7、e with the rules of theAmerican National Standards Institute (ANSI). When AWS American National Standards are either incorporated in, ormade part of, documents that are included in federal or state laws and regulations, or the regulations of other govern-mental bodies, their provisions carry the ful
8、l legal authority of the statute. In such cases, any changes in those AWSstandards must be approved by the governmental body having statutory jurisdiction before they can become a part ofthose laws and regulations. In all cases, these standards carry the full legal authority of the contract or other
9、 documentthat invokes the AWS standards. Where this contractual relationship exists, changes in or deviations from requirementsof an AWS standard must be by agreement between the contracting parties.AWS American National Standards are developed through a consensus standards development process that

28、s, and cutting machines(4) Oxygen purity(5) Vibrations from nearby equipment(6) Movement of the workpiece due to thermal expansion and contractionAcceptance levels of an oxygen-cut surface should be established by the user, based upon the service requirements of thepart. It is recommended that crite
29、ria pertinent to these acceptance levels be incorporated into the users shop drawings andbid documents.Repair of Oxygen-Cut SurfacesIt may be necessary to repair the as-cut surface to correct one of the conditions herein described to meet acceptance levelsestablished by the user. One accepted method
30、 is grinding. However, when repairs to meet acceptance levels require welding,such repair should be performed in accordance with applicable code requirements. IntroductionThe American Welding Society (AWS) Board of Directors has adopted a policy whereby all official interpretations ofAWS standards are handled in a formal ma
35、nner. Under this policy, all interpretations are made by the committee that isresponsible for the standard. Official communication concerning an interpretation is directed through the AWS staffmember who works with that committee. The policy requires that all requests for an interpretation be submit
36、ted in writing.Such requests will be handled as expeditiously as possible, but due to the complexity of the work and the procedures thatmust be followed, some interpretations may require considerable time.A2. 38、l be returned for clarification. For efficient handling, all inquiries should be typewritten and in the format specifiedbelow.A2.1 Scope. Each inquiry shall address one single provision of the standard unless the point of the inquiry involves twoor more interrelated provisions. The provision(s) shal
39、l be identified in the scope of the inquiry along with the edition ofthe standard that contains the provision(s) the inquirer is addressing.A2.2 Purpose of the Inquiry. The purpose of the inquiry shall be stated in this portion of the inquiry. The purpose canbe to obtain an interpretation of a stand
40、ards requirement or to request the revision of a particular provision in the standard.A2.3 Content of the Inquiry. The inquiry should be concise, yet complete, to enable the committee to understand thepoint of the inquiry. Sketches should be used whenever appropriate, and all paragraphs, figures, an
41、d tables (or annex)that bear on the inquiry shall be cited. If the point of the inquiry is to obtain a revision of the standard, the inquiry shallprovide technical justification for that revision.A2.4 Proposed Reply. The inquirer should, as a proposed reply, state an interpretation of the provision
42、that is the pointof the inquiry or provide the wording for a proposed revision, if this is what the inquirer seeks.Annex A (Informative)Guidelines for the Preparation of Technical InquiriesThis annex is not part of AWS C4.1-77 (R2010), Criteria for DescribingOxygen-Cut Surfaces, but is included for
43、informational purposes only.AWS C4.1-77 (R2010)6A3. Interpretation of Provisions of the StandardInterpretations of provisions of the standard are made by the relevant AWS technical committee. The secretary of thecommittee refers all inquiries to the chair of the particular subcommittee that has juri
44、sdiction over the portion of thestandard addressed by the inquiry. The subcommittee reviews the inquiry and the proposed reply to determine what theresponse to the inquiry should be. Following the subcommittees development of the response, the inquiry and theresponse are presented to the entire comm
45、ittee for review and approval. Upon approval by the committee, the interpretationis an official interpretation of the Society, and the secretary transmits the response to the inquirer and to the WeldingJournal for publication.A4. Publication of InterpretationsAll official interpretations will appear
46、 in the Welding Journal and will be posted on the AWS web site.A5. Telephone InquiriesTelephone inquiries to AWS Headquarters concerning AWS standards should be limited to questions of a general natureor to matters directly related to the use of the standard. The AWS Board Policy Manual requires tha
47、t all AWS staffmembers respond to a telephone request for an official interpretation of any AWS standard with the information thatsuch an interpretation can be obtained only through a written request. Headquarters staff cannot provide consultingservices. However, the staff can refer a caller to any
48、of those consultants whose names are on file at AWS Headquarters.A6. AWS Technical CommitteesThe activities of AWS technical committees regarding interpretations are limited strictly to the interpretation of provisionsof standards prepared by the committees or to consideration of revisions to existi
49、ng provisions on the basis of new dataor technology. Neither AWS staff nor the committees are in a position to offer interpretive or consulting services on (1)specific engineering problems, (2) requirements of standards applied to fabrications outside the scope of the document,or (3) points not specifically covered by the standard.
