23、4 55 56 57 58 59 60 520-1 Subscriber PIN Access (SPINA) 1 Subscriber PIN Access (SPINA) Subscriber PIN Access (SPINA) permits a subscriber to control whether his or her mobile station is allowed to access the network by using a SPINA Personal Identification Number (PIN) as a subscriber identity. Thi

24、s feature may be used by the subscriber to prevent unauthorized use of his or her own mobile station or fraudulent use by a clone. Note that the access restriction is network-based rather than a terminal-based lockout feature. Applicability to Telecommunications Services SPINA is applicable to voice

25、 telecommunication services. 1.1 Normal Procedures with Successful Outcome Authorization SPINA may be generally available or may be provided after prearrangement with the service provider. The authorization may have the following subscription options: Table 1: SPINA Subscription Options Subscription

26、 Options Values Registration Variable. Subscriber is authorized to specify his or her own SPINA PIN as necessary. Fixed. The SPINA PIN is determined by the wireless service provider. Deauthorization SPINA may be withdrawn at the subscribers request or for administrative reasons. Registration If the

27、subscriber is authorized for Fixed Registration, the SPINA PIN shall be registered upon authorization. This SPINA PIN may be changed at any time by the service provider. SPINA for Variable Registration may be registered by the service provider upon authorization. SPINA may be registered by a Variabl

31、 to enter SPINA PIN PIN + SEND . If the activation is accepted, the system shall indicate success with feature confirmation treatment. SPINA may be automatically activated when the mobile station is determined to be inactive or after a period of time, as determined by the service provider. Deactivat

32、ion SPINA may be deactivated by an authorized subscriber specifying the SPINA deactivation feature code and SPINA PIN separately, as in: *FC0 + SEND prompt to enter SPINA PIN PIN + SEND . If the deactivation is accepted, the system shall indicate success with feature confirmation treatment. SPINA sh

33、all be deactivated upon deauthorization. 34、eature is active and the subscriber attempts to originate a call or service. Normal Operation with Successful Outcome When SPINA is active, the network shall restrict call originations from the mobile station. This restricts call origination usage of the mobile station by unauthorized users; however

35、, mobile station users may still be able to receive calls and should be able to complete emergency and other forms of unrestricted calls (e.g., customer assistance), as determined by the service provider. Access to feature control should be limited to SPINA deactivation. When SPINA is deactive, the

36、call origination capability of the mobile station shall be returned to his or her pre-SPINA activation condition. Call Detail Record The system should record call detail information for the following: a. SPINA registration activities and events. b. SPINA activation activities and events. c. SPINA de

37、activation activities and events. d. Calls attempts denied while SPINA is active. See DMH for the specific information to be included for each element. 1.2 Exception Procedures or Unsuccessful Outcome Registration If the subscriber is not authorized for the request, if the old SPINA PIN is not corre

38、ct, or if the new SPINA PIN is not acceptable, the system shall apply feature denial treatment when registration is attempted. Deregistration If deregistration is attempted, the system shall apply feature denial treatment when deregistration is attempted. Activation If the subscriber is not authoriz

39、ed for the request, or if the SPINA PIN is not correct, the system shall apply feature denial treatment when activation is attempted. 42、tion feature code and a PIN (of a number of digits to be determined by the service provider), as in: *FC + SEND prompt to enter old PIN old PIN (+ #) prompt to enter new PIN new PIN (+ #) prompt to reenter new PIN new PIN (+ #). The end of the PIN may be determined by the number of expected digits,

43、interdigit timing, or with the pound “#” digit. If the registration is accepted, the system shall indicate success with feature confirmation treatment.
