、FOREWORD A. This Standard contains basic requirements for products covered by Underwriters Laboratories Inc. (UL) under its Follow-Up Service for this category within the limitations given below and in the Scope section of this Standard. They are subject to revision as further experience and investi

、gation may show is necessary or desirable. B. The observance of these requirements by a manufacturer is one of the conditions of the continued coverage of the manufacturers product. C. A product which complies with the text of this Standard will not necessarily be judged to comply with the Standard

、if, when examined and tested, it is found to have other features which impair the level of hygiene contemplated by these requirements. D. A product employing materials or having forms of construction which conflict with specific requirements of the Standard cannot be judged to comply with the Standa

、rd. A product employing materials or having forms of construction not addressed by this Standard may be examined and tested according to the intent of the requirements and, if found to meet the intent of this Standard, may be judged to comply with the Standard. E. UL, in performing its functions in

、accordance with its objectives, does not assume or undertake to discharge any responsibility of the manufacturer or any other party. The opinions and findings of UL represent its professional judgement given with due consideration to the necessary limitations of practical operation and state of the

、art at the time the Standard is processed. UL shall not be responsible to anyone for the use of, or reliance upon, this Standard by anyone. UL shall not incur any obligation or liability for damages, including consequential damages, arising out of, or in connection with, the use, interpretation of,

、or reliance upon this Standard. F. Tests required by the Standards of UL may be inherently hazardous, and adequate safeguards for personnel and property shall be employed in conducting such tests. JULY 5,2000 MEAT AND POULTRY PLANT EQUIPMENT - UL 2128 7 Preface This Standard was developed for equipm

、ent intended to be used in facilities that handle, process and package meat and poultry products. The U.S. Department of Agriculture Food Safety Inspection Services (USDA FSIS) Equipment Branch previously maintained a program of prior acceptance of equipment for use in meat and poultry packing plant

、s. The equipment, or descriptive drawings of the equipment, would typically be sent to USDA for review. If acceptable, the equipment would appear on a list published by the USDA and made available to manufacturers, architects, designers, plant owners, and FSIS inspectors. Inclusion of equipment on t

、his list was evidence that the product was designed in conformance with the applicable USDA guidelines and directives. The equipment had to be formally evaluated by the USDA as a prerequisite for the inspector from FSIS to allow its use in a particular meat and poultry plant. It was required that eq

、uipment not contribute to the contamination or the adulteration of food products. The factors considered when examining equipment were usage, degree of residue accumulation, ease of disassembly for cleaning and inspection, and the suitability of the materials employed in the construction, especially

、 those materials which may make contact with meat and poultry products. These requirements were specified in the Code of Federal Regulations (SCFR) and expanded upon in guidelines, bulletins and direct ives published by FS I S. The USDA has implemented new rules requiring that hazard analysis critic

、al control point (HACCP) principles be followed for the sanitary operation of meat and poultry facilities. HACCP plans shall be prepared and followed by plant operators. These plans address, among other things, the equipment used in the facilities which handles, processes and packages meat and poult

、ry products. The introduction of the new HACCP rules made obsolete the guidelines, bulletins and directives published by FSIS. Plant operators are now free to follow performance rather than prescriptive requirements. Therefore, the old documents published by FSIS are considered only one of the ways

、in which equipment can be expected to meet the requirements. The requirements in this Standard are not intended to be all-encompassing. They are intended to be guidelines for the hygienic design of the equipment such that, if used as intended, the hygienic risks associated with the use of this equip

、ment have been reduced to a reasonable level. It is expected that in some situations, although evaluated and found to comply with these requirements, the use of specific equipment or construction may be discouraged or prohibited by authorities, or others, due to specific conditions , circumstances,

、or requirements in existence for the particular situation. 8 MEAT AND POULTRY PLANT EQUIPMENT - UL 2128 JULY 5,2000 INTRODUCTION 1 Scope 1.1 These requirements cover hygienic design, construction and test methods for equipment that handles, processes and packages meat or poultry products or ingredie

、nts thereof. 1.2 These requirements do not cover the risk of fire, electric shock or personal injury as a result of the operation of machinery otherwise covered by this Standard. 1.3 Equipment that contains features, characteristics, components, materials, or systems new or different from those cove

、red by the requirements in this Standard, and that involves a hygienic risk, shall be evaluated using the appropriate additional component and end-equipment requirements as determined necessary to maintain the acceptable level of cleanliness as originally anticipated by the intent of this Standard.

、Equipment whose features, characteristics, components, materials, or systems conflict with specific requirements or provisions of this Standard cannot be judged to comply with this Standard. Where considered appropriate, revision of requirements shall be proposed and adopted in conformance with the

、methods employed for development, revision, and implementation of this Standard. 2 General 2.1 Equipment shall comply with the all the applicable laws and regulations administered by the U.S. Department of Agriculture and the Food and Drug Administration (FDA), including but not limited to Code of F
