3、COMMERCIAL ITEM DESCRIPTION FUEL SPILL CONTROL KIT The General Services Administration has authorized the use of this Commercial Item Description for all federal agencies. 1. SCOPE. This Commercial Item Description (CID) covers the material, tools, and personal protective gear required for the fuel

4、spill control kit. The fuel spill control kit is intended to contain and remove fuel spills and limit surface and ground water contamination. 1.1 Classification. Fuel spill control kits shall be classified (see 6.1) as follows: Type I - Contains quantities required for use with hoseline outfit, fuel

5、 handling, 4 inch. Type II - Contains quantities required for use with the fuel system supply point. 2.1 Materials. The contractor shall select the materials not identified herein, but the materials shall be capable of meeting all of the operational and environmental requirements specified herein. T

6、he materials shall not present any safety hazards to operating and maintenance personnel when used for its intended purpose. 2.1.1 Deterioration prevention and control. The kit shall be fabricated from compatible materials, inherently corrosion or deterioration resistant or treated to provide protec

7、tion against the various forms of corrosion and deterioration to which the materials are susceptible. 2.1.2 Dissimilar metals. Dissimilar metals shall not be used in intimate contact without suitable protection to prevent galvanic corrosion. 2.2 Kit components. The fuel spill control kit shall conta

10、, hand, 2-piece 2 2 2.3 Performance. 2.3.1 Sorbent (pad). The sorbent shall be the non-reusable pad type in accordance with A-A-1280, type III, class 2. Pads shall be 16.00 to 17.00 inches wide and 19.00 to 20.00 inches long. 2.3.2 Sorbent (particulate, bag). The sorbent shall be particulate type in

11、 accordance with A-A-1281 and packaged in 21 to 23 pound bags. 2.3.3 Sorbent (enclosed, boom type). The sorbent shall be of the non-reusable boom type in accordance with A-A-1282. Each boom shall be three inches in diameter and ten feet in length. 2.3.4 Sorbent (enclosed, pillow type). The sorbent s

12、hall be the non-reusable pillow type in accordance with A-A-1282, type II, class 2. The pillows shall be 9.50 to 10.50 inches square and 1.75 to 2.25 inches thick. 2.3.5 Hazardous material disposal bag. The bag shall be heavy duty plastic and capable of containing and transporting not less than 50 p

13、ounds of contaminated material. Bag dimensions shall be 18.000.25 inches in width by 30.000.25 inches in length. The bag shall be yellow and marked with black letters on both sides in two lines with the following: “HAZARDOUS MATERIAL”, “HANDLE WITH CARE”. The marking shall be hydrocarbon fuel-resist

14、ant and visible at a distance of 25 feet to an individual with normal vision. Provided by IHSNot for Resale-,-,-A-A-59359A 3 2.3.6 Plastic drum. The plastic drum shall have a capacity of 50 to 55 gallons with a removable lid that securely fastens when closed. The drum shall be in accordance with CFR

15、 Title 49, part 178.509. The plastic drum shall have provisions that prevent moisture from accumulating inside the drum. 2.3.7 Gloves. The gloves shall be a rubber industrial type, or other material resistant to fuel and petroleum derivatives. The gloves shall be in sizes 9 and 11. The gloves shall

16、be rolled cuff type and the material shall be not less than 0.030-inches or greater than 0.040-inches thick. The gloves shall be 17.00 .50-inches long when measured from the tip of the index finger. The gloves shall not be suitable for electrical work. 2.3.8 Goggles. The goggles shall be industrial,

17、 eye-protective, and constructed primarily of plastic materials in accordance with ASSE ANSI-Z87.1. The goggles shall provide protection against dust and fuel spray and shall have indirect ventilation. 2.3.9 Pail. The pail shall be 5-gallon capacity 1 quarts. The pail shall have a bail and snug fitt

18、ing snap-on lid and shall be made of a material that is hydrocarbon fuel resistant. The pail sides and ends shall slope slightly inward from top to bottom to allow nesting for storage and easier pouring of contents. 2.3.10 Drip pan. The drip pan shall be a plastic material that is hydrocarbon fuel-r

19、esistant and rectangular in shape with a capacity of five gallons to seven gallons. The pan sides and ends shall slope slightly inward from top to bottom to allow nesting for storage and easier pouring of contents. A method shall be provided to drain any fuel in the pan. In addition, the drip pans s

20、hall have non-collapsible walls and shall be capable of capturing and retaining residual fuel while supporting the hose assemblies at hose connection points. The approximate weight of a hose fitting combination is 50 lbs. 2.3.11 Bag ties. The bag ties shall be single-wire reinforced. The wire cover

21、shall be constructed of a material that is resistant to tears and excessive use and will increase the useful life of the strip tie. The strip ties shall have a minimum thickness of 0.005 inch and a maximum thickness of 0.009 inch. The width shall be not less than 9/64 inch and not more than 13/64 in

22、ch. Each tie shall be 6.000.50-inches long. The strip ties shall be smooth, free of blisters, cuts or tears. 2.3.12 Caution plate. The caution plate shall be adhesive backed pressure sensitive metal foil material with an easily removable liner. The plate shall be inscribed “HAZARDOUS MATERIAL”, “HAN

23、DLE WITH CARE” in two lines. The plate background color shall be yellow with the letters inscribed in black. The plate shall be 8.000.50 inches by 12.000.50 inches with the inscription oriented parallel to the long dimension and centered between plate edges. 2.3.13 Shovel. The shovel shall be a two-

24、piece scoop type. The scoop portion shall be nonsparking material capable of scooping up oil sorbent and some contaminated soil. The handle shall be D type and nonsparking (static resistant). 25、hen joined together to prevent separation during use. Tools shall not be required to join or separate the two parts. The overall length of the shovel, when joined, shall be between 41.00 1.00 and 43.00 1.00 inches and the scoop portion not less than 11.00 inches wide by 12.00 inches long. 3. REGULAT

26、ORY REQUIREMENTS 3.1 Recycled, recovered, or environmentally preferable materials. The offeror/contractor is encouraged to use recovered materials to the maximum extent practical, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). Used, rebuilt, or remanufactured compon

27、ents shall not be incorporated into the kit. 4. QUALITY ASSURANCE 4.1 Product conformance. The products provided shall meet the salient characteristics of this commercial item description, conform to the producers own drawings, specifications, standards, and quality assurance practices, and be the s

28、ame product offered for sale in the commercial market. The Government reserves the right to require proof of such compliance. 4.2 Inspection requirements. Bid samples, when required for CID items to ensure product quality, shall be as specified in the contract or order (see 6.1). 4.3 Examination. Th

29、e bid sample fuel spill control kits shall be physically examined for compliance with the requirements indicated by an “X” in Table II. Non-compliance with any specified requirement, or the presence of one or more defects lessening required efficiency shall constitute cause for rejection. 4.4 Tests.

30、 Bid sample testing shall be performed as listed in 4.4.1 and 4.4.2. 4.4.1 Tests conditions. Testing shall be conducted at ambient temperatures between 32 2F and 120 2 F. The tests shall be conducted under field conditions. All contaminated material resulting from the test shall be disposed of prope

31、rly. 4.4.2 Disposal bag, shovel, and sorbent test. A frame approximately six feet square shall be placed on top of plastic sheeting that will prevent fuel from passing through. Soil shall be placed in the frame and packed down. Fuel (JP-8) shall be poured on the soil, at approximately the center of

32、the frame, until a puddle of fuel forms. The particulate sorbent shall be used to absorb the fuel. Upon absorption, the shovel shall be used to scoop the sorbent and contaminated soil into a disposal bag. Approximately 50 2 pounds of contaminated material shall be placed in each bag. The bag(s) shal

33、l be closed with bag ties contained in the kit. The filled bags shall be loaded on a transport vehicle for movement to a disposal site. Failure of the sorbent to absorb the spilled fuel shall constitute failure of that part of the test. Failure of the shovel to dig up the contaminated material and p

34、lace it in the disposal bag with little or no spillage shall constitute failure of that part of the test.
