonry, concrete or steel, to effect properly the application for which they are recommended. OPERATION All tool operators manuals shall address all topics in Section 7. 7.1 In selecting the proper power setting for an application, it is important t

30、o start with the lowest power setting. This includes selecting a powder load with the lowest power level recommended for the tool being used, and adjusting the tool power to its lowest setting for tools so equipped. If the first test fastener does not penetrate to the desired depth, the next higher

31、power setting should be used as follows: 7.1.1 For tools equipped with an adjust-able power regulation feature, increase the power setting of the tool. If the test fastener still does not penetrate to the desired depth, select the next most powerful powder load (see Table 1). 7.1.2 For tools not equ

32、ipped with an adjustable power regulation feature, select the next most powerful powder load (see Table 1). 7.2 Only qualified operators shall operate tools. A qualified operator is one trained in accordance with Section 11 and/or 12. 7.3 Tools shall be stored, operated and maintained in strict acco

33、rdance with the manufacturers instructions. 7.4 Eye protection complying with ANSI/ISEA Z87.1 shall be worn by opera-tors, assistants and adjacent personnel at all times when the tool is in use or when fasteners are being driven. Hearing protec-tion complying with ANSI/ASSE A10.46 shall be worn as r

34、equired by the manu-facturer and in accordance with OSHA 29 CFR 1910.95 and 29 CFR 1926.52 and 1926.101. Appropriate respiratory protection shall be worn as necessary to meet OSHA requirements for respiratory lead exposure, as applicable. 7.5 Prior to use, the operator shall inspect the tool to dete

35、rmine that it is in proper working condition in accordance with the testing methods recommended by the manufacturer of the tool. 7.6 Any tool found not to be in proper working condition shall be immediately removed from service and tagged: DEFECTIVE: DO NOT USE It shall not be used until it has been

36、 properly repaired in accordance with the manu-facturers instructions. 7.7 The proper shield, fixture, adapter or accessory suited for the application, as recommended and supplied by the manu-facturer, shall be used. 7.8 Only those types of fasteners and powder loads recommended by the tool manufact

37、urer for a particular tool, or those providing the same level of safety and performance, shall be used. 7.9 Before fastening into any question-able material, the operator shall check to see if it is suitable by using the center punch test. Using a fastener as a center punch, try to drive it into the

38、 material using a standard hammer blow (wear eye protection). The material is not suitable if the: 1) Fastener point is flattened (the material is too hard); 2) Fastener penetrates the mater-ial easily (the material is too soft); or 3) Material cracks or shatters (the material is too brittle). AMERI

39、CAN NATIONAL STANDARD A10.3 2013 16 If the fastener makes a small indentation without deforming the fastener, the base material is suitable. 7.10 No tool shall be loaded unless it is being prepared for immediate use. If the work is interrupted after loading, the tool shall be unloaded at once. 7.11

40、Tools shall not be loaded until just prior to the intended firing time. Neither loaded nor unloaded tools are to be pointed at any person. 7.12 Hands shall be kept clear of the open barrel end at all times. 7.13 The tool shall always be held perpendicular to the work surface when fastening to any ma

41、terial, except for specific applications recommended by the tool manufacturer. 7.14 In the event of a misfire, the opera-tor shall hold the tool firmly against the work surface for a period of at least 10 seconds and then follow the explicit instructions set forth in the manufacturers instruction ma

42、nual. All misfired powder loads must be collected and safely disposed of. 7.15 Powder loads of different power levels and types shall be maintained in such a way they do not become intermixed. 7.16 A sign, at least 8 inches by 10 inches (20cm x 25cm), using boldface type that is not less than 1 inch

43、 (2.5cm) in height, shall be posted in plain sight where powder-actuated tools are used. A sign shall be posted in the area of tool use and in areas adjacent to tool use where wall, floor or working surface penetration may pose a hazard. At a minimum, the sign should bear wording similar to the foll

44、owing: WARNING: POWDER-ACTUATED TOOL IN USE 8. LIMITATIONS OF USE 8.1 Powder-actuated tools shall not be used in an explosive or flammable atmosphere. 8.2 Powder-actuated tools or powder loads shall never be left unattended in a place where they would be available to unauthorized persons. 8.3 Fasten

45、ers shall not be driven into cast iron, glazed tile, hardened steel, glass block, natural rock, hollow tile, most brick or other very hard or brittle materials (see Section 7.9). 8.4 Fasteners shall not be driven into base materials that may be penetrated (e.g., materials other than a continuous sur

46、face of metal or concrete), unless backed by a material that will prevent the fastener from passing completely through the other side, or the area being cordoned off. 8.5 Fasteners shall not be driven closer than 1/2 inch (13mm) from the edge of steel except for specific applications recommended by

47、the tool manufacturer. 8.6 Fasteners shall not be driven closer than 3 inches (7.5cm) from the unsupported edge of masonry materials except for specific applications recom-mended by the tool manufacturer. 8.7 Fasteners shall not be driven into concrete unless material thickness is at least three tim

48、es the penetration of the fastener shank, except for specific applica-tions recommended by the powder-actuated tool manufacturer. 8.8 Fasteners shall not be driven into any spalled area of concrete/masonry. 8.9 Fasteners shall not be driven into or through existing holes unless a specific guide mean

49、s, as recommended and supplied by the tool manufacturer, is used to ensure positive alignment. AMERICAN NATIONAL STANDARD A10.3 2013 17 9. MAINTENANCE AND STORAGE 9.1 The powder-actuated tool shall be serviced and inspected for worn or damaged parts at regular intervals as recommended by the tool manufacturer. Prior to the tool being put back into use, all worn or damaged parts shall be replaced by a qualified person using only parts supplied through the tool manufacturer. 9.2 Instruction manuals, maintenance tools and accessories supplied with the powder
