3、.1 This practice is intended to serve as a guide fordetermining specific inspection requirements for marine sur-face preparation and coating application during newconstruction, major retrofit, or routine maintenance contracts.1.2 It is intended that this practice be used to coordinateinspection acti

4、vities between ship owner, ship builder, coatingsmanufacturer and coatings applicator, and that specific require-ments be developed before the commencement of surfacepreparation or coating application, or both.1.3 This practice does not provide a means of recordingrequired data (for example, film th

5、icknesses, temperatures,relative humidity, and so forth), but instead establishes a formatfor deciding what data must be recorded, when during thepreparation/coating process, and by whom.1.4 This practice does not establish accept/reject criteria forsurface preparation or coating inspection, nor doe

6、s it addressmethods of repairing deficiencies found. It does, however,provide a means of determining them.1.5 This standard may involve hazardous materials,operations, and equipment. This standard does not purport toaddress all of the safety concerns, if any, associated with itsuse. It is the respon

7、sibility of the user of this standard toestablish appropriate safety and health practices and deter-mine the applicability of regulatory limitations prior to use.2. Significance and Use3.1 This practice may be invoked by any of the partiesmentioned in 1.2 and may be included as part of a specificationor used to clarify or reinforce an existing specif

23、ication that doesnot adequately address inspection. When invoked by the shipowner on the shipbuilder, the shipbuilder is responsible for thecoordination effort.3.2 As surface preparation and coating requirements gener-ally differ from ship area to ship area, this practice shall beapplied separately

24、to those areas of similar requirements.3.3 The contents of this practice shall be addressed (for eachapplicable ship area) at a prestartup meeting attended by theparties mentioned in 1.2.4. Procedures4.1 At the beginning of each new contract, after finalprotective coatings selection, but well before

25、 the start of anysurface preparation or coating application, a meeting shall beheld between those parties mentioned in 1.2. The Sample Formfor Determining Marine Surface Preparation and CoatingApplication Inspection Practices6shall be completed (for eachseparate ship area) by the responsible party p

26、rior to and eachitem discussed and agreed upon during the meeting. Theselected coating supplier(s) shall make available at this timespecific product data sheets in accordance with Standard F718harmonizing with the design intent of the application for eachcoating specified.4.2 After completion of the

27、 sample form6and after requireddocumentation has been submitted by the coatings supplier(s),signatures of applicable parties shall be obtained and dated.4.3 A means of collecting and recording the informationrequired by the sample form shall be developed (see 5.1.6.4).5. Report5.1 The following para

28、graphs coincide with the individualsections of the sample form to aid in their proper completion.Guide D3276 shall be consulted for additional guidance ongeneral surface preparation and coating inspection practices.5.1.1 ContractIndicate name of vessel, present owner/agent, and type of vessel (for e

29、xample, roll-on/roll-off, tanker,and so forth).5.1.2 CategoryIndicate whether contract is a newconstruction, major retrofit, or routine maintenance contract.5.1.3 Ship Area(s) ConcernedIndicate the ship area(s) (forexample, underwater hull, ballast tanks, and so forth) that arebeing addressed in the

30、 inspection practice. Where appropriate,frame numbers or ship levels, or both, shall be included.5.1.4 Surface Preparation Requirements:5.1.4.1 Surface Preparation, InitialIndicate the stan-dard(s) that will be used to govern the initial surface prepara-tion process, for the particular ship area(s)

31、under consideration.Both written and visual standards shall be used (ISO, JSRA,NACE, or SSPC as appropriate).75.1.4.2 Surface Preparation, Touch-UpIndicate the sur-face preparation that will be used for repair of small areas ofcoating damage or areas, or both, left free of coatings (forexample, erec

32、tion butts) during construction.5.1.4.3 AbrasiveAs a minimum, indicate the type and sizeof the abrasive that will be used to perform the surfacepreparation process. Any other data (minimum hardness, mois-ture content, salt content as per Test Method D4940, and soforth) considered pertinent shall als

33、o be considered.5.1.4.4 Surface ProfileIndicate any requirements for sur-face profile (after preparation), and the method that will beused to perform the measurements.5.1.4.5 Surface ImperfectionsSpecific requirements forrepair or removal of surface imperfections, or both, if not6Available from ASTM

36、f contaminants from the surface of the primeror intermediate coats before overcoating.5.1.5 Coating Requirements:5.1.5.1 Specification, InitialIndicate the complete coatingsystem specified to be applied to the ship area(s) underconsideration. Include the manufacturers name, product des-ignation or s

37、pecification number, required color, and requireddry film thickness per coat.5.1.5.2 Specification, Touch-UpIndicate the coating sys-tem (if different from the initial system) that will be used torepair areas of coating damage or areas left uncoated, or both,during construction. Include the manufact

38、urers name, productdesignation or specification number, required color, and dryfilm thickness per coat.5.1.5.3 Application ParametersStandard F718 productdata sheet shall be completed by the coatings manufacturer foreach product specified; these data sheets shall be used toestablish specific paramet

39、ers such as minimum/maximum ap-plication temperatures and recoat times, mixing procedures,measurement of wet/dry film thickness, and so forth. Com-pleted data sheets shall be attached to the applicable inspectionpractice before obtaining approval signatures. The manufactur-ers Material Safety Data S

40、heets shall be obtained for eachproduct and similarly attached.5.1.5.4 Stripe CoatsIndicate where stripe coats arerequired, when applied, what coating should be used, and theallowable method(s) of application.5.1.6 Inspections:5.1.6.1 Timing and FrequencyIndicate when inspectionswill occur during th

41、e surface preparation and coating applica-tion processes, and their frequency (per unit surface area).5.1.6.2 ResponsibilitiesIndicate all persons (name,employer, position, telephone number) that must be present atthe time of inspection, and a procedure to follow in the eventof their absence or dela

42、y.5.1.6.3 Notification ProcedureDevelop a procedure whichestablishes a specific method for notifying all responsibleparties that a ship area is ready for inspection.5.1.6.4 Record KeepingIndicate what will be recorded ateach inspection, who will accomplish the recording, how theinformation will be r

43、ecorded, and to whom copies should besent.Aform shall be developed to aid in this recording process.Space shall be provided for approval or disapproval of thesurface preparation or coating application, for noting excep-tions found and correction of discrepancies, and for final“ signoff” of the compl

44、eted ship area under consideration.5.1.7 Sequencing of WorkIndicate the general order ofaccomplishment of the specified surface preparation and coat-ing work, and any additional information that might aid inassuring a smooth flow of this work.5.1.8 ApprovalsSignatures shall be obtained from all re-s

45、ponsible parties after a thorough review of the completedinspection practice (see Sample Form for Determining MarineSurface Preparation and Coating Application Inspection Prac-tices6and all attached documentation).6.
