14、In the event of a conflict between text of this document and the references cited herein, the text of this document shall take precedence. Nothing in the document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained. 3. REQUIREMENTS 3.1 Material. Materia

15、ls shall be in accordance with the - applicable drawings and specifications. 3.1.1 Cushion certification. All cushion material associated with the shipping containers must have a material certification. 3.2 Components and assemblies. The containers, shipping and storage: Support Panel, Mine Dsipense

16、r left (12553072) and Mounting Kit, Mine Dispenser, Air System Accessories (12564839) shall comply with all requirements specified on applicable and associated drawings and with all requirements of the applicable specification. 3.3 Container tests. (At ambient termperature 65 + 5OF). 3.3.1 Environme

17、ntal tests. When the Air System Mounting Hardware (PA137, PA138 or PA141) or equivalent is placed inside the container the container shall enable the hardware to withstand the environmental conditions specified below. After each test, the content shall be examined and shall not be damaged, deformed,

18、 punctured or malfunction. - 3.3.1.1 Pressure retention. The container shall be subjected to the pressure retention test as specified in 4.5.1. 3.3.1.2 Secured cargo vibration. All three types of shipping containers shall be subjected to the Vibration test as specified in 4.5.2, followed by pressure

19、 retention test as specified in 3.3.1.1. 3.3.1.3 Drop tests. The PA138 and PA141 containers shall be subjected to the edgewise drop test and the PA137 container shall be subjected to the free fall drop test as specified in 4.5.3. 3 Provided by IHSNot for ResaleNo reproduction or networking permitted

The P138 and P141 containers shall be subjected to the Cornerwise drop test and the PA137 shall be subjected to the seven(7) foot drop test as specified in 4.5.4. 3.3.1.5 Loose cargo v

21、ibration. All three containers shall be subjected to the loose cargo test as specified in 4.5.5. 3.3.2 Latch mechanism. The container latch assemblies shall require no more than 25 pounds force to open/close when tested as specified in 4.5.6 3.4 Fabrication process. The container shall be fabricated

22、 in accordanc-ia1 practice in a clean, dry, safe environment. Departures from the fabrication sequence presented in drawing #12564879, shall obtain prior approval from the contracting officer. 3.5 Workmanship. 3.5.1 Workmanship (general). The container shall be fabricated and finished in a manner th

23、at does not diminish the durability, serviceability, safety and general appearance as intended by the requirements. All hardware, gaskets, padding and internal supports shall be free of damage properly cut and fit, and securely attached to the container. 3.5.2 Workmanship (structural). Minor surface

24、 irregularities such as scuffs, and scratches are allowed providing the exterior coating (gel coat) is not removed. Workmanship shall be in accordance with good commercial practices as listed on dwg 12564879 (Reference ASTM-D-2563, Level IV) and dwg. 12927377 and dwg. 12927348, except where detail d

25、rawing indicate a need for special cri teria. 4. QUALITY ASSURANCE PROVISIONS 4.1 Responsibility for inspection. unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements (examinations and tests) as specified herein

26、. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspec

28、) 4.1.1 Responsibility for compliance. All items shall nieet all requirements of sections 3 and 5. The inspection set forth in this specification shall become a part of the contractors overall inspection system or quality program. The absence of any inspection requirements in the specification shall

29、 not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling inspection, as part o manufacturing operations, is an acceptable practice to aster-tain conformance to require

30、ments, however this does not authorize submission of known defective material, either indicated or actual, nor does it commit the Government to acceptance o defective material. 4.2 Classification of inspections. The following types o inspection shall be conducted on this item: a. First Article Inspe

31、ction (4.3) b. Quality Conformance Inspection (4.4) 4.3 First article inspection. 4.3.1 Submission. The contractor shall submit a first artic1.e sample, as designated by the Contracting Officer, or evaluation in accordance with the provisions Table I. 4.3.2 Rejection. Rejection for poor workmanship

32、shall be as stated in ASTM-D-2563 for acceptance with level IV per dwg. 12564879 unless otherwise indicated. In addition, the presence a any 7 or more of the 28 different defects listed shall be cause for rejecL L3.0 n . 4.3.3 Requalification. The contractor shall be subjectcd to another First Artic

33、le for the component or assembly affected as stipulated in the contract, if any of the following occur: a. Manufacturing techniques or process controIs which affect the form, fit, or function of the assembly are revised by either the Contractor or one of his subcontractors supplying parts or assembl

34、ies 3r materials. b. The contractor relocates his production facilities or portions thereof. c. The contractor desires to use a new subcontractor (unqualified) for materials, parts or assemblies. d. A change occurs in the design, material, pericormanze or assembly of the shipping container. e.
