3、L ITEM DESCRIPTION TAGLINES, CRANE, SPRING-LOADED, REEL TYPE The General Services Administration has authorized the use of this commercial item description as a replacement for MIL-T-52198 for all federal agencies. 1. SCOPE. This description covers spring-loaded, independently operating, reel type t
4、aglines capable of maintaining constant tension on a clamshell bucket or other types of crane loads to prevent rotation while the load is suspended freely. 2. CLASSIFICATION. Taglines shall be one of the following sizes, as specified (see 7.2): Size 50 - For use with 1/2 cubic yard (yd3) capacity bu
5、cket Size 75 - For use with 3/4 yd3 capacity bucket Size 150 - For use with 1 yd3 and 1-1/2 yd3 capacity buckets Size 200 - For use with 2 yd3 capacity bucket Size 350 - For use with 2 yd3 up to 3-1/2 yd3 capacity buckets 3. SALIENT CHARACTERISTICS 3.1 General. Taglines shall be a commercial product
6、 and the latest model of the manufacturers standard product that has been manufactured, marketed, and accepted commercially for a period of one year prior to invitation for bid or request for proposal. The manufacturers latest product improvements incorporated in their current production taglines ar
7、e acceptable. When specific requirements are not stated herein, all items listed as standard equipment in the manufacturers published specifications, brochures, and catalogs which are normally furnished to the commercial customer as standard equipment shall be furnished. In addition, the taglines sh

Optional equipment, for the purpose of this item
9、 description, may be defined as equipment not standard or normally furnished with the taglines but which is available to the commercial customer on an optional basis. Any additional equipment or accessories specified to satisfy military requirements shall also be considered optional and processed ac
10、cordingly. The taglines shall be constructed, assembled, and equipped with all components, whether or not specified herein, necessary to enable the item to function reliably and efficiently in sustained operation. The taglines shall conform to all Federal laws and regulations applicable for this typ
11、e equipment which are in effect on the date of contract award. 3.2 Design. Taglines shall be of the independently operating, automatic reel type with an adjustable tension mechanism permitting desired tension to be attained by manually reversing the rotation of the tagline reel, or with desired tens
12、ion preset during fabrication. The taglines shall consist essentially of a reel attached to one or more helical spring-loaded cylinders and a fairlead consisting of two sheaves, a bell cable guide, or a spiral spring-loaded reel and a fairlead consisting of two sheaves and two rollers. The taglines
13、shall be capable of being mounted on either side of the crane boom, inside the crane boom, or on the gantry frame. Each tagline shall be complete and ready for operation with the reel filled with wire rope of proper size and length and with all parts necessary for installation. 3.2.1 Reel. The tagli
14、ne reel shall be of sufficient size to accommodate all necessary wire rope as specified herein. Adequate means shall be provided to anchor one end of the rope to the reel. 3.2.2 Fairlead. The tagline fairlead shall consist of two sheaves, a bell cable guide, or two sheaves and two guide rollers conn
15、ected to the tagline mechanism by a steel bracket. Fairlead sheaves shall be heat-treated hardened steel with smooth rope grooves. Groove diameters shall be not less than the diameter of the wire rope and the inside diameter of the bell cable guide shall be not less than the diameter of the wire rop
16、e specified herein. 3.2.3 Wire rope. Wire rope furnished with the tagline shall be 6 by 19, filler wire construction, improved plow steel, uncoated, fiber core, right regular lay. The diameter of the wire rope shall be not less than 5/16 inch with a nominal breaking strength of not less than 8,400 p
17、ounds. The terminal (outside) end of the wire rope shall be properly seized, fitted with a thimble suitable for the wire rope specified herein, and secured by not less than two cable clamps. 3.3 Performance. Taglines, when properly installed, shall be capable of providing sufficient tension to keep
18、the crane load from turning and fouling the crane hoisting and closing lines. Tension exerted shall be sufficient for efficient performance through all operating cycles with a crone equipped with a boom of a length as specified in table I, positioned at a 60 degree angle, and with a clamshell bucket
19、 or similar attachment operating in any position from maximum height to not less than 20 feet below ground level. Taglines shall be equipped with sufficient wire rope to permit conformance to the payout capabilities specified in table I, with not less than two full wraps remaining on the reel. Provi

Taglines shall be fabricated from compatible materials, inherently corrosion resistant or treated to provide protection against the various forms of corrosion and deterioration that may be encountere
22、d in any of the applicable operating and storage environments to which the taglines may be exposed. 3.5 Treatment and painting. Unless otherwise specified, the taglines shall be cleaned, treated and painted in accordance with the manufacturers normal method for the commercial market. When specified
23、(see 7.2), the portions of the tagline normally painted shall be cleaned, treated, and painted in accordance with MIL-T-704, type F or G, as applicable. Unless otherwise specified (see 7.2), the finish coat shall be the manufacturers standard color provided the finished paint thickness required by M
24、IL-T-704 is met. When specified (see 7.2), chemical agent resistant coating (CARC) conforming to MIL-DTL-53039 or MIL-DTL-64159 shall be required. 3.6 Transportability. The taglines shall be capable of highway, rail, and marine transport. 3.6.1 Lifting and tiedown attachments. When specified (see 7.
25、2), the taglines shall have lifting and tiedown attachments. Instructions for the use of the attachments or procedures shall be included on plates permanently affixed to the taglines. 3.7 Preparation for delivery. Prior to delivery, the taglines shall be serviced as required with lubricants for all
26、moving parts. Means to lubricate these parts as required shall also be provided. Pressure lubrication fittings shall not be used where normal lubricating pressure may damage grease or other parts. The taglines lubrication shall include filling tagline barrels when required by design. The tagline sha
27、ll be conspicuously tagged to identify the lubricants and their temperature range. When specified (see 7.2), the tagline shall be lubricated with military lubricants and required military lubricants shall be as specified by the procuring activity. 4. REGULATORY REQUIREMENTS. The offeror/contractor i
28、s encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). For the purpose of this requirement, recovered materials are those materials which have been collected from solid waste and reprocessed to becom
29、e a source of raw materials as distinguished from virgin raw materials. The component pieces and parts incorporated in the taglines may be newly fabricated from recovered materials to the maximum extent practicable, provided the taglines produced meet all other requirements of this item Provided by

Used, rebuilt or remanufactured components, pieces, and parts shall not be incorporated in the taglines. 5. PRODUCT CONFORMANCE PROVISIONS 5.1 Certification of commercial item. The contrac
31、tor shall certify that the product offered to the Government meets the salient characteristics of this description and that the product conforms to the producers own drawings, specifications, standards, quality assurance practices and the manufacturers current product offered by the contractor in th
32、e commercial marketplace for at least one year preceding the solicitation. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract (see 7.2). 5.2 Quality assurance. Each taglin
33、e shall be examined for the following defects. Presence of one or more defects shall be cause for rejection. 1. Design not as specified. 2. Size not as specified. 3. Wire roper reel, and fairleads not as specified. 4. Materials not as specified. 5. Treatment and painting not as specified. 6. Transpo
34、rtability not as specified. 7. Lifting and tiedown attachments not as specified. 8. Packaging and marking not as specified. 6.
