Nothing in this document, however, shall supersede applicable laws and regulations unless a specific exemption has been obtained. 3. REQUIREMENTS 3.1 Laboratory report approval. Unles

15、s otherwise specified (see 6.21, at the time of submission of a bid the contractor shall submit to the contracting officer a certified copy of a recent laboratory report covering material which he proposes to deliver. Unless otherwise specified by the contracting officer, the contractor shall certif

16、y that the material was manufactured in a plant where the coating will be performed if a contract is awarded. This laboratory report shall contain test data which demonstrates that the finished product proposed hy the contractor has been tested in conformance with and found to comply with the requir

17、ements of this document. Any of the following types of reports will be satisfactory from the standpoint of this requirement: a. An independent or commercial laboratory report. b. The prospective contraotorrs own laboratory report. C. A governmental laboratory report from a contract within two years

18、of date of submission of bid. The purpose of the above requirements is to assist the Government in determining the capability of bidders to manufacture a cloth meeting all the requirements of this document, The submission of an acceptable report under this requirement shall not be construed as relie

19、ving a contractor from subsequently meeting all requirements of the document on all deliveries. 3.2 Material. 3.2.1 Base cloth. The base cloth shall be nylon twill conforming to MIL-C-19377, except that the cloth shall be undyed. 3 Provided by IHSNot for ResaleNo reproduction or networking permitted

The compound used for coating the base cloth shall be a composition of resin modified butyl rubber, pigmented to produce a black color and formulated in accordance with the requirements of this docum

21、ent (see 4.3.1.1). * 3.2.3 Dusting powder. The dusting powder for application to the coated cloth shall be whiting, talc, or other finely divided mineral material that does not support mildew growth (see 4.3.1.1). and whiting should contain less than 1 percent quartz. Talc shall not contain asbestos

22、 3.3 Coated cloth. 3.3.1 Application of coating. The base cloth shall be coated on both sides Approximately 25 percent of the with the coating compound specified in 3.2.2. coating shall be applied to one side of the cloth, and the balance shall be applied to the other side (see 4.3.1.1). 23、ng, the cloth shall be dusted on both sides with the powder specified in 3.2.3 to produce a uniform dull finish. i 3.3.2 Physical requirements of vulcanized coated cloth. The physical properties of the coated cloth when vulcanized shall conform to the requirements specified in table I and in 3.3.2.1

No visible loose fibers of the base cloth shall be exposed in the center 1 inch of the abraded portion of any

There shall be no evidence of cracking, stiffening, flaking, separation of the coating from the base cloth or change in color of the indicator paper when tested as specified in 4.3.2. 3.3.2.5 Odor. The vulcanized coated cloth shall be free of objectionable odor when tested as specified in 4.3.2. O

30、dors normally attributable to modified butyl rubber shall not be regarded as objectionable. * 3.4 Toxicity clearance. Only those rubber formulations already approved by the appropriate medical service for contact with human skin and so listed in the invitation for bids or request for proposal shall

The finished cloth shall conform to the quality of product established by this document and the occurrenc

32、e of defects shall not exceed the applicable acceptable quality levels. 4 QUALITY ASSURANCE PROVISIONS 4.1 Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein

33、. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspec

34、tions set forth in this document where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. * 4.1.1 Responsibility for compliance. All items must meet all requirements of sections 3 and 5. The inspection set forth in this document shall become a p

35、art of the contractors overall inspection system or quality program. The absence of any inspection requirement in the document shall not relieve the contractor of the responsibility of assuring that all products or supplies submitted to the Government for acceptance comply with all requirements of t

36、he contract. Sampling in quality conformance does not authorize submission of known defective material, either indicated or actual, nor does it commit the Government to acceptance of defective material. 4,2 Certificate of compliance. When certificates of compliance are submitted, the Government rese

37、rves the right to inspect such items to determine the validity of the certification. 4.3 Quality conformance inspection. Unless otherwise specified, sampling for inspection shall be performed in accordance with MIL-STD-105. 4.3.1 Component and material inspection. In accordance with 4.1, components

38、and materials shall be inspected in accordance with all the requirements of referenced documents unless otherwise excluded, amended, modified, or qualified in this document or applicable purchase document. * 4.3,l.l Certification. Components, materials, and processes listed below shall be accepted o

39、n the basis of a contractors certificate of compliance with the indicated requirements: a. The coating compound is a composition of resin modified butyl rubber, black in color. 40、The dusting powder is a mineral material that does not support mildew growth and contains no asbestos and less than 1 percent quartz. c. The distribution of coating requirement has been met. 4.3.2 End item testing. The coated cloth shall be tested for the characteristics listed in table II. The meth

41、ods of testing specified in FED-STD-191, whenever applicable and as listed in table II, shall be followed. The physical and chemical values specified in Section 3.apply to the average of the determinations made on a sample unit for test purposes as specified in the applicable test methods. continuou

Test results obtained under testing conditions defined in FED-STD-191, ASTM D 618 (Procedure A), or FED-STD-601 will be acceptable except in case of dispute.
