1、ICC A117.1-2017Standard for Accessbile and Usable Buildings and FacilitiesThe intent of this standard is to allow a person with physical disability to independently get to, enter, and use a site, facility, building or element. The specifications in the standard makes sites, facilities, buildings and

2、 elements accessible to and usable by people with such disabilities as the inability to walk, difficulty walking, reliance on walking aids, blindness and visual impairment, deafness and hearing impairment, incoordination, reaching and manipulation disabilities, lack of stamina, difficulty in interpr

3、eting and reacting to sensory information, and extremes in physical size.This updated edition of the standard continues the tradition of aligning provisions with ADAAG and Fair Housing Design Guidelines, and also provides greater accessibility for the evolving disabled communities and new elements o

4、f a building design. Updates include: For new buildings and additions, enhanced dimensions for the clear floor space, turning space and the accessible route. This will affect the space provided at elements and will increase the maneuverability within such spaces for users of powered wheelchairs and

5、scooters. Provisions incorporating many of the latest criteria for public rights of way provisions for curb cuts, blended transitions, detectable warnings, diagonal parking and street parking (PROWAG). Provision to improve safety for an accessible route traversing a parking lot. Provisions to facili

6、tate charging of powered wheelchairs where they will be parked for duration, such as in accessible hotel rooms and at some wheelchair seating in assembly spaces. Provisions addressing accessibility at electric vehicle charging stations. Provisions for water bottle filling stations. Provisions that a

7、ddress spaces for sign language interpreter stations and sign language video booths. A new section addressing classroom acoustics that aims to improve acoustics in the rooms and to reduce the intrusion of noises from outside the classroom, thereby enhancing the learning environment.This standard is

In addition, it does notcontain requirements necessary for conformance to the standard.)DevelopmentThe 1961 edition

22、of ANSI Standard A117.1 presented the first criteria for accessibility to be approved as anAmerican National Standard and was the result of research conducted by the University of Illinois under agrant from the Easter Seal Research Foundation. The National Easter Seal Society and the PresidentsCommi

23、ttee on Employment of People with Disabilities became members of the Secretariat, and the 1961edition was reaffirmed in 1971.In 1974, the U.S. Department of Housing and Urban Development joined the Secretariat and sponsoredneeded research, which resulted in the 1980 edition. After further revision t

24、hat included a special effort toremove application criteria (scoping requirements), the 1986 edition was published. When requested in1987, the Council of American Building Officials (CABO) assumed the Secretariat. Central to the intent ofthe change in the Secretariat was the development of a standar

25、d that, when adopted as part of a buildingcode, the standard would be compatible with the building code and its enforcement. The 1998 editionlargely achieved that goal. The 2017 edition of the standard is the latest example of the A117.1 commit-tees effort to continue developing a standard that is c

26、ompatible with the building code. In 1998, CABO became the International Code Council (ICC). The International Code Council (ICC)became the secretariat in 1998 when CABO became ICC. The 2017 edition marks the 30th anniversary ofthe ICC Secretariat of the standard.2017 EditionNew to the 2017 edition

27、are enhanced dimen-sions for clear floor spaces and turning spaces.These increases were in response to technicaldata regarding the space needed by personsusing scooters and some types of motorizedwheelchairs. These enhanced provisions onlyapply to new buildings and facilities. Whereexisting building

28、s and facilities are remodeled,the historic dimensions will still apply.Other changes include exterior routes, curbcuts, blended transitions, clarity for detectablewarnings, passenger drop offs and parkingrequirements coordinated with the PublicRights of Way Guidelines, providing an acces-sible desi

29、gn standard for electrical vehiclecharging stations and enhanced safety foraccessible routes crossing parking lots. Alsointroduced are acoustic standards for class-rooms, features allowing for better communi-cation for persons using sign language,provisions addressing the recharging of wheel-chairs

31、air Housing Accessibility Guidelines (FHAG) and the2010 Standard for Accessible Design referenced by theAmericans with Disabilities Act (ADA) and the Architec-tural Barriers Act (ABA).
