This specification covers a truck-mounted crane having a lifting capacity of not less than two thousand five hundred pounds (2,500 lbs.) at its maximum reach, and ali hardware with instructions necessary to mount the crane on a specified tru

The crane shall be the type mounted on the deck or frame of a cargo truck. It may be articulating or telescoping boom type, or com- bination ther
14、eof. raising, lowering, extending and retracting. The crane shall be provided with a power winch for raising and lowering the crane hook. It shall be provided with power from the host truck. The crane shall be the mmufacturers current commercial product and shall have been in production, marketed, a
15、nd in use for a minimum of one year preceding the solicitation for procurement. The introduction of product improvement changes in this one year period is acceptable. The crane shall be equipped -with instruments, components, and accessories required for safe and effective operation and for installa
16、tion on the specified truck. that are standard with the manufacturers products whether stipulated herein or not, together with such accessories as my be specified herein. The crane shall be furnished as a kit, complete with all components and ins truc tions necessary for mounting on the specified tr
17、uck (see 6.3). The boom shall be hydraulically capable of slewing, The crane shall be complete with all components a 3.2 First article inspection and demonstration (first produced crane) The contractor shall furnish one or more cranes as specified, mounted on Government furnished trucks for inspecti
18、on and demonstration within the time frame specified (see 6.2) to prove that his production methods, choice of design detail and mounting procedures will produce cranes that, when mounted on the specified truck, will comply with the require- ments of this specification. Inspection shall -be as speci
19、fied in Section 4 and shall be subject to surveillance and approval by the Government. 3.3 Safety. The crane when mounted on the truck shall comply with safety standards as specified in ANSI B30.15. 3.4 Human factors engineering. The characteristics of the crane shall provide for operation by person

The electromagnetic interference e
21、mission characteristics of the crane shall conform to MIL-STD-461, Class IIC. 3.6 Truck crane interface. The contractor shall provide all hardware and instructions required to mount his crane on the specified truck (see 6.2), in a manner which will satisfy all provisions of this specification. The i
22、nterface shall be compatible with the resisting bending moment (RBM) of the specified truck, and the interface shall be considered integral to the crane throughout this specification. Instructions and hardware shall be provided by the contractor which when used will retain the form, fit and function
23、 of the area of the trucks cargo tray not preempted by the crane. 3.6.1 Weight. Weight of the crane, with associated accessories required to mount crane on the specified truck, shall not exceed one thousand five hundred pounds (1,500 lbs.). 3.6.2 Bed space. The crane in folded position for travel sh
24、all not extend beyond the plan outline of the specified truck and shall-not preempt or obstruct the use of more than 1,900 square inches of bed cargo area. 3.6.3 Height. The height of the crane in folded position for travel on the empty specified truck shall not exceed 102 inches above ground level.
25、 3.6.4 Angles ofapproach, departure and interaxle and ground clearance. The interface with crane in folded position for travel shall not change the host trucks original angles of approach, departure, and interaxle and ground clearance capability. 3.7 Hydraulic system. The hydraulic system shall cons
26、ist of all hydraulic components necessary for operation of slew, raise, lower, extend, retract or articulate functions. The system shall include a main relief and individual circuit reliefs to prevent overloading the crane. Means shall be incorporated into the hydraulic system to prevent any occurre
27、nce of underpressure in the hydraulic system. Constant flow valves shall be incorporated into the hydraulic system to meter the lowering of the boom system. Check valves shall be incorporated into . each lift cylinder and extension cylinder circuit to prevent load drop in the event of hydraulic hose
28、 failure. 3.7.1 Crane hydraulic system controls. Controls to operate the crane shall comply wfth the requirements of SAE 5298 and as specified herein. 3.7.1.1 Manual controls. Manual controls shall be provided and shall be the cross mounted type to allow for crane operation from either side of the s

The crane shall be provided with a remote control system designed to provide full proportional control of
30、 all crane functions except stabilizers. The remote control shall b.e designed such that in case of failure, the manual cross mounted controls can be used immediately. A mnimum of 20 feet of controller cable shall be provided. Controller and . cable shall be carried in a storage box mounted close to
31、 the manual control station. Storage box shall be waterproof and designed to take shock loads. 3.7.2 Winch. The crane shall be equipped with a hydraulically operated winch - for raising and lowering the hook. safety load factor of at least five times the rated load. The line on the drum shall be of
32、a length to allow the hook to touch the ground when the boom is fully extended and elevated with not less than five full turns remaining on the drum. The drum diameter to cable diameter shall be not less than 18:l and the winch shall be equipped with a safety brake. The cable shall be non-twist type
33、 with a 3.7.3 Stabilizer(s). Stabilizer(s) , if required, to assure stability of the specified truck when handling rated loads under all conditions of thSs specification, shall be provided. Stabilizer (s) in travel position shall not protrude beyond the plan outline of the specified truck. Check val
34、ves shall be mounted on each extension cylinder to prevent loss of stability in the event of hose failure. 3.8 Performance and characteristics. The crane when mounted on the specified truck shall meet the performance requirements and characteristics specified herein. 3.8.1 Rated load. The crane shal
35、l have the capacity to lift, lower, and slew a 2,500 pound plus or minus 1 percent homogenous cube whose dimensions shall not be more than 48 inches or less than 40 inches. 3.8.2 Load placement. The crane shall be capable of placing the rated load to any pallet position of rated load size on the car
36、go bed of the truck on which the crane is mounted and to any pallet position of rated load size on the cargo bed of an identical truck without a. crane when the trucks are parked parallel at least 18 inches apart. 3.8.3 Vertical 1ad.placement. The crane shall be capable of vertically raising the rat
37、ed load from 6 inches below ground level to a height of 12 feet measured from the ground level to the bottom of rated load pallet when the center of the pallet is at least 10 feet from the trucks side edge. 3.8.4 Poierslewing. minimum of 270 degrees. The crane shall be located and configured to preclude upset of the empty truckparked on 5 degree side slopes when handling a 125 pe
39、rcent rated load at maximum extension when tested in accordance with SAEJ765. Stabilizers, if required, shall be supplied by the. contractor, and if supplied, shall extend and retract hydraulically. 3.8.5.1 Stability warning device. A warning device shall be provided which warns the operator wheneve
40、r crane operation is attempted on side , slopes which exceed 5 degrees from the horizontal. 3.8.6 Winch lift speed. The winch shall have a line speed, when lifting rated load, of not less than 30 feet per minute and when low- ering rated load of not more than 40 feet per minute. The winch shall comp
41、ly with SAE 5706. 3.9 Lights. The crane shall be equipped with a minimum of two manually adjusted lights, a control switch, and equipment compatible with the host trucks electrical system. The control switch shall be wired into the trucks electrical circuit in a manner which will prevent use during
42、blackout operations. Lights shall be positioned to light up hook and rated load. Brush guards shall be provided. Lighting shall be in accordance with CAE 559 8 . 3.10 Power take off (PTO). When not furnished by the Government (see 6.2), the contractor shall provide a PTO which conforms to SAE 5705,
43、and in-cab panel mounted PTO controls. An in-cab indicator shall be provided which indicates to the operator that the PTO is engaged. 3.11 Load rating chart. Load rating charts conforming to ANSI B30.15 . shall be prominently placed at both manual control stations. and display plate shall conform to
44、 MIL-P-514, Type III, Composition C, of Type I, Grade A, Class 1 material. The chart 3.12 Crane instruction pate. Three crane operating instruction plates . shall be furnished conforming to MIL-P-514, Type III, Composition C, of Type I, Grade A, Class 1 material. One plate shall be installed on the
45、truck instrument panel and one on each side of the crane at the opera- tors stations. The instruction plate shall contain as a minimum the following ins truc tions : (a) Position truck as near level as possible. (b) (c) Start truck engine. (d) Engage hydraulic system to operate crane. (e) Set hand t
46、hrottle for desired engine speed. (f) Operate crane functions in accordance with crane (g) (h) Unlock hand throttle and return to neutral. (i) Disengage hydraulic system to crane. Unless otherwise specified (see 6.2), the crane shall be treated andpainted in accordance with MIL-T-704, Type A and be top
48、coated with a camouflage forest green paint conforming to MIL-E-52798. 3.14 Identification marking. The crane shall be identified in accordance with MIL-STD-130. The marking shall be applied to the crane on plates con- forming to MIL-P-514, Type I, Style 1, Composition C, of Type I, Grade A, Class 1
49、 material. a location where the plates will be both visible and legible. Plates shall be attached by screws, bolts, or rivets in 3.15 Lubrication. Lubrication means shall be provided for all moving parts that require lubrication. in accordance with SAE 5754. All initial fills of lubricants shall be limited to the types approved by the component manufacturers. Grease lube fittings shall conform to SAE 5534. The types of lubricants shall be
