20、itute of Standards micropolitan statistical areas contain at least one Census Bureau-defined urban cluster of at least 10,000 and less than 50,000 population. If specified criteria are met, a metropolitan statistical area containing a single urbanized area with a population of 2.5 million or more ma

21、y be subdivided into metropolitan divisions, which function as distinct areas within the larger metropolitan statistical area. Combined statistical areas are groupings of adjacent metropolitan and/or micropolitan statistical areas that have social and economic ties as measured by commuting to work,

22、but at lower levels than are found among counties within individual metropolitan and micropolitan statistical areas. New England city and town areas (NECTAs), NECTA divisions, and combined NECTAs provide a city- and town-based set of areas conceptually similar to the county-based metropolitan and mi

23、cropolitan statistical areas, metropolitan divisions, and combined statistical areas. INCITS 454-2009 2 The metropolitan and micropolitan statistical areas and related statistical areas to be identified by data codes in accordance with this standard include all those specified by the Federal Office

24、of Management and Budget for the United States and Puerto Rico. 3. Assignment of identifying data codes 3.1 Assignment of metropolitan and micropolitan statistical area and related statistical area codes Each metropolitan and micropolitan statistical area, metropolitan division, NECTA, and NECTA div

25、ision to be identified under this standard shall be assigned a single code consisting of five digits. Each assigned statistical area code shall be unique within the United States and Puerto Rico. Each combined statistical area and combined NECTA to be identified under this standard shall be assigned

26、 a single code consisting of three digits. Each assigned combine statistical area and combined NECTA code shall be unique within the United States and Puerto Rico. 3.2 Initial sequencing of titles for metropolitan and micropolitan statistical areas and related statistical areas code assignment Each

27、metropolitan and micropolitan statistical area and related statistical area shall be grouped by type of area (metropolitan and micropolitan statistical areas and metropolitan divisions; NECTAs and NECTA divisions; combined statistical areas; and combined NECTAs) and within such groupings shall be ar

28、ranged in alphabetical order according to title. 3.3 Initial assignment procedure Within groupings, codes shall be assigned in an ascending numerical sequence according to the arrangement by title as described in 3.2. One and only one code shall be assigned to each statistical area. 3.4 Assignment i

29、nterval and values for metropolitan and micropolitan statistical areas and related statistical areas Codes for metropolitan and micropolitan statistical areas and metropolitan divisions fall within the 10000 to 59999 range. In the initial assignment of codes, a minimum arithmetic interval of 40 betw

30、een successive assignments generally was applied, with gaps inserted to accommodate potential new metropolitan and micropolitan statistical areas. For metropolitan and micropolitan statistical areas and metropolitan divisions, the lowest numbered initial assignment is 10020; the highest numbered ini

31、tial assignment is 49780. Metropolitan divisions are distinguished by a code ending in “4.” NECTA and NECTA division codes fall within the 70000 to 79999 range. In the initial assignment of codes, a minimum arithmetic interval of 150 between successive assignments was applied, with gaps inserted to

32、accommodate potential new NECTAs and NECTA divisions. For NECTAs and NECTA divisions, the lowest numbered initial assignment is 70300; the highest is 79600. NECTA divisions are distinguished by a code ending in “4.” INCITS 454-2009 3 Codes for combined statistical areas fall within the 100 to 599 ra

33、nge. In the initial assignment of codes, a minimum arithmetic interval of two between successive assignments was applied, with gaps inserted to accommodate potential new combined statistical areas. The lowest numbered initial assignment is 102; the highest numbered initial assignment is 566. Codes f

34、or combined NECTAs fall within the 700 to 799 range. In the initial assignment of codes, a minimum arithmetic interval of five was applied, with gaps inserted to accommodate potential new combined NECTAs. The lowest numbered initial assignment is 710; the highest, 790. 3.5 New entries Subsequent to

35、the initial assignments, new entries shall be assigned codes so that, to the greatest extent possible, the alphabetic order within each sequence is maintained. 3.6 Unique representation The code assigned to each metropolitan and micropolitan statistical area and related statistical areas provides a

36、unique identifier for that area within the United States and Puerto Rico. 4. Duties of the maintenance agency 4.1 Assignment of metropolitan and micropolitan statistical area and related statistical area codes The maintenance agency shall carry out the functions related to assignment of Metropolitan

37、 and Micropolitan Statistical Area and Related Statistical Area codes specified in 3.1 through 3.6 of this standard. 4.2 Data accuracy and currency The maintenance agency shall assure the accuracy and currency of titles and codes. 4.3 Documentation and dissemination of data files The maintenance age

38、ncy shall produce a complete file of the identified metropolitan and micropolitan statistical areas and related statistical areas, and their assigned codes. This file is publicly available at: http:/www.census.gov/geo/www/ansi/ansi.html. Changes shall be reported by the issuance of change notices, o

39、r by the re-issuance of the updated complete file. INCITS 454-2009 4 4.4 Documentation and dissemination of user information The maintenance agency shall prepare information to aid users in applying the file of names and codes of states and state equivalents, and shall arrange to make this informati

40、on publicly available. The information shall include a description of the organization and characteristics of the data, including the layout of records and specification of fields. Characteristics of machine-readable media containing the data files shall be given. This information is publicly availa

Designation of maintenance agency The functions assigned in INCITS 454 to the maintenance agency shall be administered by the Office of Management and Budget.
