Asuperscript epsilon () indicates an editorial change since the last revision or reapproval.1. Scope*1.1 This specification was initiated to meet the needs ofregulatory progr

3、ams for the certification of manufacturedbuilding. The various statutes differ somewhat in the respon-sibilities assigned to the administrative agency responsible forimplementing the rules and regulations for manufacturedbuilding. The administrative agency may utilize the servicesand facilities of b

4、uilding-evaluation agencies in carrying out itsresponsibilities for evaluating manufactured building systems.By providing criteria for evaluating these agencies, this speci-fications objective is to (1) utilize the voluntary standardssystem to provide a common base for the various regulatoryapproach

5、es employed by the authorities having jurisdiction,and (2) make provision for varying degrees of optionaltechnical support for the certification of manufactured build-ing.1.2 To establish an appropriate degree of intra- and inter-state credibility regarding building system evaluations madethrough go

6、vernmental or private agencies, the authoritieshaving jurisdiction may wish to utilize an accreditation pro-gram for such agencies.1.3 Building-evaluation organizations examined under thisspecification may include both governmental and privateagencies qualified to act on behalf of the public as desi

7、gneeagents (that is, agencies) of the government office havingjurisdiction.1.4 This specification covers criteria by which the technicalresources of agencies, both governmental and private, may beevaluated for their capability to perform the system analysis orcompliance assurance function, or combin

8、ation thereof, in theevaluation and inspection (certification) of manufactured build-ing. Practice E651/E651M may be used for the evaluation ofsuch agencies.1.5 These criteria set forth the minimum personnel require-ments and the technical and organizational procedures requiredfor agencies engaged i

9、n evaluating manufactured building.Other criteria such as independence, financial stability, andobjectivity may need to be considered.1.6 Criteria are included for agencies evaluating innovativeas well as conventional building systems, against applicablerequirements.1.7 Agencies involved in testing,

10、 quality assurance andevaluating building components can be evaluated by usingPractice E699.1.8 This standard does not purport to address all of thesafety concerns, if any, associated with its use. It is theresponsibility of the user of this standard to establish appro-priate safety and health pract

36、es foracceptance or rejection of incoming materials for damage andcompliance with purchase documents.10.1.2 Integrity of Raw Materials Storage and HandlingAvailability of equipment and facilities for storage and han-dling of raw materials, including weatherproof space formaterials susceptible to dam

37、age by weather or whose moisturecontent must be controlled.10.1.3 Assembly/FabricationAppropriateness of inspec-tion locations for monitoring fabrication or assembly sequenceand availability of systems for tests and inspections.10.1.4 Replacement and RepairAbility to replace or re-pair unacceptable

Requirements and Criteria for Compliance AssuranceAgencies11.1 The compliance assurance agency is responsible for thedevelopment and implementation of

45、a compliance assuranceprogram with the objective of ascertaining that the manufac-turers product complies with the applicable requirements. Anunderstanding of the elements of the manufacturers compli-ance control program is essential for identifying the activitiesof the compliance assurance agency.

46、It is necessary to identifythem at this point as a basis for establishing an acceptable levelof criteria for the compliance assurance agency.11.2 The compliance assurance agency shall be capable ofevaluating the following elements:11.2.1 An organization identifying the person(s) responsiblefor the o

47、verall administration and functioning of the program.11.2.2 A method of identifying the units produced and theinspections made on each unit.11.2.3 The fabrication task descriptions identifying theitems to be checked at the various stages of manufacture.11.2.4 Methods for verifying that only approved

48、 materialsand equipment are purchased and used.11.2.5 Amethod for the control and storage of materials andequipment to be incorporated in the manufacture of each unit.11.2.6 A method for controlling the use of approved docu-ments.11.2.7 Methods for making product verification measure-ments.11.2.8 Pr

49、ocedures for corrective actions for deficient con-struction and materials.11.2.9 Procedures for determining the sources of noncon-formances and implementing corrective actions.11.3 The compliance assurance agency shall demonstratespecific procedures as follows:11.3.1 The agency shall have a definite program for trainingof new agency inspectors and supervision of all inspectors.11.3.2 The agency shall arrange and conduct training pro-grams for all inspectors to ensure uniform interpretation andapplication of require
